Law of the People's Republic of China on Road Traffic Safety Article 5 The public security department of the State Council is in charge of the management of road traffic safety throughout the country. The traffic administrative department of the public security organ of the local people's government at or above the county level shall be responsible for the management of road traffic safety within their respective administrative areas.
