Organize and guide the registration of various enterprises, farmers' professional cooperatives, units engaged in business activities, individual industrial and commercial households and resident representative offices of foreign (regional) enterprises and other market entities. Establish and improve the enterprise name approval system, and issue business licenses and related licenses for relevant market entities. Formulate measures for the implementation of food administrative licensing and supervise the implementation, and organize the implementation of production licenses for food-related products.
(three) organize and guide the comprehensive law enforcement of market supervision and management. Guide the construction of comprehensive law enforcement team for market supervision and management in the whole region, promote the reform of comprehensive law enforcement system in the field of market supervision and management as required, and implement unified comprehensive market supervision. Organize to investigate and deal with major illegal cases in the field of market supervision and management, and carry out supervision of major cases. Standardize the administrative law enforcement behavior of market supervision and management.

Organize and guide the investigation and punishment of illegal price charging, unfair competition, illegal direct selling, pyramid selling, illegal advertising, infringement of trademark and patent intellectual property rights, manufacturing and selling counterfeit and shoddy acts. Supervise and manage all kinds of consumer goods markets and means of production markets according to law. Formulate the system and specific measures for contract supervision and management, organize and implement the supervision and management of contracts and auctions according to law, and manage the registration of chattel collateral. To formulate development plans and industry standards for the advertising industry, and supervise and manage advertising business activities. Organize and investigate unlicensed production and operation and related unlicensed production and operation behaviors.
(six) to guide the Consumer Protection Committee to carry out the protection of consumer rights. Formulate relevant rules and regulations to protect consumers' legitimate rights and interests, and improve the consumer rights protection system. Responsible for the credit supervision of market entities. Establish a public information sharing mechanism for market participants, publicize and share relevant information according to law, jointly promote the construction of credit system for market participants with relevant departments, and implement joint punishment.

Formulate and implement quality development system measures, organize quality technology research, strengthen quality infrastructure collaborative service and application coordination, promote the integration of national defense and civil technology in related fields, and establish and improve the quality development work system. Supervise enterprises to implement the main responsibility of product quality. Promote brand development strategy, compile and publish quality analysis report. Organize the implementation of defective product recall system, and supervise and manage product anti-counterfeiting work.
(eight) responsible for product quality and safety supervision and management. Manage product quality and safety risk monitoring, formulate key product quality monitoring catalogue, strengthen product quality and safety risk monitoring, and organize the implementation of product quality supervision and spot checks. Establish and organize the implementation of quality grading system and quality and safety traceability system. Responsible for the production license management of industrial products. Manage and guide the quality supervision and inspection of fibers and fiber products.
(nine) responsible for the safety supervision and management of special equipment. Comprehensive management, organization and coordination of special equipment safety supervision and supervision. Supervise and inspect the implementation of energy-saving standards for special equipment with high energy consumption and environmental protection standards for boilers. According to the prescribed authority, organize the investigation, handling and statistical analysis of special equipment accidents, and regularly announce the overall situation of special equipment safety to the society.

Establish a supervision and inspection system covering the whole process of food production, circulation and consumption and a hidden danger investigation and management mechanism and organize their implementation. Organize food safety supervision and sampling inspection, risk monitoring, verification and disposal, risk early warning and risk exchange. Organize and implement the supervision and management of the quality and safety of production and processing of special foods and food-related products.

Implement the national legal measurement units and national measurement system, organize the establishment and management of the city's measurement standards and social public measurement standards, and be responsible for organizing the system (revision), approving and issuing local metrological verification regulations and technical specifications. Manage the transmission and comparison of measuring instruments and values, standardize and supervise the measurement behavior of commodity quantity and market.

Organize the formulation and implementation of standardization development strategy, government standardization guiding policies and instructions, and organize the promotion of "Shanghai Standards". Organize and promote the implementation of national standards, industry standards and local standards, promote international standardization activities, and adopt international standards and advanced foreign standards.
