Both men and women comply with the provisions of the marriage law, and the procedures for handling marriage certificates can be divided into three steps: application, examination and registration:
(1) Application: In order to get married, both men and women must show their household registration certificate, resident identity card and the certificate issued by their work unit or production brigade about their birth date, nationality and marital status, and apply for marriage registration at the marriage registration office where one party's household registration is located. Both men and women must be present at the same time when registering. If you divorce, you should also hold a divorce certificate. Anyone who has a premarital examination should also hold a premarital examination certificate issued by the hospital.
(2) Examination: When examining the marriage applications of both parties, the registration authority may, when necessary, require the parties to provide relevant certification materials, conduct necessary investigations, or designate items for medical appraisal.
(3) Registration: If the marriage registration authority considers that it meets the conditions for marriage after examination, it will be granted registration and a marriage certificate will be issued. If the marriage registration authority refuses to register, it shall issue a written statement explaining the reasons for not registering.
Marriage certificate is handled as follows:
Marriage registration place: the marriage registration office where one of the men and women accounts.
Need to bring proof:
1, resident identity card
2 household registration book (or collective household registration certificate)
3. Proof of marital status
(1) fixed workers, retired workers issued by the unit.
The unemployed, self-employed by the neighborhood (Village) Committee issued.
③ Unemployed persons and self-employed persons should also provide labor manuals (or licenses).
4. Three two-inch color photos and three recent bareheaded two-inch monochrome photos. The colors of the two photos are the same.
5. Special certificate for remarried parties (in addition, certificates ①-④ are required), divorce certificate (or certificate of dissolution of the relationship between husband and wife) (or court mediation) (or court divorce judgment) Note: those who hold the judgment of the primary court must also bring the valid certificate of the judgment of the primary court.
6. Special certificates of persons leaving the country for private reasons (certificates ①-④ shall be attached). Marriage certificate certified (or notarized) by Chinese embassies and consulates abroad.
7. Special certificates for those who have left the country for personal reasons (in addition, certificates from ① to ④ are required). If they have no proof of marital status during their stay abroad, they can hold notarized proof of unmarried status abroad.
Premarital physical examination:
1, with the above certificate and a letter of introduction issued by the district/county civil affairs bureau.
2, with a letter of introduction, to the county maternal and child health hospital for physical examination.
3. If the medical certificate meets the requirements, it shall be returned to the Civil Affairs Bureau for registration with the medical certificate.
Others: marriage license fee and service fee are required.

(five) suffering from diseases that prohibit marriage or suspend marriage according to law.
Article 20 If the marriage registration authority refuses to register the marriage registration application of a party, it shall give a written explanation of the reasons for the refusal.

I. Conditions for marriage registration
1. Both men and women must marry voluntarily.
2. Marriage age: 22 for men and 20 for women.
3. Both parties have no spouse (unmarried, divorced or widowed).
4. Both parties have no lineal blood relatives and collateral blood relatives within three generations.
Second, the documents submitted for marriage registration
1. My household registration book and resident ID card.
2. A signed statement that I have no spouse and no direct blood relationship with the other party and collateral blood relationship within three generations.
3. Both parties shall submit three 2-inch recent half-length bareheaded color photos.
Thirdly, the procedure of marriage registration.
1. Both men and women who require marriage registration should apply to the marriage registration authority of the district or county civil affairs bureau (or the town people's government) with the required documents. The application for marriage registration or remarriage registration shall be handled in accordance with the marriage registration procedures.
2. Both parties apply to the marriage registration office in person, and each party fills in a declaration of application for marriage registration.
3. Both parties must personally sign or press their fingerprints in the column of "Declarer" in the application for marriage registration in front of the marriage registrar.
4. The marriage registration authority shall examine the documents and statements submitted by both parties, and register those that meet the requirements for marriage registration.
Four. Time limit and charging standard for marriage registration
1. Time limit for registration: If the documents and materials are complete, register on the spot and issue a marriage certificate.
