How to prevent foreign labor fraud?

Actual case

Recently, some illegal intermediary organizations and individuals at home and abroad took advantage of our citizens' ignorance of the policy of introducing overseas labor services, fabricated lies and fictitious projects, and after charging high fees, induced laborers to leave the country in the form of tourism and business visas, resulting in laborers being unable to obtain work permits, having no jobs to do, living in difficulties, and even being detained or forcibly repatriated because of illegal detention.

Xia in Jinxian County has never had a formal job, and she has been living a poor life by doing odd jobs to support her family. At the beginning of last year, a friend in the village claimed to know an intermediary company working abroad. Many people go abroad to work through this company and earn a lot of money.

Xia suddenly envied him, thinking that if he could go abroad, he would certainly earn a lot of money to support his family. After consulting with his family, he asked his friend for the address of the intermediary company. On July 20 10, he came to Nanchang with several fellow villagers who were interested in working abroad and found Nanchang Langjie Information Consulting Co., Ltd. located on Qingshan South Road. Xiong, the boss of this company, said that he has many years of experience as an intermediary abroad. This time, he happened to have an opportunity to work in Australia. Everyone can "gold mine" abroad by paying a handling fee of 60,000 to 70,000 yuan. According to the exchange rate, the monthly salary is 20 thousand.

I heard that I could earn 20,000 yuan a month. Xia and his companions were tempted at that time and signed an employment contract according to Xiong's request. However, Xiong also proposed to collect the service fee deposit of 6,543,800 yuan in advance. In order to go abroad as soon as possible, Xia borrowed 1000 yuan from relatives and friends, thinking that once he went abroad to work, he would soon be able to pay off his debts.

After paying the money, Xia went home and waited for more than a month, but there was still no news of going abroad to work. Xia had to come to Nanchang again and find Xiong, the owner of the intermediary company, but this time Xiong's answer surprised him.

Xiong said that it is not possible to work in Australia, where there are enough workers. However, they can be introduced to work in Azerbaijan. Xia and others are embarrassed to hear this. Some people said they didn't want to go, and Xiong immediately said Azerbaijan would be good. The monthly salary is also 1 10,000, and the intermediary service fee can be reduced to about 30,000.

Under Xiong's lobbying, Xia and 12 migrant workers from Qingyunpu Scenic Resort, Xinjian and Jinxian counties reluctantly agreed to go to Azerbaijan. In September of 20 10, each person paid an intermediary service fee ranging from 23,000 to 35,000 yuan (including the previous labor security deposit of 654.38+00,000 yuan), totaling more than 270,000 yuan. Xiong's agency signed a so-called "formal contract" with a company in Henan called Eurasia Jinqiao Information Consulting Co., Ltd., and then in June 5438+that year 10, each person gave An Xiong an agency fee of 2,000 yuan. Then, they were arranged to board the plane in Beijing. When I arrived in Beijing, I was told that my visa was not done well and I was taken back to Nanchang inexplicably.

12 migrant workers who are looking forward to going abroad for "gold rush" can't sit still. They begged Xiong to give a statement and demanded a full refund, but this time they found that not only Xiong had disappeared, but even the office of Nanchang Langjie Information Consulting Co., Ltd. was empty.

Migrant workers found cheated immediately reported to the Economic Investigation Brigade of donghu district Public Security Bureau.

Deception case

Wu Mou and 20 local farmers signed an agreement with Donghai Hong Hao Economic and Technical Cooperation Company to go abroad as masons. As an intermediary company, Donghai Hong Hao Company promised that after each farmer paid 36,000 yuan, Hong Hao Company could go through the relevant formalities for these 20 migrant workers to work in Malaysia. As can be seen from the agreement signed between Wu Mou and Hong Hao Company, Hong Hao Company, as Party A, will be responsible for replacing work permits and arranging corresponding work units within 14 working days after these people arrive in Malaysia, with a daily salary of RM 40-65, and protecting the legitimate rights and interests of laborers in Malaysia.

In Huang Chuan Town, people tell each other such good things. So, on July 8, 2003, 20 farmers went abroad with their families' dreams. They go abroad on tourist visas. Unexpectedly, after these 20 migrant workers came to Malaysia, they found that there was nothing to do there. Soon, their passports and visas were taken away by Malaysian agents. A week later, they were put into detention camps by the local government.

The bad news soon reached China through good people.

Villagers were cheated, work permits were not issued, and people were detained, not to mention earning money. What the hell is going on here? We soon got in touch with our embassy in Malaysia.

Temptation analysis

The reason for the success of this scam:

1 ".High salary" blinds the eyes of migrant workers; 2. Large companies have formal procedures and complete documents; 3. The victim doesn't know the details and lacks relevant knowledge.

Case warning:

This kind of scam often has a very attractive condition, that is, the salary earned is several times higher than that in China. In the face of rich interests, many of our farmers lost their minds. In addition, our lack of relevant knowledge can easily fall into the trap carefully designed by criminals.

Therefore, when choosing a project to work abroad, we should carefully choose an intermediary, make clear the nature of the visa, verify that the intermediary company does not have the qualification for foreign labor cooperation, consult relevant legal persons and sign a standardized contract.
