How to Informatization Small Towns in Underdeveloped Areas
Application of New Technology and Release of New Products: Research and Consulting Report of Notebook Industry in China in 2008-2009. In the third quarter of 2008, the domestic notebook market sales reached 2187,000 units, a year-on-year increase of 34.5%, and the growth rate dropped significantly. More related research reports >> At present, China has entered a critical period of urbanization development, and developing small towns is an important way to promote the urbanization process. In recent years, the demand for information for industrial and agricultural production and people's life in small towns has been rising. At the same time, with the continuous development of small towns, the management content is becoming more and more complicated, and the requirements for management means are getting higher and higher. Therefore, small towns should also gradually adopt information technology for management. Small towns are closely related to the vast rural areas. Informatization of small towns can directly promote rural informatization, accelerate the adjustment of rural economic structure, promote agricultural modernization, increase farmers' income, and alleviate the "three rural issues" to a great extent. At the same time, small towns are also the frontier areas of urbanization and the main areas of rural labor inflow. Improving the economic development level of small towns through informatization can expand the "agglomeration function" of small towns, thus further accelerating the urbanization process. Although the informatization of a number of large and medium-sized cities such as Beijing, Shanghai, Shenzhen, Hangzhou and Qingdao has developed rapidly, for most small towns, due to the limitation of management conditions and technical quality, informatization is very backward, especially in underdeveloped areas in the central and western regions, which restricts economic development and social progress to a certain extent. This is mainly due to the lack of informatization awareness, small business application scale, lack of informatization construction funds and IT talents, and low development level of information industry in small towns in China. According to the author's analysis of a large number of information materials of small towns, combined with field visits to Hengshui, Ezhou, Jiujiang, Taicang, Nanxun and other places, a set of ideas for promoting the informationization of small towns in underdeveloped areas are preliminarily summarized, as follows: (1) Vigorously popularize information knowledge and skills. Small towns in underdeveloped areas are generally closed, and the introduction of new technologies, tools and products is slow, especially in the field of information technology. Most people living in small towns have little contact with computers, and they don't know modern information technologies such as computer networks and database management systems, let alone how to use information technology for production and management. Therefore, first of all, we should popularize the knowledge and skills of informatization in small towns. This can be achieved by broadcasting TV programs and radio programs about information technology knowledge and skills, or holding prize-winning competitions about information technology knowledge and skills, or inviting experts and scholars from large and medium-sized cities to give special reports. Gongyi city City, Henan Province has repeatedly invited experts and professors from the state, province and city to give special reports to the leaders of the four major teams, cadres at or above the department level, young cadres under the age of 35 and leaders of key enterprises in order to continuously improve the public's understanding of informatization; Give full play to the media functions such as Gongyi Radio Station, Gongyi TV Station and the website of the municipal government, publicize the strategic decisions and related policies of the municipal party committee and the municipal government on information work with great fanfare, publicize typical examples of information construction, and create a good social environment for promoting the information construction of the whole city. (2) The road of low-cost and economical informatization is often very difficult for governments in underdeveloped areas, and there are many financial expenditure items, which makes it more difficult to allocate limited funds to informatization construction. Therefore, we must try our best to solve the problem of funds so as to continue and deepen the informatization in underdeveloped areas. During the construction of Hengshui Municipal Affairs Service Center, the renovation expenses of office buildings were solved by bank loans, and the expenses obtained after the operation of the center were repaid monthly. The cost of hardware equipment purchase, software purchase and development, and the maintenance of the whole information system shall be borne by Netcom, provided that the Hengshui municipal government must rent Netcom's lines and exchange government resources for market share. This shows that in underdeveloped areas, not only informatization can be carried out, but also high government financial investment is not needed to complete it. The establishment of government service center has greatly improved the local investment environment. Some foreign-funded enterprises and domestic private enterprises have successively settled in Hengshui City, and many investors have expressed their investment intentions. The administrative examination and approval center, convenient service telephone center, "Window of Jiyuan" website and 120 emergency center in Jiyuan City, Henan Province adopt the "four-in-one" mode, which is managed by one organization, saving a lot of manpower, material resources and financial resources. Two years ago, the Henan provincial government promoted the joint examination and approval business, requiring all localities to have joint examination and approval halls. Considering that the city is small and the amount of examination and approval is not large, Jiyuan municipal government has combined the telephone convenience service of "12345" with the construction of Jiyuan Window website. When the Ministry of Health asked all cities in China to set up 120 emergency centers, the Municipal Health Bureau put forward a plan to increase the staffing of 12 and the construction fund of 800,000 yuan. The municipal party committee and the municipal government requested to do the above work together. As a result, only two personnel were added, and the construction fund of100000 yuan was spent, and things were done well. (3) Make full use of the resources and experience of developed areas. Small towns in underdeveloped areas generally lack information talents, but the educational resources and strength of small towns are limited, so it is difficult to carry out high-level information technology education and training, and it is difficult to carry out local information talent training methods, and the ability to develop information projects is very weak. Therefore, it is necessary to learn from the talents and technical resources of informatization in developed regions. Project development can be carried out in large and medium-sized cities with developed economies, but related IT enterprises must deeply understand the actual situation of small towns, take the road of industrialization of "mass customization", not only provide tailor-made personalized information solutions, but also try their best to reduce development costs through software reuse technology. IT training companies and universities in developed areas can set up information training centers in small towns to train information application talents for small towns in underdeveloped areas. Small town governments in underdeveloped areas should also regularly send civil servants to developed areas to inspect informatization, learn from their construction experience, broaden their horizons, and "localize" according to their own specific conditions. For example, from the beginning of 2000, the Tianjiaan District Government of Huainan City, Anhui Province cooperated with Lenovo Group to carry out information construction in an all-round way, and built the "China Digital No.1 District", which successfully explored an information road of "more, faster, better and cheaper" in the central and western regions. There are many similar examples. Making full use of human resources and technical resources in developed areas and trying to learn from the successful experience and failure lessons of informatization construction can make the informatization of small towns in underdeveloped areas take fewer detours and accelerate the informatization process. (4) Take the road of "intensification" and industrialization informationization. Because the application scale of information technology in various fields of small towns is not very large, it is difficult to produce scale effect. Therefore, the informatization of small towns must adopt a "centralized mode" and accelerate the informatization construction process by building a public information platform. For example, the government agencies in small towns are relatively simple, and a small town government public information platform can be established, and all government agencies can conduct e-government on the basis of this public information platform; Small and medium-sized enterprises are the majority of small town enterprises, so a public information platform for small town enterprises can be established, and all enterprises can carry out e-commerce on the basis of this public information platform to realize enterprise informatization; Most industries in small towns are retail, service, food processing and small-scale manufacturing. A number of public information platforms for specific industries in small towns can be established, and all units in an industry can carry out informatization on the basis of this public information platform, such as information release and government supervision. For example, Beishankou Town, gongyi city, known as the "Hometown of Refractory Materials", invested more than 800,000 yuan to build the "China Refractory Network", which integrated the information resources of 1 13 refractory enterprises in the town and absorbed more than 100 domestic members, thus improving the popularity and competitiveness of the refractory industry. In addition, the small town public information platform is also a new business opportunity for IT enterprises. (5) Give full play to the existing advantages. The informatization construction of small towns in underdeveloped areas should give full play to the existing advantages according to the actual situation of small towns such as local economic structure, characteristic industries and superior resources. For example, small towns that specialize in hardware, clothing, food and traditional Chinese medicine can give priority to the informatization construction of enterprises in these strong fields, improve product quality, develop e-commerce, and expand market share and product popularity; Small towns located in transportation hubs can give priority to the information construction of transportation logistics, such as the construction of logistics parks supported by information means; Small towns with high-quality melons and other characteristic agriculture as superior resources can give priority to the development of agricultural products e-commerce and strive to increase farmers' income. At present, many large and medium-sized cities are short of land resources, and there are urban problems such as traffic congestion and environmental pollution. Therefore, IT enterprises in some large and medium-sized cities can be attracted to settle in small and medium-sized information industry industrial parks in small towns, especially IT product manufacturing enterprises, because such enterprises have the characteristics of labor-intensive and low technical requirements for employees, such as computer assembly and circuit board burning. Through simple training, people with low professional level in small towns can be competent for their jobs, which can alleviate the employment pressure for small towns. At present, the IT manufacturing industry in small towns in Jiangsu and Zhejiang provinces is booming, which greatly promotes the development of local economy. Small towns in underdeveloped areas can also use their rich land resources, low labor prices and good natural environment to improve the investment environment, actively attract investment and set up small and medium-sized information industry characteristic industrial parks. The emphasis on "characteristics" here is based on the fact that the information industry industrial park cannot engage in redundant construction and low-level competition. With the main products as the core and other products as the supporting products, an industrial chain will be formed to continuously enhance the core competitiveness of the park. (six) to serve the rural areas within the jurisdiction. Small towns are the political, economic and cultural centers of rural areas. Therefore, the informatization of small towns should serve the rural areas within their jurisdiction. Taking the export of labor services as an example, there are often a large number of rural labor surplus in underdeveloped areas. Working in economically developed areas can not only increase farmers' income, but also promote economic development in underdeveloped areas. In the past, migrant workers relied on their own help or the help of relatives and friends to find jobs, lacking effective organization and management. Therefore, underdeveloped areas should strengthen the information construction of labor export. For example, a special database of migrant workers' work files can be established, including names, ages, credit records and bad records. , convenient for employers to hire suitable candidates, but also to establish a good image for the local; We can provide labor information for migrant workers and employers through labor information network, and classify and guide migrant workers according to their specific conditions, so that they can get their proper places; We can establish an information center for migrant workers' assistance, publish a list of units or individuals who are in arrears with their wages, publish a list of employers with poor working conditions, and publish information on labor and employment laws and regulations to protect the legitimate rights and interests of migrant workers. In order to build a labor export platform and realize the information and network management of labor export, Chengde County, Hebei Province has established labor security affairs stations in 25 towns and villages in the county, and some villages have established labor security offices, forming a "county-township-village" three-level labor market network. The county's labor market is also equipped with computers and supporting equipment, and electronic display screens and other facilities are installed to strengthen network construction and speed up information release. They also made full use of the rural two-level labor market, conducted a comprehensive survey and registration of the rural labor force in the county, found out the base of the rural labor force in the county, grasped the intention of the labor force to go out, publicized the employment information in Beijing and Tianjin in time, and helped farmers to determine their cooperation intentions and organize labor export by using county TV stations, labor market display screens and rural labor security service stations, which achieved remarkable economic and social benefits.
