Article 3 The technical system adopted in the demonstration project shall be advanced and reliable, with excellent performance such as safety, energy saving, green and environmental protection, which can play a good demonstration and driving role in design standardization, factory production, construction assembly, decoration integration, management informationization and application intelligence, and has a good cost performance, which is conducive to the organic coordination of social benefits, environmental benefits and economic benefits.

Article 4 These Measures shall apply to the project declaration, evaluation, identification, supervision and management of demonstration projects.

Fifth demonstration projects have priority to enjoy the relevant national and provincial support policies, and the demonstration projects of the Ministry of Housing and Urban-Rural Development are recommended. Chapter II Project Declaration

Article 7 Application procedures:

Article 8 Project application conditions:

(2) The single building area of assembled concrete structure and steel structure shall not be less than 5,000 square meters in principle, the demonstration area of group projects such as residential quarters shall not be less than 50,000 square meters in principle, and the building area of wood structure shall not be less than 1000 square meters in principle;

(3) The technical system of prefabricated buildings selected in the technical planning of the project should be advanced and reasonable, and the assembly rate and other indicators should meet the requirements of Grade A or above in the National Assessment Standard for Prefabricated Buildings;

(four) residential demonstration projects should be declared in the project design stage; Other demonstration projects can be declared in the scheme design stage or in the preliminary design stage.

Article 9 Application materials:

(a) demonstration project declaration form;

(two) the project and land approval documents;

(three) the implementation plan of the demonstration project;

(4) Assembled building technical planning documents (including technical planning report, technical configuration table, economic evaluation, etc.). );

(5) Scheme design documents or preliminary design documents.

Chapter III Evaluation and Identification

To realize the cooperation of all participants in all stages and links.

Nineteenth participating units of demonstration projects should organize the implementation in strict accordance with the design documents and implementation plans, and timely summarize and improve the application technologies such as design, construction and parts production; The implementation unit of the demonstration project shall regularly submit statistical reports and other progress to the higher-level housing and urban-rural construction departments.

Twentieth demonstration project construction, supervision, parts production and other contractors should establish and improve the quality and safety management system, the preparation of key processes, key parts quality and safety control information and special programs, the implementation of quality and safety responsibility.

Article 21 The housing and urban-rural construction departments of cities and counties (cities, districts) shall be responsible for the organization, implementation, supervision and management of local demonstration projects, and shall supervise and inspect the quality and safety behaviors and entity quality and safety of contractors in accordance with the Guidelines on Quality Supervision and Management of Assembled Concrete Construction Projects in Shandong Province and other relevant national and provincial technical standards, and encourage the realization of quality and safety management and quality responsibility traceability in the whole process of the project through information management. Explore and reform in qualification management, cost quota, quality and safety supervision, completion acceptance, assembly construction worker training and skill evaluation. , innovate and improve relevant systems; Strengthen the scheduling of demonstration projects, coordinate and solve the problems encountered in the implementation process in time to ensure the smooth implementation.

Twenty-second Provincial Department of Housing and Urban-Rural Development or its entrusted third-party professional institutions should strengthen the guidance and inspection of the whole process of the implementation of demonstration projects in the province, and conduct mid-term inspection during the main project construction; Conduct spot checks on the work objectives, main tasks, implementation of technical review and completion of planning arrangements of demonstration projects, and report the results of mid-term inspection and spot checks.

Twenty-third demonstration projects are encouraged to be designed in accordance with the two-star standard of green buildings. Encourage the combination of passive ultra-low energy consumption building demonstration, century-old building demonstration, national comfortable housing project demonstration, residential performance appraisal, BIM technology application demonstration and green construction demonstration to create a comprehensive demonstration project to realize the overall improvement and development of construction methods and building performance.

Article 24 After the completion of the demonstration project, with the consent of the local housing and urban-rural construction department, the implementation unit of the demonstration project shall submit a written application to the municipal housing and urban-rural construction department with districts, and submit it to the provincial housing and urban-rural construction department for evaluation and verification.

Twenty-sixth demonstration projects shall be organized and implemented for a period of not more than three years in principle, and shall be completed within the time limit stipulated in the general construction contract. If it is necessary to postpone or change due to special reasons, the implementing unit shall submit a written application for extension or change, which shall be submitted to the provincial housing and urban-rural construction department for approval after being examined and approved by the municipal housing and urban-rural construction department.
