4. Have the office equipment needed to carry out the bidding agency business.
5. Have the ability to independently prepare bidding documents and effectively organize corresponding professional bid evaluation.
(two) to apply for the qualification of a class A communication construction project bidding agency, in addition to the above basic conditions, it shall also meet the following conditions:
1. Qualification of relevant person in charge: the person in charge of the unit should have intermediate or above professional title or equivalent professional level; The technical person in charge of the unit should have more than 8 years of communication construction management experience, and have intermediate technical titles or equivalent professional level.
2. Requirements for technical and economic managers: The unit shall have at least 20 technical and economic managers with junior titles or above or equivalent professional level in communication and related majors, including at least 3 senior engineers, at least 2 senior economic titles and at least 10 engineers. Among all kinds of professional and technical personnel, there are not less than 5 people with qualification certificates for budgetary estimate of communication construction projects.
3. Requirements for the expert database of bid evaluation: The expert database of bid evaluation shall be no less than 8 majors, and each major shall have no less than 65,438+05 people.
4. Registered capital: the registered capital is not less than 6,543,800 yuan.
5. Achievements: In the past two years, the accumulated bid-winning amount of the project subject to agency bidding is more than 500 million yuan, which has a good social reputation.
(3) To apply for the qualification of a second-level communication construction project bidding agency, in addition to the basic conditions for the qualification of a communication construction project bidding agency, the applicant shall also meet the following conditions:
1. Qualification of relevant person in charge: the person in charge of the unit should have intermediate or above professional title or equivalent professional level; The technical person in charge of the unit should have more than 6 years of communication construction management experience, and have intermediate technical titles in communication and related majors or equivalent professional level.
2. Requirements for technical and economic managers: There shall be no less than 10 engineering technical and economic managers with junior professional titles or above or equivalent professional level in communications and related majors, including no less than 1 person for senior engineers, no less than 4 engineers, no less than 1 person for senior economic series titles and no less than 2 for intermediate economic series titles. Among all kinds of professional and technical personnel, there are not less than 3 people who hold the qualification certificate of communication construction project budget.
3. Requirements for the expert database of bid evaluation: The expert database of bid evaluation shall be no less than 5 majors, and each major shall have no less than 65,438+05 people.
4. Registered capital: the registered capital is not less than 500,000 yuan.
5. Achievements: In the past two years, the total bid-winning amount of the agent bidding project is more than 200 million yuan, which has a good social reputation, except for applying for Grade B qualification for the first time.
I. Application procedures
1. To apply for the qualification of a tendering agency for communication construction projects, the following materials shall be submitted:
(1) Application Form for Qualification of Bidding Agency for Communication Construction Project.
(2) A copy of the business license of the enterprise as a legal person or the industrial and commercial pre-registration document, or a copy of the registration certificate of the social organization as a legal person (if the industrial and commercial pre-registration document or the registration certificate of the social organization as a legal person is provided, the capital verification certificate of the enterprise or social organization in the last six months shall be provided).
(3) a copy of the property right certificate of the office or the house lease contract.
(4) copies of the employment documents, professional title certificates, academic certificates and ID cards of the person in charge of the institution and technical personnel.
(5) A copy of the professional title certificate, academic certificate and ID card of the engineering, technical and economic management personnel of the enterprise.
(6) A copy of qualification certificate of budgetary estimate personnel of communication construction project.
(7) Copies of social insurance certificates and labor contracts of the persons listed in items (4), (5) and (6) above.
(8) A copy of the ID card and employment confirmation of the members of the bid evaluation expert database.
(9) Performance of bidding agency: the contract entrusted by the owner, the bid-winning notice and other materials (but it is not necessary to submit the first application for Grade B qualification).
The applicant shall provide the originals of the above-mentioned documents and materials, and return them to the applicant after verification by the accepting unit.
2. For the convenience of the applicant, the enterprises managed by the state-owned assets supervision and administration institution of the State Council and their subordinate enterprises apply for the qualification of tendering agency for communication construction projects and submit the application materials directly to the Ministry of Industry and Information Technology; Other enterprises applying for the qualification of tendering agency for communication construction projects may submit application materials to the local communication administrations of provinces, autonomous regions and municipalities directly under the Central Government, and the communication administrations of provinces, autonomous regions and municipalities directly under the Central Government shall submit the preliminary examination opinions and all application materials of the applicants to the Ministry of Industry and Information Technology for examination and approval.
3. The enterprise qualification application adopts the combination of network and paper materials. Before submitting the written application materials, the applicant shall upload the application form through the information system determined by the Ministry of Industry and Information Technology. After the application form is uploaded successfully, print the application form and submit it together with the paper materials such as attachments.
Two. Procedures for acceptance, examination and decision
1. For the first application or qualification upgrade, the acceptance period is 15 working days before the first month of each quarter.
2. If the application materials are complete and conform to the statutory form, the Ministry of Industry and Information Technology or the Communications Administration of the province, autonomous region or municipality directly under the Central Government shall accept it and issue a written notice of acceptance; If the application materials are incomplete or do not conform to the statutory form, the Ministry of Industry and Information Technology or the Communications Administration of the province, autonomous region or municipality directly under the Central Government shall inform the applicant of all the contents that need to be supplemented on the spot or within five working days; If it is not accepted, it shall notify the applicant in writing.
3. For the application accepted by the communication administrations of provinces, autonomous regions and municipalities directly under the Central Government, the communication administrations of provinces, autonomous regions and municipalities directly under the Central Government shall complete the preliminary examination on time, and report the preliminary examination opinions and all the application materials of the applicant to the Ministry of Industry and Information Technology.
The Ministry of Industry and Information Technology shall complete the examination and approval within 20 working days from the date of accepting the application directly accepted by the Ministry of Industry and Information Technology or the application accepted by the communication administrations of provinces, autonomous regions and municipalities directly under the Central Government and submitted after preliminary examination. If the administrative license is approved, the Qualification Certificate of Bidding Agency for Communication Construction Project shall be issued to the applicant within 10 working days from the date of the decision; If a written decision is made not to grant an administrative license, the reasons shall be explained, and the applicant shall be informed of the right to apply for administrative reconsideration or bring an administrative lawsuit according to law. If the Ministry of Industry and Information Technology cannot make a decision on administrative license within the review period, it may extend 10 working days with the approval of the person in charge of the Ministry of Industry and Information Technology, and shall inform the applicant of the reasons for extending the time limit.
The Ministry of Industry and Information Technology or the Communication Administration Bureau of a province, autonomous region or municipality directly under the Central Government may organize experts to comprehensively evaluate the personnel quality, professional skills, management level, capital situation and project performance undertaken in the application materials of enterprises, and organize relevant personnel to conduct on-the-spot evaluation of the applicant's ability to undertake bidding agency for communication construction projects when necessary. The time required for expert review shall not be calculated within the examination and approval period according to law, but the applicant shall be informed of the time required.
Three. Continuation, change and replacement procedures
(1) continuation procedure
1, the first application or upgrade of the Qualification Certificate for Bidding Agency of Communication Construction Project is valid for 2 years, and the enterprise can apply for upgrading after obtaining the qualification for 2 years. The renewal of the "Qualification Certificate for Bidding Agency of Communication Construction Project" is valid for 5 years.
2. If the "Qualification Certificate for Bidding Agent of Communication Construction Project" needs to be postponed after its expiration, the bidding agency shall apply to the issuing authority three months before the expiration of the "Qualification Certificate for Bidding Agent of Communication Construction Project" and submit the following materials:
(1) All the materials required to apply for the qualification of a tendering agency for communication construction projects.
(2) The original and photocopy of the qualification certificate.
(2) Change procedures
Where the registered items of the qualification certificate are changed, an application for change shall be submitted to the issuing authority within 30 days, and the following materials shall be submitted:

(3) Procedures for handling formalities
If the qualification certificate is lost, it shall apply to the issuing authority for a replacement, and submit the following materials:
