Regulations on Environmental Protection of Electromagnetic Quiet Zone of 500m Spherical Radio Telescope in Qiannan Buyi and Miao Autonomous Prefecture (revised in 20 19)

Article 1 In order to strengthen the environmental protection of electromagnetic wave quiet zone of 500-meter spherical radio telescope (hereinafter referred to as radio telescope) in Qiannan Buyi and Miao Autonomous Prefecture, and ensure the environmental safety of radio telescope operation, these Regulations are formulated in accordance with the provisions of People's Republic of China (PRC) Environmental Protection Law, Guizhou Radio Management Regulations and other laws and regulations. Article 2 Environmental protection and related activities in the electromagnetic quiet zone of radio telescopes (hereinafter referred to as the electromagnetic quiet zone) shall abide by these regulations. Article 3 The term "electromagnetic quiet zone" as mentioned in these Regulations refers to the protected area designated to ensure the electromagnetic environment necessary for the normal operation of radio telescopes, with the radio telescope site as the center, a radius of 5 kilometers as the core area, a middle area of 5 kilometers to 10 kilometers, and a remote area of 10 kilometers to 30 kilometers.

The core area is forbidden development zone, the middle area is restricted development zone, and the remote area is moderate development zone. Article 4 The principle of scientific management, security, resource protection and development promotion shall be applied to environmental protection in electromagnetic wave silent areas. Article 5 The people's governments of autonomous prefectures and the people's governments at the county level where electromagnetic quiet areas are located shall strengthen their leadership in environmental protection and management of electromagnetic quiet areas, establish a comprehensive coordination management mechanism and an emergency management mechanism, and prepare plans for land space, environmental protection and development, and the required funds shall be included in the fiscal budget at the same level. Article 6 The people's governments of the Autonomous Prefecture and the people's governments at the county level where the electromagnetic wave silent zone is located shall, in accordance with the relevant provisions, do a good job in the organization and management of scientific research, popular science, investigation, visit, culture, tourism and other activities in the electromagnetic wave silent zone.

The people's government at the county level where the electromagnetic wave silent zone is located is responsible for setting up warning, guidance, tourist information and other signs at important traffic nodes in the electromagnetic wave silent zone. Seventh Autonomous Prefecture People's government and the people's government at the county level where the electromagnetic wave quiet zone is located shall do a good job in network information security related to radio telescopes. Eighth Autonomous Prefecture People's government and the administrative department of science and technology of the people's government at the county level where the electromagnetic wave quiet zone is located shall be responsible for the environmental protection and management of the electromagnetic wave quiet zone.

The relevant departments and units of electromagnetic environment protection for radio telescopes shall, in accordance with their respective responsibilities, do a good job in environmental protection and management of electromagnetic quiet areas. Ninth provincial radio authorities stationed in the national radio management agencies to undertake the specific work of electromagnetic environmental protection in electromagnetic quiet zones. Tenth Autonomous Prefecture People's government and the people's government at the county level where the electromagnetic wave quiet area is located shall strengthen the propaganda work of environmental protection in the electromagnetic wave quiet area.

September 25th every year is Astronomical Science Popularization Day in Autonomous Prefecture. Eleventh citizens, legal persons and other organizations have the obligation to protect the environment of the electromagnetic quiet zone, and have the right to supervise, discourage and report violations of the provisions of these regulations.

Units and individuals that have made outstanding contributions to environmental protection shall be rewarded by the people's government of the Autonomous Prefecture and the people's government at the county level where the electromagnetic wave quiet zone is located. Article 12 Autonomous Prefecture People's Government and the people's government at the county level where the electromagnetic wave quiet zone is located shall strengthen the protection of vegetation, water bodies and landforms in the electromagnetic wave quiet zone, organize the formulation and implementation of geological disaster prevention and control plans and meteorological disaster prevention and control plans in the electromagnetic wave quiet zone, establish a forest fire prevention joint defense mechanism, and strengthen the construction of fire control infrastructure.

The core area is a perennial fire-forbidden area for forest fire prevention, and the middle and remote areas are key fire prevention areas. Thirteenth local public welfare forests and forest rights owners in core areas apply for compensation for commercial forests with reference to the management of national public welfare forests, and the insufficient subsidy funds shall be borne by the local people's governments at the county level. Article 14 The people's government at the county level where the electromagnetic wave silent zone is located shall incorporate the cultivated land with a slope of 15 degree or above in the core area into the plan of returning farmland to forests and organize its implementation. Fifteenth core areas prohibit the following acts:

(a) the construction of projects that have an impact on the electromagnetic environment of radio telescopes or facilities that radiate radio waves;

(two) logging, hunting, reclamation, burning and other activities that damage the environment;

(3) Dumping, spilling or piling up solid waste;

(four) other acts as prescribed by laws and regulations. Sixteenth construction projects that have an impact on the electromagnetic environment, the installation and use of radio stations in the middle area or the construction of facilities that radiate radio waves shall meet the requirements of electromagnetic environment protection of radio telescopes; The project construction unit must solicit the opinions of the radio telescope management unit and obtain the consent of the competent radio department of the provincial people's government. Without consent, the project examination and approval unit shall not approve. Seventeenth in remote areas, the installation and use of radio stations or the construction of facilities for transmitting radio waves shall be analyzed and demonstrated. If the demonstration has an impact on the normal work of the radio telescope, it shall not be erected, used or built; Major project construction, the project construction unit shall solicit the opinions of the competent radio department of the provincial people's government. Article 18 The examination and approval of new projects in middle and remote areas shall be carried out by the state people's government in accordance with the relevant protection requirements of electromagnetic wave silent areas, and the examination and approval of major projects shall be carried out in accordance with relevant regulations. Nineteenth autonomous prefecture people's government and the relevant departments of the people's government at the county level where the electromagnetic wave quiet zone is located shall do a good job in the inspection and investigation of the electromagnetic wave quiet zone.
