First, according to the new medical reform plan "Opinions on Deepening the Reform of the Medical and Health System" issued by the state on April 6, 2009, the five key tasks in the next three years include accelerating the construction of the basic medical security system in urban and rural areas, initially establishing the basic drug system, improving the basic medical service system in urban and rural areas, and promoting the equalization of basic public health services and the pilot reform of public hospitals. Therefore, the establishment of national health records has become the primary task.
The second is to realize the interconnection and data sharing of regional health information. At present, medical and health informatization is still in the state of independent development and construction, which may become an information island. Therefore, regional health informatization must realize interconnection and data sharing including maternal and child, family planning and first aid system.
The third is to realize the rational distribution of urban and rural medical resources. The distribution of medical resources is very unreasonable, and most of them are concentrated in big cities and rural areas.
