Measures for the Administration of Archives in Sumu Township, Inner Mongolia Autonomous Region (202 1 Revision)

Article 1 In order to do a good job in the preservation and effective utilization of hematoxylin and township archives, these measures are formulated in accordance with the Archives Law of People's Republic of China (PRC), the Archives Regulations of Inner Mongolia Autonomous Region and other relevant laws and regulations, combined with the actual situation of hematoxylin and township in the autonomous region. Article 2 The term "hematoxylin and township archives" as mentioned in these Measures refers to various forms of historical records with preservation value, such as words, charts, audio-visual images, which are directly formed by hematoxylin, township party committees, governments, people's congresses, mass organizations, enterprises and institutions in various activities. Third, uphold the Party's leadership over archival work. Hematoxylin and Township People's governments shall strengthen archival work, establish and improve the archival work system, designate archivists, and make overall arrangements for the funds needed for archival work. Fourth Sumu and township archives work should adhere to the principle of overall planning, centralized and unified management, maintaining the integrity and safety of archives, and facilitating the use of all sectors of society. Fifth Sumu and Township People's governments should set up archives information centers, and archives can be established if conditions permit. Sixth hematoxylin, township archives information center or archives responsibilities are:

(a) to publicize, implement and enforce the laws, regulations, rules and technical standards of archival work, and establish and improve various systems;

(II) Planning, coordinating, supervising and guiding the archival work of Bensumu and townships, and centrally and uniformly managing the archives and materials of Bensumu, township organs and their subordinate institutions;

(three) to supervise and guide the archives work of all units within the jurisdiction, provide consultation and train the archives staff;

(four) regularly receive archives and materials with permanent and long-term preservation value provided by various units and villages within the jurisdiction;

(five) the development of archives information resources, to provide archives utilization services for all sectors of society;

(six) to carry out file storage services;

(seven) to register statistics on the receipt, removal, storage and utilization of archives, and submit statistical documents on the basic situation of archives work to the county (city, district) archives department. Seventh hematoxylin and Township People's governments shall set up full-time archivists. Sumu and Township People's governments that do not have the conditions for the time being shall designate personnel to be responsible for the work of the archives information center or archives. Archivists should have college education or above and professional knowledge suitable for their work, be loyal to their duties and remain relatively stable.

Sumu, township subordinate units, Gacha and villages shall designate archivists to be responsible for filing documents and materials, keeping and utilizing files, and maintaining the integrity and safety of files. Article 8 The documents and materials formed by hematoxylin and township organs shall be filed by hematoxylin and township organs, and shall be handed over to the archives information center or archives for filing in time, and the documents and materials formed by directly affiliated institutions shall be filed by the undertaking department.

No unit or individual may refuse to file the documents and materials that should be filed as stipulated by the state or take them for himself. Materials that are not allowed to be filed according to state regulations are prohibited from being filed without authorization.

County (city, district) in Sumu, township subordinate units shall file and transfer files in accordance with the requirements of the relevant provisions of the state and the autonomous region. Article 9 The filing of electronic documents shall conform to the relevant provisions of the state. Article 10 The archives of Sumu, township subordinate units, Gacha village shall be kept by the archives forming unit, and shall be handed over to the archives information center or archives regularly in accordance with the relevant provisions of the state and the autonomous region.

If other organizations and individuals voluntarily hand over or deposit files to the archives information center or archives, they can handle the transfer or deposit at any time through consultation. Article 11 Archives in the form of celebrities, famous products, places of interest and folk customs with regional characteristics preserved in Sumu and villages and towns, which have been included in the collection scope of county (city, district) archives, shall be handed over to the county (city, district) archives in accordance with regulations. (two) the file storage system, which stipulates the safety protection of files, the requirements of file warehouses and equipment and its management measures;

(three) the file security system, which stipulates the file security measures and the confidentiality requirements for the file staff;

(four) the system of archives utilization, which stipulates the scope, methods, protection requirements, borrowing approval and registration procedures of archives utilization;

(five) the post responsibility system of archivists, which stipulates the duties and powers, tasks, assessment, rewards and punishments of archivists. Article 14 Sumu, township archives information centers or archives should be equipped with special warehouses and standardized archives fittings, take necessary protective measures, and be equipped with technical equipment to meet the needs of modern management. Fifteenth hematoxylin, township archives information center or archives, archives should be kept by the science department; According to different categories, different carriers and different storage periods, the whole clan is shelved and managed according to the chronological order. Article 16 Sumu, township archives information center or archives shall, in accordance with the provisions of the state and the autonomous region on the duration of archives preservation, formulate a table of the duration of Sumu and township archives preservation, and accurately define the duration of the archives under management.
