Notice of the Chongqing Municipal People's Government on printing and distributing the measures for the administration of foreign offices in Chongqing

Article 1 In order to strengthen the management of foreign offices in Chongqing, give full play to the role of foreign offices in Chongqing, and promote the contact and cooperation between our city and other places, these Measures are formulated according to the actual situation of this Municipality. Article 2 All foreign institutions in Chongqing (including institutions established in Chongqing by foreign governments and foreign administrative organs, organizations, enterprises and institutions) shall abide by these Measures.

The term "foreign offices in Chongqing" as mentioned in these Measures refers to the administrative liaison and coordination service institutions sent by regions or units, but they are not operating institutions. Article 3 The management office of foreign offices in Chongqing (hereinafter referred to as the Municipal Foreign Affairs Office) is responsible for the service and management of foreign offices in Chongqing. Fourth units directly under the ministries and commissions of the State Council, people's governments at or above the county level (including regional administrative offices, the same below), enterprises, institutions and social organizations can set up offices in our city, and the names of the offices should be standardized accordingly. Article 5 An applicant must have a full-time person-in-charge and office staff in Chongqing, and have a fixed office space and communication equipment. Article 6 To apply for establishing an office in Chongqing, the following materials shall be submitted:

(a) the official letter requesting the early establishment of the office shall specify the name, nature, tasks, organizational level and staffing of the office;

(two) the documents approved by the superior leadership department of the applicant to set up an office in Chongqing (except the people's government at or above the county level);

(three) contracts or other materials for the construction, purchase and lease of office buildings in this Municipality;

(four) the person in charge of the post (entrusted) and his resume. Seventh foreign offices in Chongqing shall be examined and approved in accordance with the following provisions:

(a) the people's governments at or above the prefecture level (regional administrative offices) and the departments directly under the State Council set up offices in this Municipality, which shall be subject to the examination and approval of the municipal government;

(II) People's governments outside the county (city) and administrative institutions at or above the county level, relevant central departments and enterprises managed by the province, audit institutions and units at or above the regimental level shall set up offices in this city, which shall be examined and approved by the Municipal Foreign Affairs Office;

(3) The establishment of offices in radio and television, press and publication, foreign trade, finance, agriculture, health and other departments shall be examined and approved by the relevant municipal competent departments, and copied to the Municipal Foreign Affairs Office for the record;

(4) The offices established by other enterprises and institutions in the relevant districts, cities and counties of our city shall be examined and approved by the relevant district, city and county governments (or authorized departments) and copied to the Municipal Foreign Affairs Office for the record. Article 8 An approved office in Chongqing shall go through the registration formalities with the approval documents within three months, and receive the Registration Certificate of Foreign Offices in Chongqing uniformly produced by the Municipal Foreign Affairs Office before listing for office. Listing is not allowed without a license.

Foreign offices in Chongqing shall go through the formalities of registered permanent residence registration, official seal engraving, bank account opening, telephone registration, building and house purchase with the approval documents and the Registration Certificate of Foreign Offices in Chongqing, and the relevant departments shall provide convenience. Article 9 The main functions of foreign offices in Chongqing are to strengthen ties between regions and units, develop bilateral friendly relations, exchange information, bridge economic and technological cooperation and promote the implementation of cooperative projects.

If a foreign office in Chongqing needs to set up an economic entity to engage in business activities, it may go through the registration formalities in the administrative department for industry and commerce according to the relevant provisions. Article 10 Staffing of foreign offices in Chongqing: The staffing of offices of the people's governments of all provinces, autonomous regions and municipalities directly under the Central Government in the State Council shall not exceed 20; The staffing of regional administrative offices, prefecture-level cities and national offices in Chongqing shall be within 15; The staffing of county-level government, other enterprises, institutions, social organizations, troops and other organs in Chongqing shall be within 10. Article 11 The staff of offices in Chongqing shall register for temporary residence. If it is really necessary, the following offices in Chongqing can apply for collective permanent residence after being audited by the Municipal Foreign Affairs Office and the municipal public security organ. Article 15 The Municipal Foreign Affairs Office shall actively organize and coordinate foreign institutions in Chongqing to carry out horizontal economic joint work, hold information conferences and study, visit and inspection activities in a timely manner, help foreign institutions in Chongqing to solve practical difficulties in their work and safeguard their legitimate rights and interests. Article 16 The Municipal Foreign Affairs Office and the district, city and county governments (or authorized departments) may charge appropriate service fees for their offices in Chongqing, and the standards shall be determined by the municipal price management department.
