Article 2 These Regulations shall apply to all kinds of preschool education within the administrative area of this Municipality.
Preschool education as mentioned in these Regulations refers to the education of preschool children.
Preschool education institutions as mentioned in these Regulations refer to kindergartens, nurseries and other institutions that educate preschool children.
Article 3 Preschool education is an integral part of national education.
The implementation of preschool education should implement the national education policy, educate children to develop in an all-round way in physical, intellectual, moral and aesthetic aspects, and promote the healthy and harmonious development of children's body and mind.
Preschool education should follow the age characteristics and the laws of physical and mental development of preschool children, combine conservation with education, take games as the basic form of activities, and integrate education into life and various activities.
This Municipality advocates and supports the development of early education for infants under 3 years old.
Article 4 The development of preschool education is the common responsibility of the government, society, families and preschool education institutions.
The city actively develops various forms of community preschool education for all preschool children.
The pre-school education institutions in this city take social forces as the main body, and give play to the demonstration and guiding role of pre-school education institutions organized by the government in improving the quality of education.
Article 5 This Municipality supports the development of preschool education in economically underdeveloped areas in the outer suburbs.

In areas where ethnic minorities live in concentrated communities, support and develop preschool education that suits the characteristics and needs of ethnic minorities.

Chapter II Preschool Education Responsibility
Article 8 People's governments at all levels shall strengthen their leadership over preschool education, comprehensively coordinate the development of preschool education, and incorporate preschool education into the national economic and social development plan of the region.
The people's governments of districts, counties, townships and towns shall hold pre-school education institutions with exemplary functions.
Town street offices shall organize and coordinate preschool education institutions and relevant departments and associations to carry out preschool education activities in the community.
The people's governments of townships and towns in rural areas should develop preschool education according to local conditions and take various forms to ensure preschool children in their areas to receive preschool education.
Article 9 The municipal education administrative department shall be in charge of preschool education within the administrative area of this Municipality, and make overall planning and management of preschool education. The district and county education administrative departments shall be responsible for the management of preschool education within their respective jurisdictions, and supervise and guide all kinds of preschool education institutions.
Other relevant departments of the municipal, district and county people's governments shall be responsible for preschool education within their respective functions and duties.
Article 10 The whole society should care for and support preschool education and provide help for the healthy growth of preschool children.
Social organizations such as women's federations, residents' committees and villagers' committees at all levels in the community shall assist the local people's government to provide preschool education guidance and services for children who have not entered community preschool education institutions, their parents or other guardians, and employees engaged in home-based care for preschool children.

Chapter III Preschool Education Institutions and Employees
Twelfth pre-school education institutions should pay attention to promoting the healthy development of pre-school children's physical quality and psychological quality, and cultivate good living and health habits; Promote children's intellectual development and cultivate children's love for the motherland and good moral quality.
Encourage pre-school education institutions to cooperate with the community to publicize the knowledge of conservation and education, and support the community to carry out pre-school education activities.
Thirteenth pre-school education institutions must meet the following conditions:
(a) the school site is safe and the environment is suitable;
(two) there are places, facilities and equipment that meet the requirements of preschool education, and meet the safety and hygiene standards stipulated by the state;
(3) Having corresponding holding capital;
(4) Staff members who meet the qualifications and health conditions prescribed by the state.
Fourteenth pre-school education institutions shall register with the district and county education administrative departments. Preschool education institutions in remote rural areas can register with the local township and town people's governments, and the township and town people's governments shall file with the district and county education administrative departments.
If a pre-school education institution changes its registered items or closes down, it shall go through the formalities of change or cancellation at the original registration authority three months in advance.
Fifteenth pre-school education institutions should establish and strictly implement the safety protection and health care system to ensure the personal safety and health of pre-school children.
The staff of pre-school education institutions should respect and care for pre-school children, and it is strictly forbidden to discriminate, insult, abuse and corporal punishment of pre-school children.
Sixteenth pre-school education institutions engaged in education personnel must have relevant professional knowledge, and obtain the pre-school education certificate issued by the administrative department of education. Other personnel working in pre-school education institutions must meet the qualifications stipulated by the state and this Municipality.
Seventeenth practitioners engaged in home care for preschool children should receive training in the knowledge and methods of conservation and education in their communities, and regularly go to medical and health institutions designated by the administrative department of health for health check-ups every year.
Chapter IV Preschool Education Safety
Article 18 People's governments at all levels shall arrange special funds for preschool education, which are mainly used for carrying out relevant educational reform, evaluation, commendation, training and supporting the development of preschool education in economically underdeveloped areas in the outer suburbs, and no organization or individual may misappropriate or embezzle them.
Nineteenth pre-school education institutions to implement the cost accounting system. Preschool education institutions shall calculate the charging standards according to the cost and implement them after being approved by the price department.
Twentieth new urban residential areas, should be in accordance with the relevant provisions of the Municipal People's government and construction standards, planning and construction of supporting pre-school education facilities.
Preschool education must be developed by using preschool education facilities in residential areas. After the completion and acceptance of supporting pre-school education facilities, it shall be delivered to the district and county education administrative departments for management within three months, and the district and county education administrative departments shall organize pre-school education institutions in consultation with community management institutions or through public bidding. No organization or individual may use pre-school education facilities for other purposes without authorization.
Pre-school education institutions organized by using supporting facilities in residential areas shall serve community residents. No organization or individual may charge fees other than those stipulated by the state and this Municipality to pre-school education institutions that use supporting facilities.
Twenty-first pre-school education institutions use water and electricity, and implement the standard of water and electricity payment in primary and secondary schools.
Newly-built, rebuilt and expanded pre-school education institutions shall reduce or exempt relevant fees in accordance with the relevant provisions on fee reduction and exemption for primary and secondary school construction.
Twenty-second pre-school education institutions organized by social forces enjoy the same treatment as pre-school education institutions organized by the government in teaching and research activities, personnel training, commendation and awards.
The staff of pre-school education institutions organized by social forces enjoy the same rights as the staff of pre-school education institutions organized by the government in terms of qualification identification, professional title evaluation, declaration of educational and scientific research projects, evaluation of the first and the appraisal of scientific research results.
Article 23 This Municipality supports, encourages and organizes scientific research on preschool education to promote the improvement of education quality.
The promotion of new pre-school education and training programs, teaching materials and other scientific research achievements shall be appraised by experts and reported to the municipal or district/county education administrative departments for the record.
Article 24 This Municipality actively develops radio, film and television programs, books, newspapers, audio-visual products, game software, teaching AIDS and toys for preschool children, but the content or product quality shall not endanger the physical and mental health of preschool children.
Chapter V Legal Liability
Twenty-fifth acts in violation of these regulations, which have been stipulated by laws and regulations, shall be handled in accordance with the provisions of laws and regulations.
Twenty-sixth in violation of the provisions of the twentieth paragraph of this Ordinance, not in accordance with the planning and construction standards supporting the construction of pre-school education facilities, by the planning administrative departments and land administrative departments in accordance with the relevant provisions of this Municipality shall be dealt with.
Article 27 If anyone, in violation of the provisions of the second paragraph of Article 20 of these regulations, misappropriates supporting pre-school education facilities for other purposes without authorization, the district and county education administrative departments shall recover the misappropriated pre-school education facilities.
Article 28 Whoever, in violation of the provisions of the third paragraph of Article 20 of these regulations, charges fees from pre-school education institutions by using supporting facilities other than those stipulated by the state and this Municipality shall be ordered by the education administrative department or the relevant competent department to refund the fees collected, and the directly responsible person in charge and the responsible person shall be given administrative sanctions.
Chapter VI Supplementary Provisions
Twenty-ninth in the administrative area of this Municipality, Chinese-foreign cooperation in establishing preschool education institutions or organizing preschool education institutions to recruit foreign children shall be handled in accordance with the relevant provisions of the state and this Municipality.
Thirtieth these regulations shall come into force as of September 20001year.
