According to the Reply of Zhejiang Provincial Organization Committee on renaming Huzhou Construction Bureau as Planning Construction Bureau (No.75 [2005] of Zhejiang Province), Huzhou Construction Bureau was renamed Huzhou Planning Construction Bureau.
I. Main functions
(a) according to the overall objectives and planning of the city's national economic and social development, study and formulate development strategies, industrial policies and construction system reform programs, and supervise and guide their implementation.
(two) responsible for the management of the city's urban planning, town planning, urban survey and design and municipal engineering design; To undertake the organization and coordination of promoting urbanization; Responsible for the preparation of urban master planning, urban system planning, urban cluster planning and other related professional planning; To undertake the examination and approval, protection and supervision of historical and cultural cities and historical and cultural protection zones; Guide and optimize the planning and management of urban land resources allocation and utilization; Participate in the review of overall land use planning, territorial planning and regional planning; Responsible for the city's surveying and mapping industry management; Manage urban construction archives.
(three) according to the relevant national and provincial laws and regulations and various norms, the whole process of supervision and management of the city's construction activities.
(four) comprehensive management of the city's urban water supply, gas, heat, public transportation, municipal facilities, landscaping, city appearance and environmental sanitation; Responsible for the management of scenic spots in the city; Responsible for water supply and water saving in pipe network, entrusted with the development, utilization and protection of groundwater in urban planning area.
(five) responsible for the city's housing and real estate industry management; Comprehensive management of the city's housing industrialization, real estate development, property management, housing decoration, termite control, urban housing demolition and all kinds of housing property registration management; Standardize the real estate market and be responsible for real estate transactions and market access management.
(six) to guide the city's urban and rural construction; Guide the development and utilization of urban underground space.
(seven) responsible for supervising the implementation of all kinds of buildings and their ancillary facilities and urban municipal facilities construction engineering seismic design specifications; To formulate plans and plans for the development of science and technology in the construction industry; Organize major scientific and technological projects to tackle key problems, transform and popularize scientific and technological achievements; Guide technological innovation and technology introduction; Guide the construction of scientific and technological talents in the industry.
(eight) to undertake other tasks assigned by the municipal party committee and municipal government.
