As a profit-making industrial activity, information consultation has a history of 100 years. Information consultation originated in Britain in 1990s, 65438-2009. At that time, it took the form of technical services and technical consultation in the fields of electricity and gas, and later turned to developed countries in Europe and America. Since 1950s, with the progress of science and technology and the rapid development of social economy, the information consulting industry has shown a trend of integration and internationalization. Throughout the development of information consulting industry, it has roughly experienced four stages: after the 1990s, especially in June of 1992, the Central Committee and the State Council listed information consulting industry as one of the key points in the Decision on Accelerating the Development of the Tertiary Industry. The government information system has initially formed a national framework.
The State Council has successively approved the construction of more than a dozen national information systems in economy, finance, railways, central office, statistics, finance and taxation, customs, meteorology, etc., and 47 ministries, commissions (bureaus) and head offices have successively established information institutions; The national economic information system led by the State Planning Commission and the National Information Center has formed a four-level information system covering 30 provinces (autonomous regions and municipalities), 280 central cities and 1.500 counties. The information consulting industry is booming, with about 1.7 million information consulting enterprises and 1.3 million employees.
