Article 2 Scientific research institutions affiliated to government departments should actively implement various forms of contract management responsibility system. Scientific research institutions can contract or contract at different levels internally. Comprehensive compound and university can also be divided into several independent accounting units for contracting. Competition mechanism should be introduced into contracting, and contractors should be selected through internal public bidding or facing the society. The contractor shall sign a contract with the superior competent department to clarify the rights and obligations of both parties. The competent department at a higher level shall ensure that the contractor enjoys full autonomy in operation and management under the premise of observing the relevant provisions of the state, and the relevant departments shall protect their legitimate rights and interests. Article 3 Scientific research institutions affiliated to government departments are encouraged to actively organize income generation. 20-30% of the net income obtained through technology development, technology transfer, technical services, technical consultation and technical training. Can be extracted first as a reward for directly participating in such personnel. The rest is included in the science and technology development fund, collective welfare fund, award fund and director fund. On the premise of ensuring the development of scientific research, the distribution ratio shall be determined by the unit itself and reported to the competent department and the financial department for the record. The foreign exchange earned by scientific research institutions shall be fully retained and used independently within five years. Article 4 The bonus distribution limit of scientific research institutions affiliated to government departments shall be linked to the reduction of business expenses. Scientific research institutions have not reduced research funding, and the bonus payment limit is one month's basic salary per capita; If the reduction of business expenditure is less than 10%, the bonus payment limit is one and a half months' basic salary per capita. Fifth, expand the autonomy of scientific research institutions affiliated to enterprises and institutions. Such institutions should also provide paid services at home and abroad, actively create conditions and develop in the direction of independent operation, independent accounting and self-financing. Its leadership system, management and income distribution can refer to the relevant provisions of scientific research institutions affiliated to government departments. Sixth, vigorously develop all kinds of private scientific and technological institutions. Those who meet the requirements stipulated by the state shall be registered by the local county-level science and technology commission, and the financial department shall give loan support. Science and technology departments should be treated equally with other scientific research institutions in terms of project bidding and achievement award, and relevant departments should protect their legitimate rights and interests. Specific management measures shall be formulated separately. Article 7 All kinds of scientific research and design units and institutions of higher learning should actively establish scientific and technological development enterprises of various forms of ownership, especially establish and jointly operate export-oriented scientific and technological development enterprises, and contract, lease and lead small and medium-sized enterprises or township enterprises. Finance and competent departments should give priority to providing liquidity for the development of science and technology, and specialized banks should arrange a certain amount of loans every year. The tax authorities should give tax relief and care within the scope of tax administration in the spirit of "easy before difficult".

The establishment of scientific and technological development enterprises must be approved by the science and technology commission at the same level, registered by the administrative department for industry and commerce and registered by the tax department. Tenth support agricultural scientific research institutions to serve the development of foreign exchange earning agriculture. According to the needs, they are allowed to combine technical services with relevant agricultural useful means of production and enjoy the same tax-free treatment as supply and marketing cooperatives and retail links in commercial departments. Encourage farmers to set up agricultural science and technology service organizations and business entities in various forms of ownership with agricultural science and technology institutions by raising funds to share shares. Article 11 All levels and relevant departments shall make a good plan for the flow of talents, organize scientific and technical personnel to the front line of industrial and agricultural production for various forms of technical contracting and technical services, and obtain legal remuneration according to the principle of linking benefits with benefits.

It is necessary to select or recruit scientific and technical personnel with good political quality and strong business ability to work in counties (cities, districts) and townships (towns), as deputy heads of counties (cities, districts) and deputy heads of science and technology (towns), or organize a delegation to work in counties (cities, districts) and relevant business departments to strengthen leadership over scientific and technological work.
