1. The applicant submits a written application to the neighborhood office (or town government) where the kindergarten is to be established, and provides relevant information. Sub-district offices (or town governments) shall conduct a preliminary examination of the basic situation of the planned kindergarten (class), write the preliminary examination opinions and affix their seals.
2. The applicant shall submit a written application and application materials to the [local] District Education Committee after signing the preliminary examination opinions. The application materials include: the organizer, training objectives, scale, level, form, conditions, internal management system, fund raising and use, etc. The name and address of the sponsor or the name and address, etc.
3, the District Education Commission in conjunction with the District Health Bureau and the District Fire Brigade and other relevant departments to declare procedures in line with the provisions, complete application materials, basic school conditions meet the requirements, organize experts to conduct field visits.
4. Certification. Private kindergartens held upon examination and approval shall be awarded the License for Running Private Education in People's Republic of China (PRC) by the District Education Committee.
Conditions for establishing early education institutions
The location of the early education center should be in a safe area, and it is strictly forbidden to set up kindergartens in polluted areas and dangerous areas. Teaching AIDS should conform to national regulations and take into account the physiological characteristics of children. Must have the necessary funds and stable economic foundation for running the park, and provide legal and effective credit certificate.
The law stipulates that Article 9 of the Regulations on Kindergarten Management
The establishment of a kindergarten should meet the following conditions: staff for conservation, early childhood education, medical care and so on:
(a) kindergarten directors and teachers should have graduated from preschool normal schools (including pre-school education majors in vocational schools), or passed the examination by the administrative department of education. ?
(2) Doctors should have graduated from medical colleges, and doctors and nurses should have graduated from secondary health schools, or obtained the qualification recognition from the health administrative department.
(three) health care workers should have graduated from high school and received infant health care training. ?
(4) Nurses should graduate from junior high school and have received vocational training in child health care. Patients with chronic infectious diseases and mental illness are not allowed to work in kindergartens.
