College is the national training base for high-skilled talents, the construction unit of "double high" colleges in Tianjin and the construction unit of high-level vocational colleges in Tianjin. It is also the training and examination base for railway locomotive drivers of China Railway Corporation and the doctoral (master's) training base for vocational and technical education of Tianjin University.
Chapter two? Enrollment organization and supervision mechanism
The College has set up an Admissions Committee, which is responsible for discussing major issues related to enrollment and consulting on enrollment decision-making. The College Commission for Discipline Inspection set up an enrollment monitoring group to supervise the whole enrollment process and ensure the fairness and justice of college enrollment.
Article 4? The college set up a leading group for enrollment work to lead the enrollment work of the college in a unified way. College Admissions and Employment Office is a permanent organization that organizes and implements enrollment work, and is responsible for the daily work of enrollment.
Chapter three? Enrollment plan and charging standard
Article 5? According to the development plan, school conditions, professional development, students' situation and social needs, the college has formulated the enrollment plans of relevant provinces, autonomous regions and municipalities directly under the Central Government in 2022, and submitted them to the enrollment committees of all provinces, autonomous regions and municipalities directly under the Central Government for publicity within the specified time according to the enrollment majors and enrollment numbers approved by the Ministry of Education; At the same time, the college also announced to the public through other channels. In the process of enrollment, the enrollment plans of provinces, autonomous regions and municipalities directly under the central government with good students, sufficient volunteers and high admission scores may be appropriately adjusted with the consent of the leading group for enrollment in colleges and universities and the approval of the higher authorities. The enrollment plan by province and specialty shall be subject to the enrollment plan announced by the Provincial Admissions Office. Article 6 Tuition standard: 5,000 yuan per student for general majors and 5,500 yuan per student for special majors; Accommodation standard: 6-person apartment management, 700 yuan per student per academic year; Apartment management consists of 8 people, each student is in 600 yuan every academic year. For details of the charging standards of each major, please refer to the enrollment plans published by the enrollment committees of all provinces, autonomous regions and municipalities directly under the Central Government or the instructions for freshmen registration issued by the college. If the above charging standards are adjusted, they shall be implemented according to the documents approved by the final price department.
Chapter four? Access principle
Article 7 The enrollment of colleges and universities shall follow the principles of fair competition, fair selection and open procedures. To implement the enrollment policies of the Ministry of Education and the enrollment committees of all provinces, autonomous regions and municipalities directly under the Central Government, as well as the relevant provisions promulgated in the articles of association; Taking candidates' wishes and college entrance examination results as the main admission basis, comprehensive evaluation and merit-based admission. In the process of admission, I consciously accept the supervision of the admissions committees of all provinces, autonomous regions and municipalities directly under the Central Government, the discipline inspection and supervision departments, candidates and all sectors of society.
Article 8 The provinces where colleges and universities volunteer follow the principle of voluntary priority, that is, candidates who apply for the first voluntary college are admitted from high to low according to the voluntary order of colleges and universities reported by candidates, and candidates who apply for the second voluntary college are admitted only when the number of applicants for the first voluntary college in the same batch of minimum control lines announced by provinces, autonomous regions and municipalities directly under the Central Government is less than the enrollment plan, and so on; In the provinces where parallel volunteer is implemented, admission shall be subject to the admission rules stipulated by the local provincial admissions department.
Article 9 The principle of giving priority to scores shall be applied to the admission of professional volunteers, that is, students will queue up from high scores to low scores first, and then be admitted in the order of professional volunteers reported by candidates. If the candidate's score does not reach the first professional volunteer admission score, that is, whether it reaches the second professional volunteer admission score, and so on until the last professional volunteer. In the case that the professional volunteers reported by the candidates are not admitted, those who are subject to professional adjustment can be transferred to unfinished majors; Those who do not obey the adjustment will be dismissed. There is no grade difference among professional volunteers. In Inner Mongolia Autonomous Region, the principle of "queuing for admission according to professional volunteers within the enrollment plan 1: 1" is implemented.
Article 10? The enrollment work in the provinces (autonomous regions and municipalities) where our school is carrying out the comprehensive reform of the college entrance examination is carried out in accordance with the reform plans and related measures announced by the provinces, autonomous regions and municipalities.
Article 11? Candidates in the pilot provinces (autonomous regions and municipalities) of the comprehensive reform of the college entrance examination must meet the requirements of the subjects selected by our college. When the results of filing are the same, professional admission shall be conducted according to the same sorting rules determined by the provinces (autonomous regions and municipalities).
Article 12? Admission of candidates with policy bonus points shall be implemented in accordance with the principles stipulated by the Ministry of Education.
Thirteenth candidates in the same conditions, priority is given to candidates who have won the honorary titles of provincial outstanding students, outstanding student cadres, three excellent students, etc.; Secondly, literature and history compare the scores of Chinese, foreign languages and mathematics in turn, and science and engineering compare the scores of mathematics, foreign languages and Chinese in turn, giving priority to the higher ones. If the admissions department in the area where the candidates are located has relevant regulations, it shall be implemented according to the requirements of the admissions department in the area. Tianjin candidates should implement the provisions of Article 14 of the Articles of Association.
Article 14 According to the spirit of the relevant documents of the Ministry of Education and the Tianjin Admissions Committee, in line with the principles of fairness, justice and openness, Tianjin candidates are selected on the basis of the scores of Chinese, mathematics and foreign languages in the general college entrance examination, and with reference to the scores of the ordinary high school academic level examination and comprehensive quality evaluation. If the candidates' scores are the same, compare the scores of Chinese and mathematics in turn, and the one with the higher score is preferred.
Article 15 The candidates for high-speed railway comprehensive maintenance technology, EMU maintenance technology, railway locomotive operation and maintenance, railway vehicle technology, railway power supply technology, high-speed railway EMU manufacturing and maintenance, urban rail vehicle application technology, urban rail transit power supply and distribution technology and other majors are recommended to be color blind and amblyopic, and their corrected vision is not less than 5.0 (only boys are recruited for the above majors).
Article 16 Candidates majoring in railway engineering technology, railway maintenance machinery application technology, high-speed railway construction and maintenance, railway signal automatic control, railway logistics management, railway communication and information technology, modern communication technology, urban rail transit communication signal technology, urban rail transit engineering technology, electrical automation technology, urban rail transit vehicle manufacturing and maintenance are advised to be color blind and weak, and their corrected vision should be no less than 5.0 (the above majors are suitable for boys to apply).
Article 17? Major in railway bridge and tunnel engineering technology, intelligent building technology and engineering survey technology. Candidates are advised not to be color blind or weak, and their corrected vision should be no less than 5.0.
Article 18? For the majors of rail transit operation management, urban rail transit operation management and high-speed railway passenger service, it is recommended that the height of candidates should be no less than 174cm for boys and no less than 165cm for girls, without color blindness or color weakness, and their corrected vision should be no less than 5.0 (the proportion of boys recruited by employers corresponding to the above majors is higher than that of girls).
Article 19 Foreign language courses for all majors in the college are in English, and candidates in minority languages should fill them out carefully.
Article 20? With regard to the physical health requirements of the enrollment major, the requirements of the Guiding Opinions on Enrollment Physical Examination in Colleges and Universities promulgated by the Ministry of Education, the Ministry of Health and the China Disabled Persons' Federation and the Notice of the General Office of the Ministry of Education and the General Office of the Ministry of Health on Issues Related to Cancellation of Hepatitis B Testing in Enrollment in Colleges and Universities shall be implemented.
Article 21? The college will send a notice by express mail after receiving the list of admitted candidates approved by the admissions departments of all provinces, autonomous regions and municipalities directly under the Central Government.
Chapter five? Follow-up management
Article 22? Freshmen hold the admission notice and ID card, and go through the admission formalities at the school according to the relevant requirements and the prescribed time limit. According to the national policy, freshmen who are enlisted in the army should apply for retaining their admission qualifications within the time specified by the school. If you can't enter school on schedule for some reason, you should ask for leave from the college. Those who fail to take time off or take time off overdue shall be deemed to have waived their admission qualification except for justified reasons such as force majeure. Article 23? When freshmen register for school, they are registered as students after preliminary examination. If it is found that students practise fraud or practise favoritism in the review, they will be determined as unqualified in the review and their school status will be cancelled.
Article 24? In order to encourage outstanding students to make continuous progress and help students with difficulties to successfully complete their studies, the college has formulated a relatively complete scholarship policy, including national scholarships, national inspirational scholarships, Tianjin Municipal People's Government scholarships, Wang scholarships, national grants, national student loans, college scholarships and tuition fee reductions. In addition, there are work-study programs to help students with difficulties solve practical difficulties.
Article 25? The college manages students according to the Regulations on Student Management of Tianjin Railway Vocational and Technical College and the Measures for the Management of Student Status of Tianjin Railway Vocational and Technical College, and trains students according to the professional talent training plan. The policy of changing majors is implemented in the Detailed Rules for the Implementation of Students Changing Majors in Tianjin Railway Vocational and Technical College. Students who have completed the required studies and reached the graduation standards after examination are awarded the graduation certificate of Tianjin Railway Vocational and Technical College.
Chapter six? Supplementary rules
Article 26? The Articles of Association is only applicable to the enrollment of Tianjin Railway Vocational and Technical College in 2022.
Article 27? The Articles of Association has been reviewed and approved by the leading group for enrollment of Tianjin Railway Vocational and Technical College, and submitted to the higher authorities for review.
Article 28? The Articles of Association shall be implemented as of the date of promulgation. If the policies and regulations on enrollment in Tianjin Railway Vocational and Technical College are inconsistent with the articles of association, the provisions of the articles of association shall prevail.
Article 29? In the process of enrollment consultation, the opinions and suggestions of college consultants are only used as a reference for candidates to fill in their volunteers, not as part of the admission commitment of colleges and universities.
Article 30? The Articles of Association shall be interpreted by the Admissions and Employment Office of Tianjin Railway Vocational and Technical College.
