(II) The administrative department in charge of urban management of Zhengzhou City can examine and approve the facilities such as pipelines and pole lines for urban roads, bridges and urban river courses, examine and approve the occupation, excavation, reconstruction and relocation of other municipal facilities, issue permits for the pressurized discharge of sewage from urban drainage and urban drainage pipelines, and examine and approve the disposal of urban construction waste (permits for the services of cleaning, collecting, transporting and treating urban waste). The examination and approval of dismantling sanitation facilities and rebuilding in different places, the examination and approval of raising livestock and poultry in urban built-up areas due to scientific research, teaching and special circumstances, and the examination and approval of tracked vehicles, iron-wheeled vehicles or overweight, ultra-high and ultra-long vehicles driving on urban roads shall be implemented by the Administrative Committee of Zhengzhou Xinzheng Comprehensive Bonded Zone (Zhengzhou Airport Area);
(3) The administrative department in charge of urban and rural construction in Zhengzhou can put on record the bidding management, construction permit and completion acceptance report of the construction project, and entrust the administrative committee of Zhengzhou Xinzheng Comprehensive Bonded Zone (Zhengzhou Airport Area) to implement it;

(6) The water administrative department of Zhengzhou City may entrust the management committee of Zhengzhou Xinzheng Comprehensive Bonded Zone (Zhengzhou Airport Area) to be responsible for the implementation of the approved project of planned water consumption index and the examination and approval of the construction projects within the management scope of Zhengzhou Xinzheng Comprehensive Bonded Zone (Zhengzhou Airport Area);
(7) Zhengzhou City Landscaping Administrative Department may approve the felling of urban trees, transplanting trees, pruning garden plants (cutting down more than 10 plants at one time, cutting down fast-growing trees such as paulownia, phoenix tree and poplar trees with DBH of 70cm or more, cutting down trees with DBH of 50cm or more, transplanting ancient and famous trees), and temporarily occupying and removing green spaces, flower beds, flower belts and lawns.
(8) The education administrative department of Zhengzhou City may terminate the examination and approval of the establishment, division, merger and change of private cultural education and training institutions such as kindergartens, primary schools and junior high schools, and entrust the management committee of Zhengzhou Xinzheng Comprehensive Bonded Zone (Zhengzhou Airport Area) to implement it;
(9) The sports administrative department of Zhengzhou City may approve and award the technical level of three-level social sports instructors, three-level athletes and three-level referees, and entrust the administrative committee of Zhengzhou Xinzheng Comprehensive Bonded Zone (Zhengzhou Airport Area) to implement it;
(10) The administrative department of commerce of Zhengzhou Municipality may record and register the circulation of alcohol and entrust the management committee of Zhengzhou Xinzheng Comprehensive Bonded Zone (Zhengzhou Airport Area) to implement it;
(eleven) the administrative department of agriculture and rural areas in Zhengzhou can issue the certificate of animal epidemic prevention conditions, the business license of veterinary drugs and the license of animal diagnosis and treatment, and entrust the Zhengzhou Xinzheng Comprehensive Bonded Zone (Zhengzhou Airport) Management Committee to implement it;
(12) The health administrative departments of xinzheng city and zhongmou county may issue birth certificates for two children, and entrust them to the Administrative Committee of Zhengzhou Xinzheng Comprehensive Bonded Zone (Zhengzhou Airport Area) for implementation;
(thirteen) the administrative departments of ethnic and religious affairs in xinzheng city and zhongmou county may entrust the approval of halal license to the management committee of Zhengzhou Xinzheng Comprehensive Bonded Zone (Zhengzhou Airport);
(fourteen) xinzheng city and zhongmou county motor vehicle maintenance industry management agencies can entrust the car wash industry approval to Zhengzhou Xinzheng Comprehensive Bonded Zone (Zhengzhou Airport) Management Committee for implementation;
(fifteen) the administrative department of development and reform of Zhengzhou City may issue, change and check the acceptance fee license, and entrust the Zhengzhou Xinzheng Comprehensive Bonded Zone (Zhengzhou Airport) Management Committee to implement it;
(sixteen) Zhengzhou animal health supervision institutions can issue quarantine certificates for animals and animal products, and entrust the Zhengzhou Xinzheng Comprehensive Bonded Zone (Zhengzhou Airport) Management Committee to implement them. Article 3 Within the management scope of Zhengzhou Xinzheng Comprehensive Bonded Zone (Zhengzhou Airport Area), the relevant administrative departments may entrust the implementation of the following administrative penalties:
(1) The administrative department in charge of market supervision and administration of Zhengzhou Municipality may entrust the administrative committee of Zhengzhou Xinzheng Comprehensive Bonded Zone (Zhengzhou Airport Area) established according to law to organize the implementation of the administrative punishment in violation of the laws, regulations and rules on price management;
(2) The administrative department in charge of emergency management of Zhengzhou City may entrust the administrative punishment of violating the laws, regulations and rules of production safety management (except the administrative punishment of production safety accidents) to the administrative committee of Zhengzhou Xinzheng Comprehensive Bonded Zone (Zhengzhou Airport Area) established according to law to organize the implementation;
(3) According to legal conditions, the administrative department of health of Zhengzhou City may entrust the administrative punishment for violating the laws, regulations and rules of medical and health management to the administrative committee of Zhengzhou Xinzheng Comprehensive Bonded Zone (Zhengzhou Airport Area) established according to law to organize the implementation;
(4) The administrative department in charge of urban management of Zhengzhou City may entrust the administrative punishment for violating the laws, regulations and rules of city appearance, environmental sanitation, municipal facilities, urban water supply, gas management, etc. to the administrative committee of Zhengzhou Xinzheng Comprehensive Bonded Zone (Zhengzhou Airport Area), which is established in accordance with the law and meets the statutory conditions.
(5) The administrative department of urban and rural construction in Zhengzhou may entrust the administrative punishment in violation of the laws, regulations and rules of urban and rural construction management to the administrative committee of Zhengzhou Xinzheng Comprehensive Bonded Zone (Zhengzhou Airport Area) established according to law to organize the implementation;
(6) The administrative department of natural resources and planning of Zhengzhou City may entrust the administrative punishment that violates the laws, regulations and rules of urban and rural planning management to the administrative committee of Zhengzhou Xinzheng Comprehensive Bonded Zone (Zhengzhou Airport Area) established according to law, and organize the implementation in compliance with the statutory conditions;
(7) The water administrative department of Zhengzhou City may entrust the administrative punishment in violation of water management laws, regulations and rules to the management committee of Zhengzhou Xinzheng Comprehensive Bonded Zone (Zhengzhou Airport Area) established according to law, and organize the implementation under the statutory conditions;
(8) The administrative department in charge of urban landscaping in Zhengzhou City may entrust the administrative punishment that violates the laws, regulations and rules of urban landscaping management to the management committee of Zhengzhou Xinzheng Comprehensive Bonded Zone (Zhengzhou Airport Area) established according to law, and organize the implementation under the statutory conditions;
(nine) the competent administrative department of ecological environment of Zhengzhou City may entrust an organization established in the port area to impose administrative penalties on acts that violate the laws, regulations and rules on the prevention and control of atmospheric environmental noise pollution;
(10) The administrative department of forestry of Zhengzhou Municipality may entrust the administrative committee of Zhengzhou Xinzheng Comprehensive Bonded Zone (Zhengzhou Airport Area) established according to law to organize the implementation of the administrative punishment in violation of the laws, regulations and rules on forestry management;
(11) The administrative department in charge of agriculture and rural areas of Zhengzhou City may entrust the administrative committee of Zhengzhou Xinzheng Comprehensive Bonded Zone (Zhengzhou Airport Area) established according to law to organize the implementation of the administrative punishment in violation of the laws, regulations and rules on the supervision and management of animal husbandry and veterinary industry;
(12) The administrative department of commerce of Zhengzhou City may entrust the administrative punishment in violation of the laws, regulations and rules on the management of liquor circulation to the administrative committee of Zhengzhou Xinzheng Comprehensive Bonded Zone (Zhengzhou Airport Area) established according to law to organize the implementation under the statutory conditions;
(13) The market supervision and management department of Zhengzhou City may entrust the administrative punishment of unlicensed mobile vendors in industrial and commercial administration to the administrative committee of Zhengzhou Xinzheng Comprehensive Bonded Zone (Zhengzhou Airport Area) established according to law, and organize the implementation under the statutory conditions;
(14) Zhengzhou animal health supervision institutions may entrust the administrative committee of Zhengzhou Xinzheng Comprehensive Bonded Zone (Zhengzhou Airport Area) established according to law to organize the implementation of the administrative punishment for violating the laws, regulations and rules of animal health supervision and management, which meet the statutory conditions;
(15) xinzheng city, zhongmou county motor vehicle maintenance industry management agencies can be in violation of laws, regulations, rules and regulations of the car wash industry management behavior of administrative punishment, commissioned by Zhengzhou Xinzheng Comprehensive Bonded Zone (Zhengzhou Airport) Management Committee established in accordance with the law to meet the statutory conditions of organization and implementation.
If an administrative penalty is entrusted in accordance with the provisions of the preceding paragraph, no administrative compulsory measures related to the entrusted administrative penalty right may be entrusted. The execution of the decision on administrative punishment shall be carried out in accordance with the provisions of the Administrative Compulsory Law of the People's Republic of China.
