According to the "Program", all the government service convenience hotlines set up by various departments at all levels in the city have their original numbers cancelled, and the telephone seats have been integrated into the city hotline 12345. The State Council, the relevant departments, ministries and agencies set up in Fuyang City, the government service hotline, to take the overall merger, double parallel, sub-center merger way to set up. All departments at all levels in the city will no longer set up new government service convenience hotlines. In principle, no new 12345 hotline platform will be built at the county level, and the hotline platforms of Linquan County, Funan County and jieshou city will be gradually merged into 12345 hotline platform.
The whole city plans to merge into the hotline 13. Among them, four hotlines, namely, Civil Affairs Bureau 12349, Municipal Natural Resources Planning Bureau 12336, Municipal Bureau of Commerce 123 12 and Municipal Fire Brigade 96 1 19 * *, were integrated into the hotline/KLOC. The remaining nine articles are deemed to be merged if they are not established or have been merged.
It is planned to implement the dual parallel hotline 14. Among them, Municipal Human Resources and Social Security Bureau 12333, Municipal Transportation Bureau 12328, and Municipal Market Supervision Bureau 123 15 * * reserve numbers and seats; The hotline of the Municipal Urban Management Law Enforcement Bureau 123 19 cancels the number and reserves seats, which are managed by the hotline 12345; The hotline of the Municipal Bureau of Justice 12348 is answered by the provincial level; The hotline of the Municipal Medical Insurance Bureau 12393 and the hotline of the Municipal Rural Revitalization Bureau 123 17 have not been established in Fuyang City and are deemed to be included; The other seven parallel even numbers cancel seats. In view of the need of epidemic prevention and control, the hotline of the Municipal Health and Wellness Commission (12320) is temporarily maintained.
It is planned to set up five sub-center hotlines. Among them, the Municipal Taxation Bureau 12366 reserves the number and telephone attendant, and establishes a telephone transfer mechanism with the hotline 12345; In addition, 12360, 123 13, 12305, 12367 were not opened in Fuyang, so they were all answered by provincial seats.
Special attention: the city's combined hotline is unified as "12345 government service convenience hotline", which provides "7*24 hours" all-weather manual service.
"12345" acceptance scope
The hotline mainly accepts all kinds of non-emergency needs of enterprises and the masses, including consultation, help-seeking, complaints, reports and suggestions in the fields of economic regulation, market supervision, social management, public services and ecological environmental protection. The hotline does not represent the functions of the department, which handles related business according to the division of responsibilities and implements supervision, law enforcement and emergency response. Involving administrative law enforcement cases and complaints, in accordance with the principle of graded responsibility, the hotline will be transferred to the local government and relevant departments at the first time.
12345 the municipal hotline management organization will establish a mechanism for handling complaints by classification and grading, and improve the work flow of 12345 hotline acceptance, dispatch, handling, reply, supervision, completion, return visit and evaluation according to laws and regulations, so as to realize the closed-loop operation of handling complaints of enterprises and the masses.
