The Notice puts forward five work plans for the establishment of this mechanism. The first is to promote innovation in the service system. Strengthen the construction of the health service system for the elderly and further promote the development of the combination of medical care and nursing. Deepen the reform of public pension institutions, adhere to the nature of public welfare, and introduce a comprehensive evaluation and waiting system for public pension institutions. Improve the management system of public and private pension institutions, promote market-oriented reform in the field of pension services, and give priority to supporting public and private pension services. Vigorously and orderly promote the transformation of local party and government organs and state-owned enterprises and institutions' training and recuperation institutions to old-age service facilities, and formulate policies and measures such as access and management.
The second is to promote institutional innovation. The fourth is to promote business model innovation. Support the park development of health care industry, support enterprises to develop products and services for the elderly such as rehabilitation AIDS, food and medicine, clothing, pension, smart and healthy pension, nursing pension, leisure and entertainment, cultural tourism, improve the innovative design ecosystem, and promote product manufacturing and upgrading. Vigorously support enterprises with advantages in providing for the aged and promote the development of brand chain. Promote the development of "Internet plus old-age care services" and "Internet plus old-age health services", support large Internet enterprises to launch old-age care services and old-age health services, support the Internet platform to develop high-quality old-age care institutions, and give full play to the enabling role of information technology. Promote the integration and development of the old-age care industry with happiness industries such as education and training, health, sports, culture, tourism and housekeeping, and support the construction of residential old-age care destinations in qualified areas.
The fifth is to promote environmental innovation suitable for the elderly. Give full consideration to the social interaction and daily life needs of the elderly, promote the aging transformation at home, carry out the aging transformation of old urban and rural communities, old buildings, public places, public transportation and other facilities and equipment, strengthen the construction of livable environment, and vigorously build elderly-friendly communities. Complement the community pension service facilities and grassroots aging work teams to provide software and hardware support for the elderly in the community. Effectively solve the difficulties of the elderly in using intelligent technology and adhere to the combination of traditional services and intelligent innovation. Carry out family and community visits with empty nesters, left-behind elders, disabled people, severely disabled people and elderly people with special family planning as the main targets. Vigorously develop universities for the elderly and support various forms of cultural and sports activities for the elderly. Actively carry out the national education on population aging and the theme education activities of filial piety and respect for the elderly, and form a good atmosphere for the participation of the elderly, families, society and the government.
