First, the basic situation of geological environment monitoring institutions
There are 95 employees in Heilongjiang Geological Environment Monitoring Station, including registered employees 1 16 (including retired employees 19), including 94 employees on the job. There are 7 municipal monitoring stations (5 directly under the main station and 2 directly under the Municipal Bureau of Land and Resources). There are 64 professional technicians in the main station (24 with senior titles, 30 with intermediate titles, and 52 others with primary titles 10) (see table).

Status Table of Geological Environment Monitoring Institutions and Teams in Heilongjiang Province
Heilongjiang Geological Environment Monitoring Station was established in 1979 (Long Bian [79] No.40), which belongs to the former Provincial Geological Bureau. At that time, it was called "Environmental Hydrogeology Station of Geological Bureau of Heilongjiang Province". 198 1 According to the reform spirit of the Ministry of Geology, it merged with the Second Hydrogeological Engineering Geological Brigade of the Provincial Geological Bureau (document Heidigang [8 1]60), retained the organization of the provincial environmental hydrogeological station, and implemented a team with two brands. June 5438 +2000 10, Heilongjiang Provincial Department of Land and Resources was established. With the approval of the provincial editorial board, the provincial geological environment monitoring station and its seven sub-stations are all under the management of the Provincial Department of Land and Resources (document Hei Bian Fa [2000]169), which is a fully funded institution.
In April of 20001year, the provincial editorial board issued the Notice on Determining the Number of Leaders of Geological Environment Monitoring Station in Heilongjiang Province with document Heibian [2006 54 38+0]62, and determined that the staffing of the station was 100 (including monitoring in Harbin, Qiqihar, Mudanjiang, Jiamusi, Jixi, Heihe and Wudalianchi). By the end of 2005, the main station had completed the reception of monitoring stations in Harbin, Qiqihar, Mudanjiang, Jiamusi and Wudalianchi under its jurisdiction, among which Wudalianchi substation was transferred to the main station with the establishment of a deputy department-level organization (approved establishment 10 personnel).
The second is the construction of monitoring outlets.
Monitoring of groundwater environment in Heilongjiang Province began in 1970s. In 2008, Heilongjiang Province continued to monitor groundwater environment in urban and regional networks, and made appropriate adjustments to the monitoring network and monitoring work. At present, the monitoring network covers Harbin, Qiqihar, Mudanjiang, Jiamusi and other major cities and the eastern part of Songnen Plain, with a total control area of 109492.45km2, including 86,500km2 for regional network and 4729km2 for urban network. There are 460 groundwater environmental monitoring points, including 445 groundwater monitoring points and 15 surface water monitoring points. There are 445 monitoring points of groundwater level and 265 monitoring points of groundwater quality. Focus on controlling the pore water of Quaternary loose rocks, and generally control the pore water of Neogene Daan Formation and Cretaceous fractures. The controlled depth of pore water in Songnen Plain is 40m in Quaternary, 40 ~ 100~250m in confined water, 0/00 ~ 250m in Neogene/kloc-0, and 50 ~ 200m in Cretaceous. For many years, the monitoring method of groundwater environment has been mainly manual monitoring, supplemented by automatic instrument monitoring (8 automatic monitors). Groundwater monitoring frequency: the water level monitoring frequency is 6 times per month for national monitoring points, 3 times per month for provincial monitoring points (key points) and 2 times per year for provincial monitoring points (unified monitoring points); Monitoring points equipped with automatic monitoring instruments for groundwater dynamics record 1 time data every day; The frequency of water quality monitoring is 1 ~ 2 times a year.
At present, the province has identified geological hazards113, including 255 collapses, 38 landslides, debris flows 178, ground collapses 153, 7 ground fissures, 293 unstable slopes and 96 bank collapses.
At present, there are 32 city (county), township (town) and village three-level prevention and treatment monitoring networks in the province, and there are no professional monitoring points and monitoring and early warning demonstration areas. There are 305 monitoring points for geological disasters, including 298 monitoring points for sudden geological disasters (first-level county (city) network 1 monitoring point, 48 monitoring points for secondary township (town) network and 249 monitoring points for tertiary village network), and 7 monitoring points for progressive geological disasters (all of which are secondary township ground fissure geological disaster points). The monitoring area is mountainous and hilly areas of the whole province. The monitoring content is mainly to observe the dynamic changes of geological disaster points, and the detection methods are mainly simple tape measure and visual inspection.
Three, monitoring equipment (equipment) equipped with the status quo
Heilongjiang Geological Environment Monitoring Station has more than 30 sets (vehicles and sets) of monitoring equipment with assets of nearly 2 million yuan. Among them, there are 3 monitoring vehicles, 26 automatic groundwater monitors, 2 total stations, high-precision GPS receivers 1 set, ordinary GPS receivers 1 set, spectrometers1set, and 6 geological disaster field data collectors, all of which are running well.

Four. Information construction
Since 2003, weather forecast and early warning information has been received by telephone or fax. After the expert consultation determines the early warning level of geological disasters, the provincial office will release the forecast and early warning information to the relevant cities by telephone or fax. From 2003 to 2008, * * * issued 40 pieces of meteorological forecast and early warning information of geological disasters, which were successfully predicted six times, avoiding nearly 200 casualties.
Heilongjiang province has not yet established a geological environment spatial data management platform. According to the requirements of the work project, the provincial station has successively completed the construction of1:500,000 spatial database of water, industrial and environmental geological maps, 2 1 hydrogeological maps and1:200,000 county (city) geological disaster investigation and zoning databases. In July, 2007, with the help of the information room of China Geological Environment Monitoring Institute, an automatic monitoring system of groundwater dynamics was established, which realized the remote automatic monitoring of groundwater level and water temperature.
Verb (abbreviation for verb) mainly monitors results and services.
The Report on Groundwater Environmental Quality in Heilongjiang Province was submitted in 199 1 year, 1996 and 200 1 year respectively, 199 1 ~ 65438. In recent years, in order to meet the requirements of environmental geological work in the new period, the local government has been submitted to the local groundwater dynamic bulletin and forecast every year, and 50 cities (counties) in the province have reported the water regime.
Since 2000, the investigation and zoning reports of geological disasters in 20 counties (cities) such as Mudanjiang, Jixi, Jidong, Muling, qitaihe city, Shuangyashan, Hegang, Yichun, Heihe, hailin city, shangzhi city, suifenhe city, Bayan, Mulan, Tonghe, yilan county, founder county, wuchang city, Dongning and Ning 'an have been completed.
In 2002, the report "Evaluation of Groundwater Resources in Heilongjiang Province" was submitted. In 2005, the report "Investigation and Evaluation of Mine Geological Environment in Heilongjiang Province" was submitted.
