The urban planning area of Pu 'er City as mentioned in these Regulations refers to the urban built-up area and planning control area of Simao District of Pu 'er City. Article 3 Urban management shall follow the principles of people-oriented, scientific planning, green development, service priority, public participation and social supervision. Article 4 The Pu 'er Municipal People's Government and the Simao District People's Government (hereinafter referred to as the municipal and district people's governments) shall incorporate urban management into the national economic and social development plan, establish a coordination mechanism for urban management, and improve the level of urban management and service.
The relevant administrative departments of the municipal and district people's governments and the town people's governments (street offices) shall do a good job in urban management according to their respective responsibilities.
The comprehensive administrative law enforcement department of district urban management shall carry out the comprehensive administrative law enforcement work of urban management in accordance with the approved authority. Article 5 The municipal, district people's governments and their relevant administrative departments, and the town people's governments (street offices) shall solicit opinions from relevant parties on matters involving the vital interests of citizens, legal persons and other organizations in urban management activities.
Encourage units and individuals to participate in public welfare activities such as city appearance, landscaping and environmental sanitation. The height of urban buildings shall conform to the design of space environment, and conform to the relevant provisions of urban skyline, airport, meteorological station, microwave communication, historical and cultural relics and cultural relics protection. Article 8 The municipal and district people's governments shall, in accordance with the requirements of the special plan for urban construction, build and improve all kinds of municipal public facilities and set up standardized signs and signs. Ninth construction land shall conform to the nature of land use and development intensity determined by the city planning, and the approved construction land shall not be adjusted without authorization.
New construction, renovation and expansion of buildings, roads, pipelines and other engineering facilities shall go through the examination and approval procedures.
New construction, renovation and expansion projects shall be equipped with roads, pipelines, parking lots (garages and berths), fire protection, greening, water supply and drainage, environmental sanitation, solar heating, barrier-free facilities and other facilities in accordance with regulations, and shall be designed, constructed and delivered synchronously with the main project. Tenth urban underground space should be unified planning and rational development. The construction of underground space shall conform to the urban underground space planning and meet the needs of civil air defense and disaster prevention.
The municipal and district people's governments shall, in accordance with the unified planning, organize the construction and management of underground utility tunnel (ditch), and provide conditions for the urban pipe network to enter the underground.
Electric power, communication, water supply and drainage, gas supply and other pipelines within the urban planning control area should be buried underground.
Overhead pipelines in urban built-up areas should be gradually transformed into underground pipelines. Eleventh town people's government (street offices), village (neighborhood) committees and villagers' groups can make unified arrangements for the reserved homestead in accordance with the provisions.
To apply for a new homestead or to use the existing homestead to build, rebuild or expand houses, the relevant examination and approval procedures shall be handled according to law, and the construction shall be carried out in strict accordance with the plan. Article 12 The construction site of a construction project shall meet the following requirements:

Thirteenth construction waste, muck, mud and other wastes generated by construction projects shall be disposed of by the construction unit in accordance with relevant regulations.
Vehicles transporting construction waste, muck and mud shall comply with the following provisions:
(1) Closed transportation;
(2) Don't drive with muddy wheels;
(3) Do not spill along the way;
(four) according to the prescribed time and route to the designated place. Fourteenth district urban management comprehensive administrative law enforcement departments shall order the parties to immediately stop construction and dismantle illegal buildings (structures) and facilities under construction; If the parties fail to stop the construction or dismantle it by themselves within the time limit, the district urban management comprehensive administrative law enforcement department may seal up the construction site, detain the construction tools and forcibly dismantle them according to law, and may notify the water supply and power supply units in writing not to provide construction water and electricity. Illegal buildings (structures) and facilities that have potential safety hazards and endanger public safety shall be removed immediately to eliminate potential safety hazards.
The cost of forcibly removing illegal buildings (structures) and facilities shall be borne by the person subjected to execution.
Illegal construction of buildings (structures), facilities put into operation, or in violation of the provisions of unauthorized changes in the use of buildings (structures), facilities, district urban management comprehensive administrative law enforcement departments before making an administrative decision, it shall notify the relevant administrative departments and water supply and power supply units in writing, the relevant administrative departments and water supply and power supply units shall not issue relevant licenses and provide operating water and electricity.
If the use of buildings and facilities is changed without authorization in violation of regulations, the district urban management comprehensive administrative law enforcement department shall notify the land and housing registration agency in writing when making an administrative decision, and the land and housing registration agency shall not handle the housing transfer registration. After the illegal state is eliminated, the district urban management comprehensive administrative law enforcement department shall verify and notify the registration agency in writing to lift the restrictive measures within 10 days upon the application of the parties.
