Article 1 In order to strengthen archives management, protect and effectively utilize the archives wealth of the Party and the state, these rules are formulated in accordance with the spirit of the Archives Law, the Measures for the Implementation of the Archives Law and the Provisions on the Archives Collection Scope of National Archives at All Levels, and combined with the specific conditions of our city. Article 2 The archives mentioned in these Detailed Rules refer to various forms of historical records, such as words, charts, audio-visual and so on, which are of practical use value and historical research value to the country and society and are directly formed by past and present state institutions, social organizations and individuals engaged in political, military, economic, scientific, technological, cultural and religious activities. Article 3 Nanjing Archives (hereinafter referred to as the Museum) is a national comprehensive archives, a cultural institution directly under the Municipal Party Committee and the Municipal People's Government for centralized preservation and management of archives, and is responsible for receiving, collecting, sorting out, keeping and providing important archives in the city. Article 4 The guiding ideology of receiving archives in our library is to receive all the archives of various categories and carriers that are of preservation value to the country and society within our library, and gradually establish a collection system with rich content, reasonable structure and local characteristics in Nanjing. Article 5 All organs, political parties, social organizations, enterprises, institutions and citizens in this Municipality are obliged to provide relevant files. Article 6 The scope of People's Republic of China (PRC) archives accepted by our library after the establishment of People's Republic of China (PRC):

1, archives with permanent and long-term preservation value of ten years formed by Nanjing Municipal Committee and its working departments, Municipal Advisory Committee, Municipal Commission for Discipline Inspection, Municipal People's Congress and its Standing Committee, Municipal People's Court, Municipal People's Procuratorate, Municipal People's Government and its working departments, CPPCC, Municipal Federation of Trade Unions, Communist Youth League, Women's Federation and other government organizations, as well as municipal temporary institutions and municipal units. If the professional archives of individual units need to be kept in the original unit, the transfer may be postponed with the consent of the library, but the longest period shall not exceed forty years.

After consultation, you can receive or store the files formed by various democratic parties and institutions in the city.

2. Archives with permanent and long-term preservation value of 10 years formed by the dispatched units of the Municipal Party Committee, the Municipal People's Government and its departments (generally as a part of the dispatched unit).

3, the Municipal People's government departments belong to the following units formed documents:

(1) Archives with permanent and long-term preservation value of more than 20 years formed by administrative organs independently responsible for a certain work or cause.

(2) Archives with 30-year permanent and long-term preservation value formed by influential or representative institutions in the city.

(three) the archives of the party and government trade unions with a long history, high popularity or great influence on the city's economy, and the archives of traditional products and famous products with a permanent and long-term preservation value of 40 years.

4, belongs to the city and the higher authorities under the dual leadership of the unit formed to reflect the local cause or construction activities in Nanjing, Nanjing local economy, science and technology and cultural level and the activities of party and government leaders in Nanjing files.

5, municipal revocation unit files.

6, the collection or custody of collective ownership units and typical self-employed, professional households with preservation value files. Article 7 The scope of People's Republic of China (PRC) Archives before the establishment of People's Republic of China (PRC) is as follows:

1, Nanjing Revolutionary History Archives;

2. All the files formed by the old political organs and social organizations in Nanjing;

3. All files formed by enterprises and institutions in Nanjing;

4. Historical documents reflecting the situation in Nanjing. Article 8 The library receives or collects the following archives related to Nanjing, such as handwriting, manuscripts, letters, diaries, audio-visual images, genealogy, etc.:

1, a famous democrat and patriotic general;

2. National model workers, war heroes and famous martyrs;

3. World champion or winner of the first prize of national invention;

4. Famous writers, painters, calligraphers, musicians, artists, special teachers, professors, researchers, senior engineers, senior architects, senior agronomists, doctors, chefs, etc. Article 9 The library receives or collects the following materials related to Nanjing, which is helpful to understand the contents of archives and the history of filing units:

1, historical books, local chronicles, genealogies, biographies, poems, rubbings;

2. Imperial edicts, letters, notices, contracts and prescriptions;

3, books and periodicals, newspapers, documents compiled by various units, yearbooks, memorabilia, chronology of evolution, address book, employee records, memoirs, etc. Article 10 The library collects archives scattered in the society with preservation value, and gives appropriate rewards to those who lose gifts according to their situation. Article 11 The library shall, according to the above-mentioned scope of receiving files, compile a register of receiving units.
