Caofeidian is a new economic growth pole around Bohai Sea and an important economic development zone in China. In order to give full play to the technical advantages of geological work in serving the economic and social development, serving the regional planning and construction of Caofeidian, and ensuring the safety of major projects, since 2007, the provincial and ministerial departments have cooperated to carry out the investigation and evaluation of geological environment protection for the regional development of Caofeidian, providing a reliable geological basis for the scientific and rational development of Caofeidian.

First, the basic situation of Caofeidian Development Zone

Caofeidian New District is located in the southern coastal area of Tangshan City, Hebei Province. It is a new administrative region established in Hebei Province from June, 5438 to October, 2008, with a planned area of 1943.7 square kilometers, including Caofeidian Industrial Zone, Caofeidian International Eco-city, Nanbao Economic Development Zone and Haigang Economic Development Zone. In 2008, the state approved Caofeidian Industrial Zone as a national circular economy demonstration zone. 20 10 Caofeidian new area, as the most important part of Hebei coastal economic zone, has been included in the national development strategy.

The most obvious physical and geographical feature of Caofeidian is that there is a deep trough facing the sea and a tidal flat on the back of the land. It is the only "diamond-class" port site in Bohai Bay that can build a 300,000-ton large berth without excavating the waterway and harbor basin, and is known as the "land of national treasures". The natural conditions are superior, the industrial base is good, the late-comer advantage is outstanding, and the infrastructure is basically perfect. 20 10, the daily average investment in infrastructure construction reached more than 400 million yuan. Its industrial planning should build "four bases", namely, world-class steel base, energy base, chemical base and heavy equipment manufacturing base, and "two centers", namely, international modern logistics center and national strategic material reserve center. The geological environment conditions of Caofeidian New District are relatively good in the coastal areas of Bohai Bay, and the geological environment capacity for carrying large-scale engineering construction is large. However, there are major geological environment problems that cannot be ignored, namely, active faults and regional crustal stability, land subsidence, coastal and seabed geological stability, water resources shortage, and the contradiction between supply and demand is prominent.

Two, the provincial cooperation to carry out the investigation and evaluation of geological environment protection in Caofeidian regional development.

In order to give full play to the technical advantages of geological work in serving economic and social development, regional planning and construction in Caofeidian and ensuring the safety of major projects, from 2007 to' 20 10, the provincial government invested 45.2 million yuan to carry out the investigation and evaluation of geological environment protection in Caofeidian regional development. Work objectives: first, the geological safety guarantee of construction engineering; The second is the security of resources and environment. In terms of work arrangement, we should follow the ideas of overall planning of foundation and major issues, overall planning of land and sea, combination of multi-discipline and multi-technology, and combination of Industry-University-Research. Survey area: 7,750 square kilometers, including 4,900 square kilometers of land area and 2,850 square kilometers of sea area. After nearly four years' investigation and study by more than 80 professional and technical personnel from 25 geological exploration, oceanography, universities and scientific research units in Hebei Province and the central government/KLOC-0, the following nine stages of achievements have been achieved by using the three-dimensional survey method of land, sea and air, with multi-means, multi-specialty and multi-discipline joint research: First, important progress has been made in active fault detection and crustal stability evaluation; Secondly, the accurate location and activity of faults are monitored and studied by microseismic stations; The third is to improve the monitoring network and master the characteristics and main control factors of land subsidence; Fourthly, grasp the degree of interaction between land reclamation project and ocean hydrodynamic environment; Fifthly, the dynamic changes of erosion and deposition in the deep groove of the store head are mastered. The overall scouring trend of the deep groove in the shop head is slight, with the maximum scouring depth of 1.5m in 2007-2008 and 42.25m in 20 10, 2.9m larger than that in 2007, with an average scouring depth of about 2m. Sixth, the suitability investigation of engineering construction serves the planning and site selection; Seventh, delimit and evaluate two remote emergency water sources; Eighth, preliminary assessment of geothermal energy resources "home"; Nine is to carry out the evaluation of resources and environmental carrying capacity, the functional zoning of geological environment, and the evaluation of geological environment suitability of different functional land; The tenth is to build a comprehensive monitoring network of geological environment in Caofeidian area, and the established three-dimensional visual information system is put into trial operation in the industrial and information exhibition hall of Caofeidian Industrial Zone.

The third is to explore a new mechanism for project operation to provide better services for regional planning and construction.

(1) Implement the "two improvements" and establish an interactive mechanism between supply and demand throughout the implementation of geological survey projects. In the whole process of project implementation from project demonstration to achievement acceptance, local governments and relevant departments are invited to participate, listen to opinions and find out the needs. The local land and resources bureau specially appoints a person in charge of the unit to contact the project team to coordinate and solve the working conditions, data collection, external environment and other problems in the project implementation.

(2) Active and timely service. Report the progress and achievements of the project to the relevant departments of the local government in a timely manner, and the survey results will be incorporated into government management. Invite experts and relevant departments of local government and municipal (district, county) Land and Resources Bureau to consult on the objectives, tasks and contents of the project. China Geological Survey held technical cooperation talks with Hebei Provincial Department of Land and Resources, Tangshan Municipal Government and Caofeidian New District Management Committee, and held a symposium on geological survey of coastal economic zone (Tangshan) in Caofeidian.

(3) Regularly report the work progress to the local land and resources department and Caofeidian New District Management Committee. From June 5438 to October 2008 10, the phased achievements were handed over to the management Committee of Caofeidian New District, and some achievements were applied in time. The results of the project provide a direct basis for the site selection of Caofeidian International Eco-city, and have an important reference role for further project planning.
