I. Procedures for applying for a family planning service manual:
1. The applicant shall go to the family planning department of the town (street office) where the woman's household registration is located to receive the application form, and truthfully fill out the contents of the Application Form for Family Planning Service Manual as required;
2. The unit or village (neighborhood) committee where the husband and wife are located shall review, sign opinions and affix official seals;
3. The applicant shall bring the required materials to the family planning office of the town (street office) where the woman's household registration is located for approval and certification. Article 19 of the Regulations on Population and Family Planning in Shandong Province advocates a couple to have two children. The birth of the first and second children should be registered free of charge.
Two, China's maternity allowance payment methods and payment standards are divided into two situations:
1. In areas where social pooling of maternity insurance is implemented, the payment standard shall be paid according to the average monthly salary of employees in the previous year, with a period of not less than 98 days;
2. In areas where social co-ordination of maternity insurance is not implemented, maternity allowance is paid by enterprises or units, and the standard is the basic salary and price subsidy for female employees before giving birth, and the period is generally 98 days. In some areas, professional women who marry late and have children late are encouraged to extend the period of maternity allowance appropriately. Other regions give one-time subsidies to the spouses of male employees who participate in maternity insurance.

Article 14 of the Population and Family Planning Law of the People's Republic of China * * * The family planning work of the floating population shall be managed by the people's governments of their domicile and current residence, with residence as the main place.
Article 21 of the Regulations on Population and Family Planning in Shandong Province conforms to the provisions of Article 20 of these regulations, and implements the birth examination and approval system for re-born children. Couples who apply for another child shall apply for a birth certificate or residence permit at the township people's government or street office where one party's household registration is located before pregnancy.
