Investigation report on the practice of rural professional cooperatives

According to the arrangement of Yuncheng Agricultural Economic Station, we immediately set up an investigation team in Jishan Agricultural Economic Center to investigate the development of farmers' professional cooperatives in our county in various forms such as discussion, interview and sampling survey.

I. Basic information

Jishan county has 7 townships and 200 administrative villages with a population of 330,000, an agricultural population of 280,000 and cultivated land of 540,000 mu. It is a traditional agricultural county. The development of farmers' professional cooperatives in our county began in 2006 and reached its climax in 2007. By April 30th, 2008, there were 63 cooperatives registered in Jishan Industrial and Commercial Bureau, including 44 aquaculture cooperatives, 5 planting cooperatives/kloc-0 and 4 other cooperatives. The registered capital of farmers' professional cooperatives in the county is 33196,000 yuan, and its members contribute 50,000 people. A cooperative has obtained the national green product production base and green product logo certification, and an agricultural product cooperative has handled trademark registration and QS safety and quality certification. At present, farmers' professional cooperatives in our county are characterized by diversification: first, relying on and initiated by leading enterprises, they operate in the mode of "company+base+cooperative+farmer", such as Linhai Jujube Cooperative in Wudui Village of Jishan County and Changhong Feed Breeding Cooperative of Jishan County; Second, driven by trade associations, initiated by trade associations, adopting the mode of "association+cooperative+farmer broker+farmer", such as: Guoxing Jujube Cooperative in Jishan County, Yukang Rabbit Industry in Jishan County, etc. Third, broker sales cooperation initiated by brokers adopts the operation mode of "cooperative+broker+farmer", such as revitalizing fruit farmers' cooperative in Jishan County and Lv Ji agricultural products cooperative in Jishan County. Fourth, through the way of setting up cooperatives, we will unite farmers, rural brokers and other organizations to go to the market together, such as Jishan Xingjie Asparagus Cooperative and Jishan Anmin Livestock and Poultry Breeding Cooperative.

Second, the role and influence of farmers' professional cooperatives

(A) led to the adjustment of agricultural industrial structure. Farmers' professional cooperatives are connected to the market at one end and farmers at the other. Market information is accurately transmitted to farmers through cooperatives. Cooperatives guide farmers to develop specialized production through their own operations, form large-scale and specialized agricultural industrial regions and systems, and promote the adjustment and upgrading of industrial structure. According to the market demand, farmers in our county vigorously develop cash crops such as red dates, red grapes, vegetables, livestock and poultry, medicinal materials, etc., and implement specialized production and industrial management.

(two) to promote the formation of agricultural socialization service system. According to the principle of voluntariness and democracy, the cooperative has organized large buyers and sellers, large processors and professional technical households in various local industries to provide farmers with seedlings, spread breeding technology and expand sales networks, initially forming an industrial chain integrating science and technology, production, processing and sales. Cooperatives truly link production, processing and marketing organically, solve the contradiction between farmers and markets, farmers and leading enterprises, realize the rational circulation and optimal allocation of resources, promote the integration of advantages and complementary interests, consolidate the foundation of agricultural industrialization, improve the management level of agricultural industrialization, and become a bridge connecting the government, enterprises and farmers.

(3) The quality level of agricultural products has improved. Cooperatives provide an effective carrier for the popularization of agricultural standardization and organizational guarantee for the quality and safety system and popularization of agricultural products. Cooperatives organize scattered farmers to implement unified production standards, unified operating procedures, unified product quality standards and unified agricultural materials supply, actively register product trademarks, create high-quality well-known brands, and promote the production of green agricultural products, thus greatly improving the quality and safety level of agricultural products.

(4) Raise farmers' income level. Cooperatives are led by big industrial households or big buyers and sellers. These talents use their market information and stable sales channels to actively guide farmers to adjust their industrial structure, improve the quality of agricultural products, produce marketable agricultural products, and stabilize and improve the economic benefits of farmers' production. The rebate and dividend system of cooperatives directly drives farmers to increase their income. Cooperatives provide farmers with agricultural technology and market information free of charge, and provide socialized services such as high-quality seeds and agricultural materials at low prices, which indirectly saves farmers' production costs and promotes farmers' income.

(five) to promote industry self-discipline and standardization. Because the overall quality of farmers is not high, production and sales will have great spontaneity, convergence and blindness, which will easily lead to the ups and downs of agricultural industry. By establishing farmers' professional cooperatives, disorderly competition among farmers and between farmers and processing enterprises has been avoided, farmers' interests have been safeguarded, industrial advantages have been realized, and the healthy development of agricultural industry has been promoted. In short, although the emergence of farmers' professional cooperatives in our county is only a few years, it has achieved good economic and social benefits, promoted the transformation of rural grass-roots government functions, and is of great significance for improving the household contract management system, solving the contradiction between small farmers and the big market, improving the moderate scale operation of agricultural products, promoting the regional division of labor and specialization level of agricultural products, improving the quality of agricultural products, enhancing the international competitiveness of agricultural products and increasing farmers' income.

Third, the main problems existing in the development of farmers' professional cooperatives in our county at present

First, farmers' professional cooperatives are small in scale and have limited driving role. Most shareholders are spontaneously formed, with small overall scale and weak economic strength. Most professional cooperatives are not closely connected with farmers and have not formed a real interest relationship. The service function needs to be enhanced.

Second, farmers' professional cooperatives have limited funds and insufficient development potential. Although farmers' professional cooperatives have low operating costs, they still need certain funds to engage in specific business. At present, the accumulation mechanism of farmers' professional cooperatives is not perfect, and their ability to bear market risks is limited, so it is difficult to give full play to their service functions.

Third, the management of farmers' professional cooperatives is not standardized enough. Some members of farmers' professional cooperatives do not have a strong sense of mutual cooperation. They just want to enjoy the benefits and are unwilling to take risks. Their integrity is not high, and their interests are combined and scattered. Most of the established professional cooperatives are established in partnership, and they are not operated and standardized in strict accordance with the articles of association and related systems of farmers' professional cooperatives.

Fourth, the comprehensive quality of farmers' professional cooperatives members is not high, their awareness and ability to adapt to the market economy are insufficient, and they lack compound talents who understand technology and have strong market development ability.

Fifth, our county's financial support for farmers' professional cooperatives needs to be further strengthened.

Five, the main measures to promote the development of farmers' professional cooperatives in our county.

Farmers' professional cooperatives in our county can achieve breakthrough development, which mainly adopts five driving measures: government promotion, departmental service, public opinion guidance, preferential policies and typical demonstration.

VI. Measures to promote the sound and rapid development of farmers' professional cooperatives in our county.

(A) seize the opportunity of development, and vigorously create a strong atmosphere for the development of farmers' professional cooperatives.

(2) Explore the development model and build a new pattern of the development of farmers' professional cooperatives.

Focusing on scale development, we will take active measures to further strengthen farmers' awareness of scale development and improve farmers' enthusiasm for consciously forming scale professional cooperatives. Make farmers' professional cooperatives truly become the main body to participate in market competition, effectively promote the development of agricultural industrialization, and better play the role of farmers' professional cooperatives in promoting agricultural production, increasing farmers' income and promoting the construction of new socialist countryside.

On the subject of setting up, farmers are encouraged to set up farmers' professional cooperatives through cooperation, self-management, capable people leading and relying on leading enterprises, so as to realize the diversification of the forms of setting up farmers' professional cooperatives. In terms of specialty, including planting, breeding, processing and storage of agricultural products, sales of agricultural products, agricultural production and management technology, information services and other business activities related to agricultural production, farmers' professional cooperatives have shown a good trend of wide specialty, complete category and diversified development.

In the direction of industrial development, we should proceed from local reality and adjust measures to local conditions, actively guide farmers to develop professional cooperatives with local characteristics or resource advantages, and do not make a one-size-fits-all approach. In the internal shareholding structure, farmers are encouraged to take shares in the form of money, kind and technology, and implement enterprise operation to give full play to their respective advantages. In the development form of farmers' professional cooperatives, we should vigorously promote agriculture through science and technology, pay attention to improving the scientific and technological content and composition within farmers' professional cooperatives, guide farmers to take the road of scientific and technological development, and improve the quality and stamina of farmers' professional cooperatives.

(C) Give full play to functional advantages to ensure the healthy development of farmers' professional cooperatives.

(1) Adhere to standardized registration. The development of farmers' professional cooperatives focuses on the standardization of registration materials. Through extensive research at various levels, the Guidelines for the Registration of Agricultural Specialized Cooperatives and the Instructions for the Registration of Agricultural Specialized Cooperatives have been formulated.
