The specific contents of the Regulations on the Administration of Geographical Names

The naming of place names shall follow the following provisions:

(a) is conducive to people's unity and socialist modernization, respect the wishes of the local people, and reach a consensus with all parties concerned.

(2) Generally, names are not given by people. It is forbidden to use the names of state leaders as place names.

(3) Names of counties and cities above the national level, names of townships and towns within counties and cities, names of streets within towns, and names of villages within townships shall not be duplicated, and homonyms shall be avoided.

(four) the names of stations, stations, ports and venues with geographical names used by various professional departments should generally be unified with local geographical names.

(5) Avoid using uncommon words. The renaming of place names shall meet the following requirements:

(1) Any place name that undermines China's territorial sovereignty and national dignity, is discriminatory, hinders national unity, insults the working people, is extremely vulgar, and violates national policies and policies must be renamed.

(two) names that do not meet the requirements of the third, fourth and fifth paragraphs of Article 4 of this Ordinance shall be renamed after obtaining the consent of relevant parties and local people.

(3) If more than one person writes in one place, a unified name and characters shall be determined.

(four) the names that do not obviously belong to the above scope can be changed or not, and the local people do not agree to change them. The examination and approval authority and procedures for naming and renaming place names are as follows:

(a) the naming and renaming of the names of administrative divisions shall be handled in accordance with the provisions of the State Council Municipality on the administration of administrative divisions.

(2) The names of natural geographical entities, such as mountains, rivers and lakes, which are famous at home and abroad or involve more than two provinces (autonomous regions and municipalities directly under the Central Government) shall be proposed by the people's governments of the provinces, autonomous regions and municipalities directly under the Central Government and submitted to the State Council for examination and approval.

(3) The people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall put forward their opinions on the trend of national boundaries and the boundaries of ownership of maritime islands, as well as the names of physical geographical entities and residential areas included in border treaties and protocols, and submit them to the State Council for examination and approval.

(four) in the scientific investigation, the naming of new geographical entities in the international public domain shall be proposed by the competent department and submitted to the State Council for approval.

(five) the names of stations, stations, ports and venues with geographical names used by various professional departments shall be examined and approved by various professional departments after obtaining the consent of the local people's government.

(6) The names of city streets shall be examined and approved by the people's governments of municipalities, cities and counties directly under the central government.

(seven) other place names, the people's governments of provinces, autonomous regions and municipalities directly under the central government shall stipulate the examination and approval procedures.

(eight) the naming and renaming of place names can be undertaken by the place name organization or the unit that manages place names, and can also be undertaken by other departments; Other departments to undertake, shall solicit the opinions of the place name institutions or place name management institutions. The names approved and reviewed by the people's governments at all levels shall be collected and published by the place name institutions. Among them, the names of administrative divisions can be collected and published by the civil affairs department.

The publication of translations of foreign geographical names needs to be examined and approved by China Geographical Names Committee or compiled by China Geographical Names Committee. When using place names by various organs, organizations, military units, enterprises and institutions, the place name book edited and published by the place name institution or the civil affairs department shall prevail. Article 1 These Detailed Rules are formulated in accordance with the Regulations on the Administration of Geographical Names (hereinafter referred to as the Regulations).

Article 2 These Rules shall apply to the naming and renaming of place names, the standardization of place names, the use of standard place names, the setting of place name signs and the management of place name files.

Article 3 The names of physical geographical entities mentioned in these Regulations include the names of mountains, rivers, lakes, seas, islands and reefs, beaches, headlands, bays, waterways and topographical areas. Names of administrative divisions, including names of administrative regions at all levels and areas under the jurisdiction of agencies of people's governments at all levels; Names of residents, including names of towns, districts, development zones, natural villages, agriculture, forestry, animal husbandry, fishing spots, streets, lanes, residential areas, buildings (including building numbers and door numbers) and building numbers; The names of stations, stations, ports and venues with geographical names used by various professional departments also include the names of places of interest, historical sites, tourist sites, enterprises and institutions.

Article 4 The task of place name management is to gradually realize the national standardization of place names and the standardization of translation and writing of place names at home and abroad through various administrative functions and technical means of place name management in accordance with the national guidelines, policies and regulations on place name management, so as to serve socialist construction and international exchanges.

Article 5 The State implements a system of unified management and graded responsibility for geographical names.

Article 6 The Ministry of Civil Affairs is the competent department for the administration of geographical names throughout the country. Its duties are: to guide and coordinate the management of geographical names throughout the country; Formulate a national work plan for geographical names; Review the naming and renaming of geographical names; Review and organize the preparation of national standard place names and reference books; To guide and supervise the popularization and use of standard place names; Managing geographical names, signs and files; Supervise and coordinate the management of place names used by professional departments.

Seventh civil affairs departments at or above the county level (or geographical names committee) shall be in charge of the work of geographical names in their respective administrative areas. Its duties are: to implement the national guidelines, policies, laws and regulations on geographical names; Implement the national geographical names work plan; Review and undertake the naming and renaming of local place names; Promote the standardization and standardization of geographical names; Set up place name signs; Managing the files of geographical names; Complete the task of geographical names in other countries. Article 8 The naming of place names shall follow the following principles in addition to the provisions of Article 4 of the Regulations:

(1) Conducive to national unity, sovereignty and territorial integrity.

(two) reflect the local cultural or physical and geographical characteristics.

(three) the use of standardized Chinese characters or minority languages.

(four) not to name the place names of China after the names and places of foreigners.

(5) The names of administrative regions at or above the county level where people's governments are not in the same town shall not be the same.

County (city, district) township, street office, township, town village, town street, lane, residential area and other names may not be duplicated;

The names of famous natural geographical entities in China should not be duplicated;

Within the administrative areas of provinces, autonomous regions and municipalities directly under the Central Government, the names of more important physical geographical entities shall not be repeated;

Avoid using homophones for the above-mentioned place names that are not suitable for renaming.

(six) the names of famous natural geographical entities such as mountains and rivers shall not be used as the exclusive names of administrative regions;

Where the scope of a physical geographical entity is beyond the administrative area, its name shall not be used as the exclusive name of the administrative area.

(seven) counties, cities and municipal districts are not named after the proper names of the non-resident villages and towns of the people's governments within their respective jurisdictions.

(eight) townships, towns and sub-district offices should generally be named after the resident and sub-district offices of the Township People's Government.

(nine) the newly built and rebuilt city streets and residential areas should be named according to the requirements of hierarchy, serialization and standardization.

Ninth in addition to the "Regulations" provisions of article fifth, does not meet the provisions of article eighth (four), (five), (seven) and (eight) of these rules, the name should be changed in principle. The name that needs to be changed should be gradually adjusted with the needs of urban and rural development.

Tenth names, renamed the examination and approval authority in accordance with the "Regulations" sixth (a) to (seven) the provisions of the implementation.

Eleventh when reporting the naming and renaming of a place name, the reasons for naming and renaming, the meaning and source of the old name to be abolished and the new name to be adopted shall be explained together.

Article 12 The naming and renaming of place names shall be undertaken by the place name management department. The naming and renaming of the names of administrative regions shall be undertaken by the administrative divisions and place name management departments through consultation.

The professional department is responsible for the naming and renaming of place names, but it should obtain the consent of the local place name management department in advance. Thirteenth names that meet the requirements of the Regulations on the Administration of Geographical Names and are approved by the people's governments at or above the county level or the competent professional departments are standard names.

Fourteenth standard place names are composed of proper names and generic names in principle. Generic names should reflect the geographical attributes (categories) of geographical entities. Don't use general noun groups as place names alone. The specific technical requirements shall be subject to the technical specifications formulated by the Ministry of Civil Affairs.

Article 15 In Chinese place names, dialect and common words are generally replaced by common words with the same or similar pronunciation (or meaning). Common names and words with certain geographical or special significance in the original names can be retained after the pronunciation is examined and approved by the State Language Committee.

Article 16 The names of ethnic minority autonomous areas and ethnic townships generally consist of regional proper names, national full names (including the word "nationality") and generic names of corresponding autonomous areas. The names of ethnic autonomous areas composed of several ethnic minorities shall list the titles of at most three ethnic minorities.

Article 17 Translation and Writing of Place Names in Minority Languages (1) On the basis of the spoken and written languages of the minority nationalities, Chinese characters are transliterated and written according to their standard (common) pronunciation and Putonghua reading. Generally speaking, the established translation of Chinese characters will not change.

(two) different ethnic groups have different titles and no Chinese names, and the local place name management department shall, after soliciting the opinions of the relevant ethnic minorities, choose a widely used local language title to translate and write Chinese characters.

(3) When translating and writing the names of minority languages, we should try our best to use common words and avoid using polyphonic words, derogatory words and words that are easy to cause ambiguity.

(4) The mutual translation and writing of place names in minority languages shall be based on the standardized languages of the ethnic group and other ethnic groups, or on the place names spelled with Chinese phonetic alphabet.

(five) the specific technical requirements for the translation and writing of minority language names are based on the relevant norms formulated by the Ministry of Civil Affairs in consultation with the relevant departments of the State Council or approved by the Ministry of Civil Affairs.

(a) the Chinese translation of foreign place names, except for a few commonly used translations, shall be based on the official language and standard pronunciation of the country; For countries with more than two official languages, the language of the language area to which the place name belongs shall be taken as the basis. The Chinese translation of the names of geographical entities in the international public domain is based on the standard names promulgated by relevant United Nations organizations or international organizations.

(2) The pronunciation of Putonghua shall prevail in the translation and writing of Chinese characters of foreign place names, and the pronunciation of dialects shall not prevail.

Try to avoid using polyphonic words, uncommon words and derogatory words.

(3) transliteration of proper names in foreign languages, and general free translation of common names.

(4) According to the principle of "convention", the generic names of foreign place names in the original Chinese translation are retained.

(five) the specific technical requirements for the translation and writing of foreign place names are based on the foreign place name translation norms formulated by the state administrative department of place names. The translation of foreign geographical names is based on the geographical names in the Geographical Names Translation Manual compiled or approved by the national geographical names administration department.

Article 19 Roman alphabet spelling of place names in China (1) The Chinese Pinyin Scheme is the unified standard for spelling place names with Roman alphabet in China. It is not only applicable to Chinese and other minority languages in China, but also to English, French, German, Spanish, Esperanto and other languages written in Roman letters.

(two) China place names in accordance with the "spelling rules of Chinese phonetic alphabet of China place names" (part of China place names).

(3) The names of ethnic minorities are spelled in accordance with the provisions of the Roman alphabet spelling and code of the names of ethnic groups in China formulated by the State Bureau of Technical Supervision.

(4) Mongolian, Uyghur and Tibetan place names and minority place names written in Mongolian, Uyghur and Tibetan shall be transliterated and spelled according to the Chinese phonetic alphabet of minority place names.

(five) the names of other minority languages shall, in principle, be spelled in Chinese in accordance with the "Rules for the Spelling of Chinese Phonetic Alphabet of Geographical Names in China (Part of Geographical Names in China)".

(6) The names of Taiwan Province Province, Hongkong and Macau shall be spelled in accordance with the relevant provisions of the state.

(seven) the specific norms for the spelling of Roman letters of place names shall be revised by the Ministry of Civil Affairs in consultation with the relevant departments of the State Council. Twentieth names management departments and professional departments at all levels shall promptly announce the approved standard names to the public and promote their use.

Twenty-first place name management departments and professional departments at all levels are responsible for the preparation of various standardized place name publications in their respective administrative regions or systems, and provide legal place names to the society in a timely manner. Other departments shall not compile standardized place name reference books.

Article 22 The names used in the announcements, documents, certificates, films, trademarks, advertisements, plaques, maps and publications of government organs, armed forces, organizations, enterprises and institutions shall be based on the officially published standard names (including standardized translations) and shall not be changed without authorization.

Twenty-third foreign place names that have not been published and standardized shall be translated and written by the users of place names in accordance with the translation rules formulated by the national place name administration department. Twenty-fourth administrative boundaries, urban streets, residential areas, buildings, courtyards, natural villages, main roads and bridges, memorial sites, cultural relics, scenic spots, stations, ports, venues and important natural geographical entities should be set up with geographical names. Signs of similar place names in a certain area should be unified.

Article 25 The main contents of place name signs include: standardized writing format of Chinese characters for standard place names; Standardized spelling forms of Chinese Pinyin for standard place names. Ethnic autonomous areas that are used to writing place names in their own national languages can standardize the writing forms of their own national languages in accordance with the relevant provisions of the Law on Regional National Autonomy.

Twenty-sixth place name signs are set up and managed by the local place name management department. Among them, streets, lanes, buildings and house numbers are managed by the competent department of place names. Where conditions are not yet ripe, the competent department of geographical names should actively obtain the cooperation of relevant departments, do a good job in sign management, and gradually realize unified management. Geographical name signs with geographical names used by professional departments shall be set up and managed by the administrative department of geographical names in conjunction with relevant professional departments.

Twenty-seventh local people's governments may, according to the specific circumstances, allocate the expenses required for the establishment and management of geographical names, or raise funds through the investment of beneficiary units or project budget expenditures. Twenty-eighth national place name archives work under the unified guidance of the Ministry of Civil Affairs, by the place name archives management departments at all levels. The work of place name archives accepts the guidance and supervision of the archives management department in business.

Twenty-ninth names file management departments at all levels to save the number of names files shall not be less than the number stipulated by the people's government at the same level.

Thirtieth names archives management norms, should implement the relevant provisions formulated by the Ministry of Civil Affairs and the State Archives Bureau.

Thirty-first place name archives management departments at all levels shall actively carry out place name information consulting services under the principle of observing the state secrecy provisions. Thirty-second place name management departments at all levels should strengthen the management, supervision and inspection of place name work. Units and individuals who arbitrarily name, rename or use nonstandard place names shall issue a Notice of Illegal Use of Place Names, and make corrections within a time limit; If it fails to change within the time limit or if the circumstances are serious, it will be punished by the place name management department according to the relevant provisions.

Article 33 Place names are the legal symbols of the country. Damage to the names of signs, names management departments should be ordered to make compensation; For theft, intentional damage or unauthorized movement of geographical names, the administrative department in charge of geographical names shall report to the relevant departments and be punished according to the regulations of the people's Republic of China on administrative penalties for public security; If the circumstances are bad and the consequences are serious, and the criminal law is violated, criminal responsibility shall be investigated according to law.

Thirty-fourth local people's governments shall commend or reward units and individuals that have made contributions to the promotion and use of standard geographical names and the protection of geographical names. Article 35 The people's governments of provinces, autonomous regions and municipalities directly under the Central Government may, in accordance with these Detailed Rules, formulate measures for the administration of geographical names in their respective administrative areas.

Article 36 The Ministry of Civil Affairs shall be responsible for the interpretation of these Detailed Rules.

Article 37 These Rules shall come into force as of the date of promulgation.
