According to the Labor Contract Law
Article 74 The labor administrative department of the local people's government at or above the county level shall supervise and inspect the following implementation of the labor contract system according to law:
(a) the rules and regulations formulated by the employer and directly related to the vital interests of workers and their implementation;
(2) The conclusion and dissolution of the labor contract between the employer and the employee;
(three) the labor dispatch units and employers to comply with the relevant provisions of labor dispatch;
(four) the employer's compliance with the provisions of the state on the working hours and rest and vacation of workers;
(five) the employer's payment of labor remuneration agreed in the labor contract and the implementation of the minimum wage standard;
(six) the employer's participation in various social insurances and payment of social insurance premiums;
(seven) other labor supervision matters stipulated by laws and regulations.
Article 85 In any of the following circumstances, the employer shall be ordered by the labor administrative department to pay labor remuneration, overtime pay or economic compensation within a time limit; If the labor remuneration is lower than the local minimum wage, the difference shall be paid; If the payment is not made within the time limit, the employer shall be ordered to pay compensation to the employee according to the standard of more than 50% 100% of the payable amount:
(1) Failing to pay laborers' labor remuneration in full and on time in accordance with the stipulations of the labor contract or the provisions of the state;
(2) Paying workers' wages below the local minimum wage standard;
(3) Arranging overtime without paying overtime;
(four) the dissolution or termination of the labor contract, not in accordance with the provisions of this law to pay economic compensation to the workers.
The main responsibilities of the Construction Bureau (Housing and Construction Bureau):
(a) the implementation of national and provincial construction guidelines, policies, laws and regulations; To study and formulate policies and regulations, relevant development strategies, medium-and long-term plans and implementation methods of reform plans for the city's urban planning, town planning, engineering construction, urban construction, town construction, construction industry, housing and real estate industry, survey and design consulting industry and municipal public utilities, and guide the implementation and management of the industry;
To guide the administrative supervision of the city's construction industry.
(two) to guide the city's urban planning, town planning, urban survey and municipal engineering survey; To study and formulate the development strategy to accelerate the urbanization process of the whole city; To guide the preparation and implementation of urban planning and town planning;
Responsible for the review of the overall urban planning and the preparation and approval of the city's urban system; Participate in the review of the overall urban land use planning; To undertake the examination and approval, protection and supervision of famous historical and cultural cities; Participate in the site selection of key construction projects and issue opinions on the site selection of construction projects; Responsible for issuing opinions on site selection of urban construction projects, land use permits for construction projects and planning permits for construction projects;
To guide the management of urban construction archives in the city.
(three) comprehensive management of the city's construction activities; Standardize the construction market; Guide and supervise the construction market access, project bidding, project supervision, project quality and safety;
To formulate measures for the implementation of the management regulations on survey and design, construction, construction supervision and related social intermediary organizations and supervise their implementation;
Manage the decoration (including interior decoration) industry in the city;
Organize and coordinate the construction enterprises to participate in the construction labor service cooperation of project contracting outside the city;
Responsible for issuing construction permits for construction projects in urban planning areas.
(four) to guide the city's urban construction and village construction; Guide the city's urban water supply, gas, municipal engineering, urban lighting, urban advertising and facilities, urban public transportation, gardens, city appearance and environmental sanitation, urban construction supervision and urban planning area greening;
Responsible for the approval, protection and supervision of the city's scenic spots and their planning; Responsible for the supervision of water supply, gas, municipal engineering and facilities, public passenger transport, gardens, urban construction and other aspects in the urban planning area.
(five) to guide the city's housing construction and urban housing system reform, and to be responsible for the management of the city's real estate industry;
Standardize the real estate market; Manage the total amount of real estate; Guide the paid transfer, development and utilization of urban land use rights;
Responsible for formulating and supervising the implementation plan and supporting policies for the reform of urban housing system in the city;
Guide the collection, use and management of housing provident fund and other housing reform funds; Responsible for real estate certification and trading within the urban planning area;
Guide the city's urban housing demolition management.
(six) responsible for the city's construction engineering survey, design and consulting industry management, standardize the construction engineering survey, design and consulting market;
Guide the intelligent work of buildings; Supervise and manage the seismic design of towns and industrial and civil buildings, and standardize the implementation of seismic design and construction;
Guide the development and utilization of urban underground space; Responsible for the management of project cost, project quota and cost standard of all industrial buildings and civil buildings.
(seven) to formulate the city's construction science and technology development plan and technical and economic policies; Organize major scientific research projects to tackle key problems and introduce new technologies and products, formulate industry education development plans, and guide industry education and training; Responsible for the qualification management of construction industry.
(eight) the management of the city's construction industry foreign economic and technological cooperation; Guide construction enterprises to explore the construction market and real estate market inside and outside the province.
(nine) responsible for the personnel management, labor wages and organization management of the bureau and its subordinate units;
To be responsible for the Party-mass and discipline inspection work of the bureau organs and directly affiliated units, as well as the work of workers, young women and veteran cadres.
(ten) to undertake other tasks assigned by the municipal government.
