In violation of national laws and regulations, acts of deleting, modifying, adding or interfering with computer information storage systems, applications or transmitted data shall be punished according to law.

Popularize the knowledge of network security in the whole society in an effective way, improve citizens' awareness and consciousness of network security, learn the basic skills of maintaining network security, organically unify the enjoyment of information resources and information security protection ideologically, and establish the concept that maintaining information security is to ensure survival and promote development.
3. Strengthen network security management
Establish a leading organization for information security, effectively unify, coordinate and study future trends, formulate macro policies and implement major decisions. Strictly implement the "Regulations on the Security Protection of Computer Information System in People's Republic of China (PRC)" and the "Administrative Measures for the Security Protection of Computer Information Network", clarify responsibilities, standardize post responsibilities, formulate effective preventive measures, strictly control users' entrance, and reasonably set access rights.
4. Accelerate the training of network security professionals.
We should increase support and investment in well-established scientific research and education bases, strengthen experience and technical exchanges with foreign countries, grasp the most advanced international security measures and technical means in time, ensure that they are active at a higher level, strengthen network security training for internal personnel, prevent the fortress from being breached from the inside, and enable high-quality talents to grow and improve rapidly in a high-level teaching and scientific research environment.
