The reporter was informed that the credit information mentioned in the Measures refers to the basic information of development enterprises, as well as information that can be used to analyze and judge their credit status when they are engaged in real estate development and construction, commercial housing sales and other business activities and government departments perform their duties. Provincial housing and urban and rural construction departments are responsible for the system construction, disclosure and use management of credit information of development enterprises in the province. City and county housing and urban construction departments are responsible for the collection, identification, entry, disclosure and use management of credit information of development enterprises within their respective administrative areas.
The "Measures" pointed out that the credit rating of development enterprises is divided into one, two, three and four levels, which respectively correspond to four types of differentiated labeling management: excellent, good, average and poor. Housing and urban-rural construction departments establish initial credit files for development enterprises, with a basic credit score of 70 points, which is approved according to the three-level credit rating. Violation of the statutory responsibility of the construction unit, illegal pre-sale of commercial housing, illegal transfer of real estate, damage to public interests and the interests of public shareholders. , the basic credit score is 50 points, which is an enterprise with poor credit rating. The competent department of urban and rural construction exempts the development enterprises with excellent credit rating from daily dynamic verification of real estate development; Give priority to recommend or recommend awards to participate in the evaluation of enterprises such as green buildings, green residential quarters, national A-class performance houses and comfortable housing demonstration projects. For development enterprises assessed as excellent, when applying for the extension of real estate development qualification, they will open a green channel for enterprises. For development enterprises with general credit rating, the competent department of housing and urban-rural construction of the city (county) conducts daily dynamic verification on the development qualification and market behavior of enterprises at a rate of not less than 20% every year. The development enterprises with poor credit rating and the development enterprises that reached the credit warning value in the previous year or this year shall be included in the list of key supervision and development enterprises, and the supervision time shall not be less than three years.
The "Measures" emphasize that the credit information of development enterprises is recorded in the credit files of development enterprises and included in the supervision of the credit information management system of real estate development enterprises in Shaanxi Province. The publicity period of major bad credit information of the enterprise is not less than 3 years, the publicity period of general bad credit information is not less than 1 year, and the minor bad credit information is cancelled after the bad situation is eliminated. After the expiration of the publicity of bad credit information, after the application of the enterprise, the administrative department of housing and urban-rural construction of the city (county) has confirmed that the rectification has been completed, and the publicity can be cancelled. The good credit information and bad credit information of the enterprise will be converted into enterprise credit files from the date of recording and kept for a long time. The competent department of housing and urban-rural construction of the province timely and dynamically releases the credit information and credit rating of development enterprises through the website of the office and other media, and regularly publicizes them to the public and accepts social supervision. The real estate administrative departments at all levels shall timely verify and confirm the recorded enterprise credit information and incorporate it into the credit files.
