The construction and management of nature reserves and agricultural parks such as forest parks, wetland parks, nature reserves, scenic spots and geological parks shall be implemented in accordance with the provisions of relevant laws and regulations. Article 3 The people's governments of cities and towns (street offices and park management committees) shall incorporate the planning, construction, protection and management of parks into the national economic and social development plan, determine the total amount and scale of park construction according to the relevant national norms and standards and people's living needs, ensure the funds needed for park construction, management and maintenance, and promote the development of parks. Fourth city urban management comprehensive law enforcement department is the administrative department in charge of parks within the administrative area of this Municipality, and is responsible for the supervision and management of parks in this Municipality.
Town People's Government (street offices, park management committee) is responsible for the planning, construction and management of parks in this area.
Natural resources, ecological environment, forestry, culture and tourism, public security organs, water affairs, transportation and other departments shall do relevant work according to their respective responsibilities. Article 5 Parks within the administrative area of this Municipality shall be subject to catalogue and classified management.
The comprehensive law enforcement department of urban management shall compile the list, category and grade of parks according to the relevant norms and standards, and announce them to the public after approval by the Municipal People's Government.
The list of parks shall be adjusted and updated regularly according to the construction and management of parks. Article 6 The daily management and service of the park shall be the responsibility of the park management organization determined by the comprehensive law enforcement department of urban management or the town people's government (street office, park management committee).
Park management agencies can formulate park codes according to the actual situation of the park and submit them to the comprehensive law enforcement department of urban management. Article 11 Where a park is newly built, rebuilt or expanded, the construction unit shall, according to the requirements of the special planning for park construction and protection and the park design specifications, organize the preparation of the detailed planning for park construction or the general plan of the design scheme of the construction project, and go through the relevant formalities according to law.
The detailed planning of park construction or the general plan of construction project design approved according to law shall be announced to the public and shall not be modified at will; If it is really necessary to modify it, it shall be reported to the original examination and approval department for approval. Article 12 All kinds of buildings (structures) newly built, rebuilt and expanded in the park shall be designed and constructed in strict accordance with the approved detailed planning of park construction or the general plan of construction project design, and their volume, shape and color shall be in harmony with the natural landscape and human landscape of the park and meet the requirements for seismic fortification.
New construction, renovation and expansion of the park shall reserve the construction location of public mobile communication base stations and related supporting facilities.
Water, electricity, gas and communication pipelines in the park should be buried as much as possible. If it is not buried, the pipeline property unit shall gradually transform it according to the conditions of the park.
