Article 3 The Municipal Housing and Construction Bureau is responsible for establishing a directory of all decoration price assessment agencies in our city and performing relevant supervision and management duties; City construction project cost management service station (hereinafter referred to as "city cost management station") specifically undertakes the establishment and daily management of all decoration price assessment agencies; The local housing construction department is responsible for the supervision and management of the whole decoration price evaluation within its jurisdiction.
Article 4 Social intermediary institutions that meet the corresponding engineering cost consulting qualifications and are not included in the negative list of industry credit may apply to join the directory database of all decoration price assessment institutions. The list of all decoration price assessment agencies shall be publicized to the public and subject to dynamic management.
Article 5 All-decoration price evaluation institutions in the directory library (hereinafter referred to as "evaluation institutions") shall evaluate the basic decoration, upgrade decoration price and its composition of newly-built fully-decorated houses.
Article 6 A real estate development enterprise shall, before the pre-sale of a fully decorated residential project 1 month, submit to the local housing and construction department the specific decoration scheme (including the upgrading scheme) of all houses, and submit an application for entrusted evaluation. The specific scheme shall include the decoration design drawings, main decoration materials, brands, models, materials, main construction methods, decoration budget list and other relevant materials required for evaluation. The specific decoration scheme and its price evaluation report will be publicized together with other sales materials.
Article 7 Under the supervision of local housing and construction departments, real estate development enterprises randomly select an appraisal institution from the list of appraisal institutions and sign a price appraisal entrustment contract.
Evasion system shall be implemented in the evaluation work, and the evaluation institutions that have participated in the cost consultation of residential projects shall not undertake the evaluation of the whole decoration price again.
The selected evaluation institution shall not refuse the entrustment without justifiable reasons, otherwise it will cancel the qualification of the catalogue library.
Article 8 An appraisal institution shall, according to the information provided by the real estate development enterprise, refer to the current appraisal basis and combine the local market-oriented comparable price level during the appraisal period to make an appraisal, and issue a price appraisal report.
After evaluation, if the price of the basic decoration scheme is lower than the minimum price (1500 yuan/m2), the evaluation institution shall report to the real estate development enterprise and the local housing construction department in time, and re-evaluate after the design drawings and related contents are rectified; If the price of the basic decoration scheme is more than 2000 yuan/square meter, it shall be calculated as 2000 yuan/square meter.
Article 9 The evaluation scope of full decoration price only includes the decoration expenses of residential suites, excluding the decoration expenses of public spaces such as public corridors, elevator halls, equipment rooms and lobbies.
Tenth renovation costs should be reasonably converted according to the predicted construction area of commercial housing, which can refer to the following formula:
Interior construction area = building construction area-pool area
Housing rate = interior construction area/housing construction area
Interior decoration standard = interior decoration cost/interior construction area
Appraisal decoration standard = interior decoration standard × house price
Eleventh fully renovated residential projects after the completion of the delivery of standard model houses, under the organization of the local housing construction department, assessment agencies should participate in the on-site verification of the decoration standards of model houses. Found inconsistent with the original transformation plan, should be timely feedback to real estate development enterprises, and report to the local housing construction department. If there is any shift in the delivery standard model house, the evaluation institution shall check it according to the original decoration scheme.
Article 12 An appraisal institution shall complete the appraisal of the full decoration price of the entrusted project within 0/5 days from the date of accepting the entrustment, issue an appraisal report to the real estate development enterprise, and submit it to the local housing and construction department and the municipal cost management station.
Article 13 The appraisal fee shall be borne by the real estate development enterprise entrusted with the appraisal. See the following table for the reference standard of the fee:

Fifteenth evaluation institutions and their employees shall independently carry out evaluation business according to law, to ensure the objective and fair evaluation results; The relevant business secrets learned in the evaluation shall be kept confidential and shall not be disclosed or released without authorization.
Assessment agencies in the assessment work, in violation of professional ethics and price assessment related norms and standards, dereliction of duty or collusion with real estate development enterprises, fraud, the assessment report is invalid, and bear corresponding responsibilities; This illegal act is recorded in the bad credit record of the cost consulting industry and the negative list of industry credit, and it is publicized. If the circumstances are serious, legal responsibility shall be investigated according to law.
Sixteenth real estate development enterprises should actively cooperate with the work of evaluation agencies, and shall not interfere with their normal evaluation activities.
By bribery, inducement and other improper means to interfere with the price evaluation activities, refused to provide relevant information or provide false information, resulting in the evaluation work can not be carried out normally, by the local housing construction department shall be ordered to make rectification within a time limit. Overdue rectification or rectification is not in place, suspend the acceptance of the project pre-sale application; If the circumstances are serious, legal responsibility shall be investigated according to law. Illegal acts are recorded in the bad credit records of real estate enterprises.

Counties (cities), development zone housing and construction administrative departments (hereinafter referred to as "local housing and construction departments") are responsible for the management of model houses in newly-built fully renovated residential projects within their respective jurisdictions. Among them, the sales management organization of the local housing construction department (hereinafter referred to as the "sales management organization") is responsible for taking the lead in organizing the on-site inspection and verification of the delivery of standard model houses, and specifically undertaking the supervision and management of the publicity content of model houses; The engineering quality management service organization of the local housing construction department (hereinafter referred to as the "quality management service organization") is responsible for the on-site inspection of the decoration quality of standard model houses.
Article 3 The setting requires that the delivery standard model house can be set in the saleable house or near different places. Delivery of standard model houses should be carried out in strict accordance with the corresponding specific decoration scheme and completed before the pre-sale.
Delivery standard model houses shall not be equipped with facilities such as soft clothes, household appliances, furniture, lamps and other facilities, decoration materials and decorative items beyond the delivery standard.
For units that have not set the delivery standard model house, the real estate development enterprise shall inform the purchaser in writing of the difference between the model house and the delivery standard model house. Article 4 Where a non-delivery standard real estate development enterprise sets up a non-delivery standard model house to show the effect, it shall mark the words "non-delivery standard model house for the reference of buyers only" in a striking font at the entrance of the model house, and the non-delivery standard facilities, equipment, decoration materials and decorative items in the model house shall use striking signs to remind buyers.
Units that have not delivered standard model houses may not set up standard model houses that have not been delivered.
Article 5 Before the pre-sale audit of a fully decorated residential project, the sales management organization shall organize the quality control organization and the engineering cost consulting organization entrusted to evaluate the decoration price (hereinafter referred to as the "evaluation organization") to conduct on-site inspection on the delivered standard model houses, and only when they meet the specific decoration plan can they be opened to the outside world.
Article 6 Where a delivery standard model house is set up in a different place, the sales management institution shall check whether the display content of the model house meets the publicity requirements; The quality control service institution shall check whether the indoor space size and decoration appearance layout are consistent with the specific decoration scheme, and whether the quality certificates of the main decoration materials and facilities and equipment have been provided; The evaluation institution shall check whether the brands, models and materials of the main decoration materials and facilities are consistent with the specific decoration scheme.
In addition to inspection and verification in accordance with the provisions of the preceding paragraph, quality control service institutions shall also check the following contents:
(a) Check whether the inspection and reinspection records of decoration materials are complete;
(two) check whether the quality of the site entity project violates the mandatory standards;
(3) Check whether the acceptance records of partial projects meet the specification requirements.
The sales management organization shall truthfully record the on-site inspection of the model house (attached table1); The price assessment agency shall truthfully record the results of the on-site inspection of the model house and archive (or video) the inspection results.
In principle, the inspection and verification results of the delivery standard model houses shall not be used as the exemption basis for real estate development enterprises in disputes over commercial housing decoration.
Seventh shelf life delivery standard model houses within the shelf life, the display content of the model houses shall not be changed without authorization, and shall not be dismantled, moved or replaced without authorization.
Real estate development enterprises shall retain the samples of the main decoration materials delivered to the standard model houses, and the retention period shall be the same as that delivered to the standard model houses. Encourage real estate development enterprises to carry out lien notarization.
If the standard model house delivered in the saleable house is sold within the retention period, the real estate development enterprise shall inform the purchaser in writing before the sale, and clearly agree with the purchaser in the commercial housing sales contract to deliver the house after the retention period expires.
Article 8 The delivery standard of model houses relocated in different places may be relocated to saleable houses, and the indoor space size, decoration standard and decoration effect of the two houses shall be consistent. Encourage real estate development enterprises to notarize the shift of model houses.
Before the delivery standard model houses set up in different places move into saleable houses 1 month, real estate development enterprises shall announce relevant information in conspicuous positions such as sales offices and original model houses, file with local housing construction departments, and inform the buyers in writing through the contact information reserved in the commercial housing sales contract. Before opening to the outside world, the sales management institution shall organize quality control institutions and evaluation institutions to conduct on-site inspection and verification in accordance with the provisions of Articles 5 and 6 of these Measures.
After the delivery standard model house in the saleable house has been opened to the public 1 month, the original model house can be demolished.
Ninth pre-sale supervision in any of the following circumstances, the local housing construction department shall order the real estate development enterprises to make rectification within a time limit. If the rectification does not meet the requirements and refuses to rectify, the pre-sale permit shall be temporarily withheld:
(a) failing to set up a model house in accordance with the provisions;
(two) the delivery standard model room display content does not meet the requirements of publicity;
(three) the delivery of standard model houses is inconsistent with the specific decoration plan;
(four) unable to provide quality certificates of major facilities and equipment and decoration materials.
Tenth in any of the following circumstances, the local housing construction department shall order rectification within a time limit, and suspend the online signing of the project during the rectification period; If the circumstances are serious, it will be recorded in the credit records of real estate development enterprises, and the violations will be publicized to the buyers:
(a) during the retention period of the model house, changing the brand, model and material of the model house facilities and main materials without authorization;
(two) after the delivery of the standard model house, during the retention period, the model house is moved, dismantled and replaced without authorization;
(three) the relocation, demolition and delivery of standard model houses, not in accordance with the provisions of the written notice to the buyers, and refused or refused to supervise the buyers in disguise;
(four) there are other violations and dishonesty in the publicity of model houses.
Quality control service institutions shall strengthen the quality supervision of fully renovated residential projects that violate the provisions of the preceding paragraph and the circumstances are serious, and increase the sampling rate of household acceptance as appropriate.
Article 11 These Measures shall be implemented as of August 20, 2020. These Measures shall apply to the fully renovated residential projects that have obtained the pre-sale permit, and other projects may refer to the implementation. Where the management regulations of fully decorated residential model houses are inconsistent with these measures, these measures shall prevail.
