" During the critical period of the renovation of the western mountainous areas, leaders at all levels attached great importance to it, which further strengthened zhangwan district's goal and confidence to turn the western mountainous area of 10,000 mu into an experimental area for scientific development in our city.

The regulatory detailed planning of Shiyan Industrial New Town with a regional area of 46 square kilometers and a core area of 15 square kilometers has been completed by Shenzhen Branch of China Urban Planning and Design Institute. At present, it has completed the development and leveling task of 4 square kilometers, which is the largest industrial land in Shiyan City. There are three roads planned for Shiyan Industrial New City, among which Jetta Road has been completed and opened to traffic, Cadillac Street is expected to be opened to traffic this month, and the basic project of Jianshe Avenue is under construction, so the new city has the conditions for the project to settle in. Guangdong Pioneer Park, Yimin Pioneer Park, Hengrong Company, Dongfeng Teqi and Industry-University-Research Park of Hubei Automobile Institute will be started one after another, and more than 300 projects are under negotiation. Ten thousand mu mountain consolidation is not only a project, but also an industrial park. It can be predicted that after five years of development and construction, a modern industrial new city will rise from the ground and become the core plate, important springboard, strategic highland and new growth pole of Shiyan regional central city. Because Shiyan New Industrial Zone has complete land, clear property rights, the closest connection with the urban area and the most direct industrial radiation, it has the best conditions to become an experimental area for scientific development in our city and realize leap-forward development. To build an experimental zone for scientific development, we must speed up the construction of new industrial cities, so as to bring their benefits into play as soon as possible. Only by transcending ideas, systems and paths can we build an industrial new city into a national and even international bright spot. The general principles are: scientific development, special operation of the special zone, comprehensive reform, and trying first. The main goal is to build Shiyan Industrial New City into a modern comprehensive experimental area with scientific development as the theme, supported by the automobile industry, with multi-industries and multi-functions, a model of scientific development in provinces and cities and a sample of reform and innovation, a well-known "special zone" in the inland of China, and the fourth "business card" of Shiyan.

Specifically, zhangwan district will conduct exploratory experiments from the following eight aspects.

1, experimental area of intensive land use. The biggest "hard injury" that restricts the development of urban areas is the lack of land. In the first round of development, zhang wan invested 20,000 mu of land for Dongfeng Company to build an automobile industry base, and the city was formed. Under the increasingly strict land policy of the country, in order to break the "bottleneck" of land, zhangwan district has developed barren hills and rocky mountains in the west (less cultivated land, less forest land, less demolition and no basic farmland), cut off peaks and fill valleys to form artificial plains. At present, more than 6,000 mu of concentrated land has been leveled, which has become a pilot project for mountain utilization and intensive land conservation in the province. This is a successful attempt to develop and utilize the mountainous areas in our city. Then, we should also dare to experiment in the way of land supply. First, consider integration, intensification and land supply saving, give priority to high-tech enterprises, well-known enterprises, vehicle and key parts enterprises, and resolutely control the investment density of general projects.

2. Pilot areas for strategic adjustment. For a long time, the development strategy of the western part of the city has been along the 3 16 national highway, from flowers and fruits to Berlin and Huanglong, showing a strip development. Facts have proved that due to many factors such as roads, water, electricity, etc., this strategy has not achieved the expected goal, and society has many complaints about the large-scale development of the western region. The western mountain consolidation project is located between Hongwei and Guo Hua, close to the central city, and the boundary of the new industrial city is less than 1 km from the grand turntable, which can directly connect with the urban functions. However, the original urban planning and the 11th Five-Year Plan of Shiyan did not express this idea. The mountain consolidation project has changed the original thinking. The development of the western region has changed from linear to massive, and the central group and the western group are closely linked, which can greatly expand the strategic development space of the city.

3. Multi-investment pilot zone. The early government investment was mainly used for the leveling and development of more than 6,000 mu of mountainous areas in the first phase of mountain consolidation, and the development funds were raised by the city investment company as the main platform. In the later stage, 65,438+05,000 mu can be introduced to powerful international and domestic investors for overall development (leveling). Infrastructure such as Jianshe Avenue, Fengshen Avenue and Development Avenue can adopt BT mode. For the construction of new urban projects, the financial sector should innovate service methods, relax conditions, lower the threshold, and explore loan methods other than pledge. Small loan companies, private capital, insurance companies, etc. Business can be carried out in the pilot areas.

4. High-tech experimental zone. Zhangwan district is an old industrial base, and the automobile industry has laid the industrial foundation of Shiyan City, and the most fundamental driving force for the sustainable development of the city in the future is industrial upgrading. The construction of industrial new city should aim at the industrial development goal from a high starting point, insist on focusing on high-tech projects, focus on introducing high-tech enterprises at or above the municipal level, support enterprises of complete vehicles (especially passenger cars) and key parts of automobiles, and support enterprises of biology, medicine and optoelectronics, and strive to make the proportion of high-tech enterprises reach more than 60%, and strive to make it a high-tech new district with the most characteristics, the strongest market competitiveness and the strongest vitality in Shiyan. According to this idea, the new industrial city has introduced provincial-level high-tech enterprises such as Industry-University-Research Park of Hubei Automobile Institute, Yimin Copper, Huachangda and other well-known international and domestic brands.

5, energy saving and environmental protection experimental area. Zhangwan district is a key development area in the national main function planning. Although the development zone is no longer restricted, the South-to-North Water Transfer Project has higher requirements for industrial new cities. Energy conservation and environmental protection are the basic requirements of industrial new cities. Therefore, in the whole new town construction, we should put the concept of energy conservation and environmental protection throughout and build a national energy conservation and environmental protection demonstration base. The construction of the project focuses on the innovation and transformation of energy-saving and environmental protection technologies, with cleaner production as the leading factor, focusing on the development of energy-saving and environmental protection automobile and parts manufacturing projects, green lighting manufacturing projects, energy-saving electromechanical manufacturing projects, energy-saving and environmental protection technology research and development and incubation centers, etc. All settled projects have achieved standard discharge or zero discharge. At present, the first road in the new town, Jetta Road, uses LED street lamps, which shows that the awareness of energy conservation and environmental protection has been well implemented at the beginning of the new town construction.

6, the first city after the pilot area. The biggest feature of Shiyan City is that there are factories before there are cities, which also leads to the imperfection of infrastructure and urban functions. The new industrial city should be "the city first, then the industry" and "the combination of city and industry". Planning is the first premise. Before the construction, zhangwan district took planning as the first priority, and entrusted China Urban Planning Institute to prepare the conceptual planning and regulatory detailed planning of the new industrial city, which passed the examination and approval. The new area will build roads, water supply, power supply, communication, drainage, flood control and gas stations, banks, hospitals, residential quarters and sports facilities in strict accordance with the plan to provide all-round services for the project. In the aspect of road naming, it embodies the characteristics of cars. All roads are named after internationally renowned automobile brands, with "street" in the east-west direction and "road" in the north-south direction, such as Cadillac Street and Jetta Road.

7. Experimental area of rural urbanization. Farmers whose land is expropriated in Xincheng should take the lead in realizing citizenization, change their status to urban residents, and all of them should be included in the social security system for urban residents, and apply for endowment insurance and medical insurance. Centralized resettlement will be implemented for farmers whose land has been expropriated, and residential quarters will be built. Water, electricity, roads, commercial outlets, schools, kindergartens, public green spaces and fitness facilities should be provided in residential areas. Land compensation can be used by village collectives to build production or service projects, and farmers pay dividends according to shares. For villages that have not been demolished, comprehensive housing renovation will be implemented, infrastructure will be improved, and villages will be encouraged to relocate. Guide farmers to transfer to secondary and tertiary industries in order to increase their income and improve their quality of life.

8. Pilot area for institutional reform. The land in the core area of Industrial New Town15km2 is completely state-owned and belongs to a relatively closed area where no villages and houses live together. It is fully qualified to carry out a brand-new system reform and set up a new industrial zone management Committee, which will be fully responsible for development, construction, investment promotion, management and service. The core area is under closed management, and all local taxes are kept unchanged for ten years.
