Article 2 [Scope of Application]
In jinping district, longhu district, Haojiang District, as well as Chenghai District, Chaoyang District, Chaonan District, Nanao County, the key areas determined by the district (county) government and the municipal government, the formulation, revision and implementation of urban and rural planning, as well as construction and management activities related to urban and rural planning, shall abide by these provisions.
Other areas within the scope of the special zone other than those specified in the preceding paragraph shall be implemented with reference to these provisions.
The planning and management of villagers' housing construction shall be implemented in accordance with the Measures for the Administration of Rural Villagers' Housing Construction in Shantou Special Economic Zone. Article 3 [Specific Areas]
Specific areas refer to areas with special requirements in land use and building management, including central business district, historical and cultural blocks (historical and cultural features protection areas), scenic spots, tourist attractions, coastal riverside areas and so on. Other specific areas are proposed by the urban and rural planning department of the city, and submitted to the municipal government for approval and implementation after deliberation by the Municipal Planning Commission.
The planning technical indicators and requirements of a specific region shall be determined according to the actual situation when preparing the statutory planning of a specific region. Chapter II Urban and Rural Planning Article 4 [Urban and Rural Planning System]
The urban and rural planning system of the special zone includes two series: statutory planning and non-statutory planning. Article 5 [Statutory Planning]
Statutory planning is divided into urban planning, town planning and village planning.
Urban planning is divided into four levels: overall urban planning (including recent construction planning), zoning planning, regulatory detailed planning and constructive detailed planning.

All levels of urban master planning and zoning planning should prepare special plans with certain professional content and depth requirements. According to the needs of urban planning and management, various professional plans can be compiled separately.
Urban design is an effective means to implement urban planning, guide architectural design and shape urban characteristics, which runs through the whole process of urban planning, construction and management. Article 6 [Non-statutory planning]
Non-statutory planning is organized by the competent department of urban and rural planning, which is a supplement to statutory planning and provides technical reference for planning management.
Non-statutory planning is formulated according to the needs of urban and rural planning and construction, including urban development strategic planning, district concept consulting planning and construction project planning research.
Urban development strategic planning is a special study of major directional and strategic issues in the development of the whole city or region, and puts forward macro, overall and long-term planning ideas and development strategies.
The concept consultation planning of zoning is a special study on the integration of urban zoning or regions based on certain goals, and puts forward the development and construction ideas and planning and design guidelines.
Project planning research puts forward planning guidance for specific plots that need to be built, rebuilt or protected in the near future, or puts forward special planning standards and planning schemes for a certain type of project. Article 7 [Compilation of Urban Design]
Urban design is divided into overall urban design and key regional urban design.
(a) the hierarchical management of urban design in key areas is determined by the overall urban design.
(2) Urban design for key areas shall be worked out in the core and central areas of cities, areas reflecting the historical features of cities, new towns and new areas, important streets (including commercial streets), waterfront areas (including areas along rivers, coasts and lakes), piedmont areas and other areas with special value that can embody and shape urban culture and features. The contents and requirements of urban design in key areas should be included in the regulatory detailed planning and implemented in the relevant indicators of the regulatory detailed planning.
(three) areas outside the key areas of urban design can be designed according to the overall urban design, and urban design can be carried out alone or in combination with regulatory detailed planning.
(four) the key areas determined by the detailed regulatory planning of key areas must prepare detailed regulatory detailed planning. Article 8 [Contents of Urban Design]
(a) the overall design of the city should determine the characteristics of the city, protect the natural landscape pattern, optimize the urban form pattern, and clarify the public space system.
(2) Urban design in key areas should shape urban characteristics, pay attention to the relationship between landscape and nature, coordinate municipal works, organize the function of urban public space, pay attention to the scale of building space, and put forward control requirements for building height, volume, style and color.
In urban design of historical and cultural blocks and control zones related to the protection of historical features, the overall spatial pattern should be arranged in accordance with the relevant protection plans and requirements, the history and culture should be protected and continued, and the control requirements for new buildings and reconstruction and expansion buildings should be clearly defined.
The urban design of important streets and blocks should be based on the needs of residents' life and urban public activities, coordinate traffic organizations, rationally arrange traffic facilities, municipal facilities and street facilities, expand walking activities and green spaces, and enhance the characteristics and vitality of streets.
(three) outside the scope of key urban design areas, according to the local actual situation, clear architectural features, public space and landscape requirements.
