I. Basic information

(A) the status quo of environmental quality in our county

The ambient air quality in our county has reached the second-class standard (good), and the air quality index API? The number of days with 100 is100%; The compliance rate of centralized drinking water is100%; Urban water environment function zone (the monitoring section is Zhongjiawan, huilong town, Kaijiang, with Class III water quality; The water quality compliance rate of Yongjiang River and Xiping River was 100%, but it exceeded the standard twice. The average value of regional environmental noise reaches the Standard of Urban Regional Environmental Noise; The average noise value of traffic trunk lines does not exceed the standard.

(2) The basic situation of this Council

At present, there are four units (office, environmental assessment unit, total pollution control unit, natural ecological maintenance and environmental monitoring unit) in our bureau, and two institutions (environmental monitoring brigade and environmental monitoring station) are under our jurisdiction. The environmental maintenance system has 45 employees and 37 employees. 6 directors (1 plus 3 deputy directors 1 discipline inspection team leader 1 chief engineer), director 1, deputy director 1, discipline inspection team leader 1, 2 vacant deputy directors and chief engineer 1.

On May 7 this year, the province stopped taking exams in Bazhong, and (according to the exam status) our county was 20* degrees? City test? (2) Make every effort to reduce pollution emissions.

(3) Environmental safety is guaranteed.

First, actively carry out? Remediation of illegal sewage enterprises to protect public health? The environmental protection special action will stop the special inspection of heavy metal emission enterprises, key pollution reduction enterprises, drinking water sources and livestock and poultry farms, and seriously investigate and deal with environmental violations. The second is to strengthen the environmental supervision of key industries involving heavy and dangerous industries, urge pollutant discharge units to improve the operating efficiency of environmental protection equipment, and eradicate the occurrence of environmental violations such as abnormal use of pollution control equipment, excessive discharge of pollutants, and illegal discharge. The third is to strengthen nuclear and radiation safety monitoring and management. Stop the inspection of Class III medical radiation devices in medical institutions in the county, the inspection of radiation safety devices in stations and the inspection of radiation quality inspection devices in electronic companies, and urge to apply for radiation safety certificates. The fourth is to strengthen the maintenance of drinking water sources. Check 18 key enterprises, 3 industrial concentration areas, 8 1 drinking water source maintenance areas and *8 aquaculture enterprises (farms) listed as national, provincial, municipal and county-level key supervision targets as required, and deal with the problems found in time. The fifth is to further standardize the collection process of sewage charges. The B/S version of the sewage charge collection management system was activated, and the computer management of the whole process of sewage declaration and sewage charge collection was completed, which standardized the sewage charge collection behavior. 20*, our bureau collected more than 2.2 million yuan of sewage charges and monitoring fees on behalf of the government, a record high.

(4) The EIA system has been implemented.

Take project approval as a breakthrough to control new pollution sources and strictly implement them? Environmental impact assessment system? And then what? Three at once? In the process of site selection, projects that do not meet the requirements of environmental protection are rejected, and in the process of examination and approval, projects that do not meet the environmental maintenance plan, serious pollution and backward technology are resolutely rejected, effectively putting an end to the emergence of new pollution sources. 20*, * * approved 248 new construction, expansion and technical transformation projects, including: 23 environmental impact statement projects; There are 225 items in the environmental impact cancellation form. Seven projects that did not meet the environmental protection requirements were stopped from being rejected, and 1 project that did not meet the environmental maintenance plan, with serious pollution and backward technology was resolutely rejected during the examination and approval process, effectively putting an end to the generation of new pollution sources.

(five) illegal sewage enterprises were punished.

Sichuan Feng Chun Pharmaceutical Co., Ltd. was fined 30,000 yuan for illegally discharging pollutants by burying underground pipes privately; * The waste oil drums of county Yida renewable resources processing plant were not piled up as required, causing waste oil to leak and pollute the environment, and a fine of 20,000 yuan was imposed. It is the heaviest punishment and the most fine in history.

(6) The ecological creation work is progressing smoothly.

(7) Environmental monitoring has been strengthened.

20*, completed all kinds of routine monitoring *4 times, completed pollution source monitoring of 25 sewage enterprises 50 times, completed pollution dispute monitoring 37 times, completed drinking water monitoring 32 times, and completed the project? There are 62 environmental status monitoring companies (times), 5 environmental protection equipment completion acceptance monitoring companies (times) and 3 sewage treatment equipment completion acceptance monitoring companies (times). More than 3,000 copies of monitoring data were issued, and the service monitoring fee was more than 400,000 yuan.

The staffing and equipment configuration of the environmental monitoring station have basically reached the national third-class station standard, and the pollution source monitoring and control system has been further improved, striving to reach the national third-class station standard today.

Third, the main problems

(A) the task of pollution reduction is arduous

First, there is no project support for emission reduction. Pollution reduction is a hard indicator of local assessment. Where is it implemented? One vote veto? . According to the census data of pollution sources, the total pollution in our county is relatively high, mainly from agricultural pollution sources and domestic pollution sources. Agricultural pollution sources are mainly aquaculture pollution, without the support of local emission reduction projects such as chemical oxygen demand (COD) and ammonia nitrogen (NH3-N).

Second, the construction of urban domestic sewage treatment plants is slow. The design treatment capacity of the first phase of urban domestic sewage treatment plant is 6.5438+500,000 tons/day, and the treatment rate is less than 20%. The construction of township sewage treatment plants (stations) has just started, and the pause is slow. Therefore, the pressure of emission reduction is still great, and it is difficult to meet the requirements of creating a provincial-level ecological county.

The third is structural emission reduction. The elimination of backward industrial enterprises is not enough, and the desulfurization and coal-to-gas conversion projects in brick factories are progressing slowly.

(B) Non-point source pollution management difficulties.

First, there is no supporting sewage collection pipe network and sewage treatment equipment in the town. Except that some towns require new houses to build septic tanks, most new houses in this town have not yet built biogas septic tanks, and domestic sewage has not stopped harmless treatment and simply discharged into rivers.

Second, livestock and poultry farming is seriously polluted. Recently, the pollution of livestock and poultry breeding is particularly prominent. At present, there are more than 10 livestock and poultry breeding companies+farmers and farmers supporting themselves, and there are hundreds of small and medium-sized farmers. Most small and medium-sized farmers have not built disposal equipment, and the disposal equipment for free-range farming is basically furnishings. There are more and more complaints from ordinary people, and livestock breeding pollution has become a major problem of rural non-point source pollution.

The third is farmland runoff pollution. The unscientific use and disposal of agricultural materials such as chemical fertilizers, pesticides and agricultural films have great influence on surface water, open water and agricultural products.

The fourth is aquaculture pollution. Cage fish farming has been repeatedly prohibited, and there are still cage fish farming in Puxing and Ji Guang reservoirs.

(3) It is difficult to supervise industrial enterprises.

Our county has formulated the strategy of developing a strong industrial county and introduced a large number of projects, which has brought certain difficulties to environmental protection approval and supervision. Qing Ji-Xinglong and Cangshan Industrial Parks have not stopped planning environmental impact assessment, and also put forward higher requirements for supervision. In particular, some small township enterprises have a wide range of points, few environmental law enforcement personnel, and it is difficult to supervise.

(D) Insufficient investment in environmental protection
