(1) Enterprises engaged in construction survey, design, construction, supervision, cost and other engineering services and consulting services (except those temporarily prohibited by mainland laws and regulations), mainly including architects' firms, surveyors' firms, landscape architects' firms, engineering construction consulting companies and construction enterprises;
(2) Consulting or design enterprises registered in Hong Kong and legal societies, consulting or design enterprises registered in Macao, or construction enterprises registered in Hong Kong and Macao;
(three) to carry out the consulting business of construction and related projects in Hong Kong and Macao for not less than 2 years, including construction enterprises for not less than 5 years;
(four) consulting or design enterprises have purchased professional liability insurance claims including Hengqin New District. Article 4 Hong Kong and Macao professionals who directly provide services in Hengqin New District shall meet the following conditions:
(1) Professionals engaged in architectural survey, design, construction, supervision, cost and other businesses (except those temporarily prohibited by mainland laws and regulations), mainly including registered engineers, registered architects, registered surveyors, registered landscape architects and authorized persons from Hong Kong and Macao in the field of construction and related projects;
(2) Having the status of permanent resident in Hong Kong or Macao;
(3) It is legally registered with the relevant registration authorities of government agencies in Hong Kong or Macao, or registered with the Hong Kong Authorized Persons Registration Committee and included in the list of authorized persons, and it is within the validity period of registration.
Authorized persons in Hong Kong mentioned in the preceding paragraph refer to registered architects, registered engineers and registered surveyors in the field of civil or structural engineering in Hong Kong who have passed the examination of the Hong Kong government and are qualified to co-ordinate construction affairs on behalf of the owners. Article 5 Hong Kong and Macao enterprises and professionals from Hong Kong and Macao shall apply to the administrative department of construction of Hengqin New District (hereinafter referred to as the administrative department of construction of Hengqin) for filing before providing services directly in Hengqin New District, and submit filing materials in accordance with the filing methods. The record keeping measures shall be formulated separately by the management organization of Hengqin New District.
Where the materials provided by the filing applicant to the competent department of Hengqin construction are formed in Hong Kong and Macao, they shall be notarized by the notary department of the Hong Kong and Macao government or a notary institution recognized by the mainland.
In line with the conditions for filing, the competent construction department of Hengqin shall put it on record, and put forward opinions on its business scope according to the applicant's registration scope and performance in Hong Kong and Macao, and the filing list shall be published on the portal website of Hengqin New District.
Hong Kong and Macao enterprises and professionals from Hong Kong and Macao who have not been filed and announced by the competent department of Hengqin construction shall not directly provide services in Hengqin New District. Article 6 The validity period of filing is the same as that of practicing registration in Hong Kong and Macao. Hong Kong and Macao enterprises and professionals from Hong Kong and Macao shall notify the competent construction department of Hengqin within 30 days from the date of change when the information submitted for the record changes. If the notice is not given within the time limit, the original record will automatically become invalid. Seventh registered enterprises in Hong Kong and Macao shall provide services within the business scope of remarks. The relevant administrative departments of Hengqin New District shall recognize it and handle the relevant licensing procedures. Article 8 Hong Kong and Macao professionals who directly provide services in Hengqin New District shall join Hong Kong and Macao enterprises registered in Hengqin New District or mainland enterprises with corresponding qualifications.
Hong Kong and Macao registered professionals should provide services within the business scope of remarks. When Hong Kong and Macao professionals provide professional services that need to be stamped with the seal of mainland practice, the relevant drawings and documents shall be signed by Hong Kong and Macao professionals and stamped with the company seal of the enterprise they join. The relevant administrative departments of Hengqin New District shall recognize it and handle the relevant licensing procedures. Article 9 Hong Kong and Macao registered enterprises and Hong Kong and Macao professionals who directly provide professional services for construction projects shall, in addition to industry access and qualification management, comply with mainland technical standards and norms and abide by the relevant provisions of mainland laws, regulations and rules.
In the absence of clear national, industrial and local technical standards and norms, Hong Kong and Macao construction and related engineering consulting enterprises will put forward technical schemes according to the current technical standards and norms, construction techniques or best engineering practices in Hong Kong and Macao, which can be adopted in construction projects after being examined and approved by the competent construction department of Hengqin. Article 10 The relevant administrative departments of Hengqin New Area shall, in accordance with the requirements of mainland laws, regulations, rules and standards, supervise and manage the business activities of registered Hong Kong and Macao enterprises and professionals from Hong Kong and Macao.
