Forty-seventh public institutions should practise economy, put an end to waste, take the lead in using energy-saving products and equipment, and improve the efficiency of energy utilization.

The term "public institutions" as mentioned in this Law refers to state organs, institutions and organizations that use all or part of financial funds.

Forty-eighth the State Council and local people's governments at or above the county level shall, jointly with relevant departments at the same level, formulate and organize the implementation of energy-saving plans for public institutions at the same level. The energy-saving planning of public institutions shall include the energy-saving renovation plan of existing buildings of public institutions.

Forty-ninth public institutions should formulate annual energy-saving targets and implementation plans, strengthen energy consumption measurement and monitoring management, and submit a report on energy consumption in the previous year to the institutions that manage the affairs of the people's governments at the corresponding levels.

The State Council and the local people's governments at or above the county level shall, jointly with the relevant departments at the same level, formulate the energy consumption quota of public institutions at the same level according to the management authority, and the financial department shall formulate the energy consumption expenditure standard according to the quota.

Fiftieth public institutions should strengthen the management of their own energy use systems to ensure that the operation of energy use systems meets the relevant national standards.

Public institutions should carry out energy audits in accordance with regulations and take measures to improve energy efficiency according to the results of energy audits.

Article 51 When purchasing energy-using products and equipment, public institutions shall give priority to purchasing products and equipment listed in the government procurement catalogue of energy-saving products and equipment. It is forbidden to purchase energy-using products and equipment explicitly eliminated by the state.

The catalogue of government procurement of energy-saving products and equipment shall be formulated and published by the government procurement supervision and administration department of the people's government at or above the provincial level in conjunction with relevant departments at the same level.
