The General Office of the People's Government of Liaoning Province forwarded the Notice of the Provincial Department of Education and other departments on the implementation plan for migrant children to participate in the senior high school entrance examination and college entrance examination in Liaoning Province (for Trial Implementation) (hereinafter referred to as the implementation plan), and the implementation plan for migrant children to participate in the college entrance examination in Liaoning Province was officially promulgated.

In order to further standardize the school-running behavior of primary and secondary schools, the following requirements are put forward for the enrollment of primary and secondary schools in 20 13 and the graduation entrance examination for junior high school students. Please implement it carefully.
I. Enrolment in primary and secondary schools
1. Education administrative departments at all levels should attach great importance to the enrollment of primary and secondary schools, conscientiously study and implement the Regulations on Compulsory Education in Liaoning Province and the Outline of the Medium and Long-term Education Reform and Development Plan of Liaoning Province (20 10-2020). And "Several Opinions of Liaoning Provincial Party Committee and Liaoning Provincial People's Government on Accelerating the Reform and Development of Education" (Notice of Liaoning Provincial Party Committee [206544] on Further Standardizing School-running Behavior and Reducing Students' Overweight Academic Burden > (Liaoning Provincial Party Committee [2065438] 12) and "Liaoning Provincial Department of Education, Liaoning Provincial Supervision Department and Liaoning Provincial Government's Office for Corrections" on printing and distributing.
2. The enrollment of public schools in the compulsory education stage should adhere to the principle of exemption from examinations. The municipal and county education administrative departments shall reasonably formulate the school district division plan, report it to the people's government at the same level for approval and implementation, and announce it to the public and accept social supervision. City public schools (including public compulsory education schools affiliated to institutions of higher learning) shall do a good job in enrollment according to the designated school districts, and shall not enroll students across school districts without authorization. Foreigners who hold the Permanent Residence Permit for Foreigners in China can receive compulsory education at their place of residence. Those who meet the requirements can enjoy relevant policies, and the education administrative department of the place of residence shall go through the admission and transfer procedures in accordance with the principle of nearest admission, without charging fees other than those stipulated by the state. School-age children who hold the Residence Permit in our province can receive compulsory education at their place of residence. Parents or other legal guardians can apply to the county-level education administrative department of their place of residence with their ID cards, residence certificates and employment certificates, and the county-level education administrative department will designate schools to receive them according to the principle of relatively close admission; Receiving schools shall not charge fees for additional enrollment. It is necessary to coordinate relevant departments to do a good job in statistical work, and effectively ensure the normal enrollment of migrant workers' children, especially those who return home and those left behind in rural areas. Education administrative departments at all levels should strengthen the monitoring of the enrollment behavior and enrollment process of schools within their respective jurisdictions, strictly prohibit linking the "Olympic Mathematics" with enrollment, promptly investigate and deal with relevant illegal school-running behaviors, and seriously investigate the responsibilities of the responsible persons of relevant education departments.
3. Further stabilize the enrollment scale of ordinary high schools and promote the coordinated development of ordinary high school education and vocational education. Effective measures should be taken to continue to increase the proportion of rural junior high school graduates entering senior high schools.
4. Continue to implement and improve the reform measures of allocating the enrollment index of public demonstration ordinary high schools and provincial key high schools to junior high schools (including private junior high schools), and keep the average proportion of the whole province at 20 12. Children of floating population can take the senior high school entrance examination at their school location and enjoy the same treatment as urban students.
5. Continue to implement cross-county (city, district) enrollment of ordinary senior high schools to provide students with diversified choices. The municipal education administrative department should formulate a scientific, standardized and operable implementation plan for cross-county (city, district) enrollment of ordinary high schools, and gradually increase the enrollment ratio of cross-county (city, district).
6 ordinary high schools (including private high schools) enrollment should be included in the plan, and announced to the public. The enrollment of public ordinary high schools is divided into students enrolled at public expense and students who choose schools. Ordinary high schools should strictly implement the "three limits" policy when recruiting students who choose schools. The proportion of students who choose schools shall not exceed 20% of the enrollment plan of the school in the current year (excluding the number of students who choose schools), and the proportion of students who choose schools in conditional areas shall be gradually reduced. There are 45 students in each class in ordinary high schools, and the maximum class size should be controlled below 50 students. Conditional high schools should gradually reduce the class size and implement small-class teaching to meet the requirements of promoting quality education.
7. All ordinary high schools (including private high schools) should strictly implement the enrollment discipline, and must not conduct enrollment propaganda in violation of regulations, and must not enroll students before the entrance examination. At the same time, education administrative departments and schools at all levels should strengthen the information management of the senior high school entrance examination and college entrance examination, prohibit any publicity of the "number one" and the results of the senior high school entrance examination and college entrance examination, resolutely stop all kinds of hype about the results of the senior high school entrance examination and college entrance examination, and prohibit the evaluation of schools and teachers by the results of the senior high school entrance examination and college entrance examination.
8. The education administrative departments of eight cities in Shenyang Economic Zone should conscientiously implement the spirit of the Notice of the Office of the Education Department of Liaoning Province on Doing a Good Job in Cross-city Enrollment of High-quality Ordinary High Schools in Shenyang Economic Zone in 20 13 (No.86 of Liaoning Jiaofa [2065438+03]). Do a good job of cross-city enrollment in Liaoning Experimental Middle School, Northeast Yucai School, Shenyang No.2 Middle School, Northeast Yucai Beihong Art School, Anshan No.1 Middle School, Fushun No.2 Middle School, Benxi No.1 Middle School, Yingkou High School, Fuxin Experimental Middle School, Liaoyang No.1 Middle School and Tieling High School for 20 13 years to ensure enrollment.
9. Except for 8 high-quality ordinary high schools in Shenyang Economic Zone 12, other public ordinary high schools may not enroll students across cities without the approval of the Provincial Department of Education. Public ordinary high schools shall not hold or participate in holding repeat classes or schools, and shall not recruit repeat students.
10. Primary and secondary schools should reasonably arrange the seats of sunshine classes, adhere to the principles of openness, justice and fairness, and may not set up key classes, fast and slow (good and bad) classes, experimental classes, ultra-long classes, cram schools, Olympic Games classes, etc. Students are not allowed to rank and arrange students' seats according to the test results.
1 1. Continue to implement the bonus points policy formulated by the national and provincial governments and education administrative departments. Add 5 points to "three good" students (excellent league members) and provincial outstanding student cadres (excellent league cadres), and cancel this bonus policy for students who entered the first grade of junior high school in the fall of 20 12; Children of martyrs, children of cadres aiding Tibet (during aiding Tibet), children of cadres aiding Xinjiang (during aiding Xinjiang), children of returned overseas Chinese, children of overseas Chinese and children of Taiwan Province compatriots plus 10; Children of the people's police who enjoy special care shall be subject to the provisions of document Liao Gongtong [20 10] 142, and children of martyrs shall be subject to the relevant provisions of document Liao Gongtong [20 10] 142. Municipalities should implement preferential policies for the education of military children in accordance with relevant regulations. Municipalities should strictly control the bonus policy, and all candidates who enjoy the caring bonus policy should be included in the enrollment plan.
12. Ordinary high schools should take the comprehensive quality evaluation results of junior high school graduates and the entrance examination results of junior high school graduates as the main basis for enrollment. Provincial demonstrative ordinary high schools and provincial key high schools should allocate more than 10% of the enrollment indicators from the index enrollment plan to schools and allocate them to junior high schools with excellent comprehensive quality evaluation results and academic test scores for early enrollment.
13. All localities should attach great importance to the enrollment of primary and secondary schools, strengthen leadership, seriously organize and strictly implement the provisions of this notice, and must not introduce policies that are contrary to the spirit of this notice. It is necessary to strictly enforce the discipline of enrollment, strengthen the supervision and inspection of school-running behavior and enrollment work in primary and secondary schools, and seriously deal with violations of law and discipline in the work.
