These five indicators are the focus of the qualification reform assessment of construction enterprises.

Introduction As early as June 24, 2020, at the the State Council policy briefing, the Vice Minister of Housing and Urban-Rural Development introduced the new measures to deepen the reform in the field of engineering construction in the next stage, made clear the reform direction of further streamlining the qualification categories, grades and approval conditions, and emphasized that the state would strengthen supervision during and after the event. The focus of the qualification reform assessment of construction enterprises is five indicators, namely, the registered capital of enterprises, the staffing of enterprises, and the engineering performance of enterprises.

1, registered capital of the enterprise

The new qualification standards will be gradually implemented next year. Different qualification categories still have their own requirements for the registered capital of enterprises. Construction enterprises should check whether their registered capital meets the standards before handling the qualification. If they can't meet the standards, they should try to upgrade their registered capital six months in advance.

2, enterprise staffing

Including the technical person in charge of the enterprise, as well as builders, professional titles, technicians and so on. Among them, the technical director is the core of the new application qualification. When preparing the materials, the technical person in charge is required to provide the construction engineer or professional title certificate of the corresponding specialty, with proof of working experience that meets the fixed number of years.

The competent department will check the performance of the enterprise when handling the qualification upgrade. Enterprises need to prepare the materials of relevant personnel responsible for project construction, such as construction engineers and personnel with professional titles, and need to prepare their qualification certificates, employment contracts, identity certificates and other detailed materials. If the materials are missing, the performance will not be recognized.

3, enterprise engineering performance

When building qualification is upgraded, enterprise performance is the main assessment index. Different levels and different majors have their own corresponding standards, and enterprises need to prepare their performance according to the requirements. It should be noted that many times, enterprises are not without performance, but the management of performance filing is not in place, and there are often situations such as incomplete drawings and inconsistent construction drawings with the provided performance, so enterprises should avoid doing performance.

4, enterprise credit records

Promoting the construction of the credit system in the construction market and further improving the "blacklist" system are also the focus of this reform. Therefore, construction enterprises must attach importance to the construction of integrity, safeguard their own corporate reputation, and avoid the phenomenon of wage arrears for migrant workers, project payment arrears, substandard construction quality, and cutting corners during construction, otherwise it will not only affect the qualification treatment, but also be punished accordingly.

5, enterprise personnel social security

Personnel social security is a hard index in qualification application. If the social security is not up to standard, you will not get the qualification certificate. With the gradual implementation of the nationwide network of medical insurance and social security, the construction of "four databases and one platform" is becoming more and more perfect, and the competent department can query the social security payment of enterprise employees more clearly and quickly. Therefore, enterprises must prepare social security for employees in accordance with regulations when applying for qualifications.

It can be said that "one-handed administration and decentralization, one-handed supervision after the event" is a major theme of this architectural qualification reform. Construction enterprises should never think that they can easily apply for qualification after the reform. Although the redundant links in the previous approval process have been cancelled, these indicators are still the focus of qualification approval. Generally speaking, the next qualification reform is of great benefit to small and medium-sized construction enterprises, but it is the wisest choice for enterprises not to relax and seize the opportunity to grow and develop.
