Detailed rules for the implementation of Zhoushan city appearance and environmental sanitation management
In order to strengthen the management of city appearance and environmental sanitation, create a clean, orderly, harmonious and beautiful city environment, and create a good image of the city, these rules are formulated in accordance with the Implementation Measures for the Management of City Appearance and Environmental Sanitation in Zhejiang Province (Decree No.51of the provincial government) and relevant laws and regulations, and combined with the actual situation of this Municipality.
I. General principles
Article 1 All units and individuals in the urban area of this Municipality shall abide by these rules.
Article 2 The work of city appearance and environmental sanitation shall follow the principles of unified leadership, graded responsibility and the combination of professional management and mass management.
City, county (District) urban construction, public security, industry and commerce, health, environmental protection and other departments and the town people's government (street offices) shall be responsible for the management of city appearance and environmental sanitation within their respective administrative areas.
City, county (District) sanitation, urban construction supervision and other departments entrusted by the administrative department of city appearance of the people's government at the same level, specifically responsible for the daily cleaning, cleaning and supervision and management of city appearance and environmental sanitation.
Third city appearance and environmental sanitation supervision and management personnel have the right to supervise and inspect the city appearance and environmental sanitation work within their respective administrative areas. When performing official duties, supervisors and managers should take the initiative to produce corresponding certificates and wear obvious signs of law enforcement.
The relevant administrative departments shall regularly train the supervisory and administrative personnel to improve their law enforcement level and management ability according to law.
Article 4 The people's governments of cities and counties (districts) shall incorporate the cause of city appearance and environmental sanitation into the overall urban planning and the national economic and social development plan, and organize their implementation. City appearance and environmental sanitation work into the county (District) people's government leadership term target responsibility system. County (District) people's governments should adjust measures to local conditions, actively explore new ways to strengthen the management of city appearance and environmental sanitation, reform the management system, innovate management methods, and take measures to gradually improve and improve the working conditions and wages and benefits of city appearance and environmental sanitation workers.
The funds needed for the cause of city appearance and environmental sanitation shall be allocated by the people's governments of cities and counties (districts). Units and individuals that have made outstanding achievements in the work of city appearance and environmental sanitation shall be commended and rewarded by the people's governments at all levels.

All units and individuals have the right to enjoy a clean, orderly, harmonious and beautiful urban environment, have the obligation to improve the city appearance and environmental sanitation and care for public health facilities, and have the right to supervise, report and accuse acts that violate the provisions of these rules. Any unit or individual shall respect the work of the city appearance and environmental sanitation staff, and shall not unreasonably obstruct the city appearance and environmental sanitation staff from operating according to the provisions, or obstruct the city appearance and environmental sanitation supervision and management personnel from performing their official duties according to law.
Second, the city management
Sixth new construction, expansion and renovation of buildings and facilities shall conform to the standards of city appearance stipulated by the state and the provisions of the city planning and city appearance management.
Seventh existing buildings should be kept clean, beautiful and in good condition. In the balconies and windows of buildings facing the street on urban main roads, no articles that hinder the appearance of the city shall be piled up or hung. Buildings and structures with damaged appearance along the street shall be renovated in time according to the standards of urban appearance to meet the requirements of street view.
Eighth units and individuals engaged in production, distribution, service and other business activities along the street shall apply to the relevant departments for registration or go through the examination and approval procedures according to law. Operators shall engage in production and business activities within the approved business scope and shall not exceed the business scope. Street buildings must have enough space to set up food stalls and shops, and must not occupy public land as business premises. The building structure must have special facilities for treating or stacking oil fume, waste water, waste gas, noise and solid waste, complete facilities for water supply, drainage, smoke elimination and pollution prevention, and meet the requirements of hygiene, environmental protection, public security and fire control. No service industries such as catering, entertainment, car washing, etc. with high noise, high fume and high vibration, which seriously affect the living environment of citizens, shall be established in residential areas.
Article 9 It is forbidden to occupy roads without authorization, and it is forbidden to operate across doors. Shops should be bounded by shop doors. Simple houses or other facilities, such as iron pavilions and sheds, shall not be built without authorization, and materials and dregs piled up on urban roads shall not be occupied without authorization. Temporary stacking of materials, occupation of roads, erection of non-permanent buildings, structures and other facilities on both sides of roads and public * * * venues shall be approved by the competent administrative department of city appearance, and examination and approval procedures shall be handled in accordance with relevant regulations.
Tenth it is forbidden to occupy the roads on both sides of the main roads in urban areas or to hang air-conditioning compressors and exhaust fans below two meters from the street walls.
Eleventh regulate the parking order of vehicles. Bicycles, motorcycles and tricycles should be parked in designated places, which are relatively centralized and orderly. Motor vehicles and non-motor vehicles should go their own way, and don't occupy the road. Bicycles, tricycles, motorcycles and cars parked by street units and employees shall be solved internally by each unit. Bicycles and motorcycles parked in front of shops are managed by units (individuals) along the street or by personnel entrusted by the company. Standardize the operation order of taxis and tricycles, and passenger vehicles should pick up and drop off passengers at set stations. Non-motor vehicles and motorcycles parked on the street shall not exceed the designated boundaries, and the front faces shall be unified. The unified direction of the front of each road is designated and managed by the public security traffic police department. The capacity of all kinds of passenger and freight vehicles driving in urban areas must be clean and tidy. Don't honk your horn in the city.
Twelfth outdoor advertisements, neon lights, placards, galleries, posters, signboards, newspaper reading columns, advertising columns, publicity columns, etc. The approved setting shall be healthy in content, standardized in words, beautiful in appearance, neat and firm, and coordinated with the street view. Where the colors are eroded and obsolete, endangering public safety, the relevant units and individuals shall promptly repair, reinforce or dismantle them.
Thirteenth large-scale outdoor advertising must be approved by the administrative department of city appearance and environmental sanitation of the people's government at or above the county (District) or its entrusted unit, and go through the formalities for the registration and approval of advertising content in the industrial and commercial department. No unit or individual is allowed to set up, post, scribble or depict posters such as slogans and advertisements on street trees, poles, buildings and structures without authorization.
Fourteenth the establishment of a temporary trading market, holding commodity fairs, social culture, consulting and other activities, the organizer should go through the examination and approval procedures at the relevant departments.
Fifteenth city roads and residential areas shall not set up aluminum alloy, stainless steel, stone and other processing plants, waste recycling shops. Relevant functional departments should strengthen the management of such shops, establish corresponding business and processing places, introduce stalls into the market, and standardize their operations.
Article 16 It is forbidden to dry clothes on urban roads and public places with the help of guardrails, telephone poles and trees.
Seventeenth engineering construction must be carried out within the approved scope; Street space and facade decoration must be covered with guardrail or cloth; Construction materials shall be neatly stacked, and sewage in the site shall not flow out. After the completion of the project, temporary facilities must be removed, materials removed and the site leveled.
Three. Urban environmental sanitation management
Eighteenth urban environmental sanitation facilities should be coordinated, beautiful, clean and tidy, and meet the relevant urban environmental sanitation standards stipulated by the state.

Twentieth approved by the relevant departments of environmental sanitation facilities construction projects, no unit or individual shall obstruct the construction. When building or rebuilding environmental sanitation facilities, the city appearance and environmental sanitation management department must participate in the planning, design review and final acceptance, and unqualified facilities shall not be delivered for use. The establishment of domestic garbage houses in newly-built residential areas and multi-storey and high-rise buildings shall meet the requirements of environmental sanitation management, and vehicle passages shall be built to facilitate residents' delivery and removal operations.
Twenty-first no unit or individual may occupy, damage, dismantle, move or close sanitation facilities. If demolition is really necessary due to urban construction, the construction unit must put forward a demolition plan in advance, and with the consent of the administrative department of city appearance and environmental sanitation of the people's government at or above the county (district) or its entrusted unit, it shall be built first and then demolished or rebuilt in situ. The sanitation facilities built or set up by the construction unit can transfer the property right to the management owner or the sanitation management department, and sign a warranty contract. Property units should strengthen the management of sanitation facilities, and regularly clean, repair and update according to regulations.
Twenty-second environmental sanitation management responsibilities of various places in the city should be strictly implemented in accordance with the provisions of DecreeNo.. Each responsible unit may entrust a professional sanitation unit to act as a paid agent for environmental sanitation work within its scope of responsibility, or conduct external bidding and negotiation according to the market-oriented operation mode. Before construction, the construction unit shall declare the disposal plan of domestic garbage and feces to the sanitation management department, and if it entrusts the sanitation department to dispose of it, it shall pay a certain amount of removal and disposal expenses. Temporary buildings (sheds) approved for construction, the construction unit shall set up containers for domestic garbage and feces, and the sanitation department shall timely remove and dispose of them. All units and individuals shall dump garbage and feces at the time, place and manner specified by the administrative department of city appearance and environmental sanitation, and it is strictly prohibited to dump garbage and feces indiscriminately.
