In order to thoroughly implement the decision-making arrangements of the CPC Central Committee and the State Council, adhere to the positioning of "houses are used for living, not for speculation", strive to stabilize land prices, house prices and expectations, solve new situations and problems in the real estate market, accelerate the construction of a long-term mechanism for the healthy development of the real estate market, and promote the stable and healthy development of the real estate market, with the consent of the Municipal People's Government, we hereby notify the relevant matters as follows:
First, establish and improve the linkage mechanism of housing prices and land prices. Optimize the rules of land auction, and implement such transfer methods as "price limit, land restriction, competitive construction and competitive quality". Reasonably determine the sales price limit for transferring residential land, and further stabilize land prices, house prices and expectations.
Two, strengthen the management of new commercial housing pre-sale and price filing. In order to stabilize the supply of commercial housing, commercial housing projects must open all the houses at one time within 10 days after obtaining the pre-sale permit. Commercial housing project application price filing is carried out in stages. If the total construction area is less than 50,000 square meters, a one-time application must be made; If the total construction area is more than 50,000 square meters (inclusive), the construction area of each batch shall not be less than 30,000 square meters (except for the later period). Evaluate the price of high-priced real estate. If the average discount rate of transactions within half a year is less than 95%, the filing price of unsold houses will be lowered, and the inflated prices will be resolutely prevented from disturbing market expectations.
Third, strictly supervise real estate development funds. Strengthen the audit of the source of funds for land purchase, and strictly implement the provisions on the use of its own funds for land purchase. Real estate development enterprises that exceed the "three red lines" and have serious dishonesty shall not participate in land bidding, auction and hanging in our city. Strengthen the supervision and inspection of enterprise construction funds to ensure that construction funds are put in place. Strengthen the supervision of pre-sale funds, real estate development enterprises in strict accordance with the relevant provisions of the full deposit and withdrawal of pre-sale funds.
Four, to further improve the commodity housing sales policy. Strictly review the sources of housing funds, prevent residents from misappropriating consumer loans and personal business loans for buying houses, and prohibit non-bank financial institutions from providing housing loans to individuals. Strictly implement the three-year sales policy for newly purchased houses, suspend the sales of newly built commercial houses to non-local residents who own 1 set or above houses in key areas, and resolutely curb speculation in real estate.
Five, strictly implement the allocation and construction of public facilities. Scientifically and rationally allocate and build public facilities to improve the quality of residential services. The public facilities to be built must be planned, constructed, accepted and delivered simultaneously with the residential projects. For those who fail to build public facilities according to regulations, measures shall be taken to stop construction and sales, and the qualification for land purchase of development enterprises and affiliated enterprises shall be suspended.
Sixth, steadily improve the coverage of housing security. Improve the housing security system, gradually expand the scope of housing security, and strengthen the housing security for talents. Implement the spirit of Opinions of the General Office of the State Council on Accelerating the Development of Affordable Rental Housing (Guo Ban Fa [2021] No.22), promote the construction of affordable rental housing in an orderly manner, and gradually solve the housing security for new citizens and young people.
Seven, strictly regulate the real estate market order. Vigorously carry out special rectification of the real estate market, and severely crack down on real estate hoarding, speculation, price increases outside the price, and publishing false advertisements. And increase the penalties for the Internet, self-media and other media to use false statistical data to speculate and publish information that deviates from the positioning of "real estate speculation". Strengthen the construction of the credit system in the real estate industry, put enterprises with serious dishonesty and their legal representatives into the "blacklist" management, and stop their market access qualifications.
Eight, strengthen the linkage control mechanism. Dispatch and judge the real estate market situation every month, analyze and find new situations and problems in time, and constantly improve and use the policy toolbox. Comprehensively compact the main responsibility of local real estate regulation and control, establish a county (district) real estate regulation and control assessment mechanism, ensure the implementation of "one city, one policy" and "one county (district)", and promote the stable and healthy development of the real estate market.

1. The "key areas" in Article 4 of the Notice "Stop selling new commercial housing to non-local residents who own/kloc-0 or more houses in this area" refer to Daya Bay Economic and Technological Development Zone and Huiyang District. In the future, the scope of key areas will be adjusted in time according to market changes.
