Regulations of Nanning Municipality on Exhibition Management

Chapter I General Provisions Article 1 In order to strengthen the management of exhibition activities, protect the legitimate rights and interests of all parties involved in exhibition activities, and promote the standardized and orderly development of the exhibition industry, these Regulations are formulated in accordance with the relevant laws and regulations of the state and the actual situation of this Municipality. Article 2 These Regulations shall apply to the administration of exhibition activities within the administrative area of this Municipality.

These regulations are not applicable to non-profit exhibition activities. Article 3 The term "exhibition" as mentioned in these Regulations refers to the business activities such as the exhibition, exhibition and sale of commodities, technologies and services held by the organizers in a fixed place and within a predetermined period, including commodity fairs and other business exhibitions.

Organizers as mentioned in these Regulations include organizers and contractors. Organizer refers to the unit responsible for formulating the exhibition implementation plan and plan, coordinating, organizing and arranging the exhibition activities, and taking the main responsibility for the exhibition activities; Organizer refers to the unit entrusted by the organizer to be responsible for specific exhibition matters. Article 4 Exhibition activities shall follow market rules and orderly competition, and implement the principle of combining government support, moderate supervision and industry self-discipline. Article 5 The municipal and county commercial departments are the competent departments of exhibitions in their respective jurisdictions, and are responsible for the overall planning, coordinated management, comprehensive evaluation and guidance services of exhibitions in their respective jurisdictions.

The administrative department for industry and commerce shall be responsible for the supervision and management of exhibition activities in accordance with these regulations and relevant provisions.

Public security, urban management, construction, intellectual property, statistics, fire protection, quality and technical supervision and other relevant departments shall, according to their respective responsibilities, do a good job in the management and service of exhibition activities. Article 6 The municipal administrative department of commerce shall organize the preparation of the exhibition development plan, which shall be incorporated into the national economic and social development plan of this Municipality after being approved by the Municipal People's Government.

According to the development plan and industrial development, the municipal commercial department will release the catalogue of participating projects in a timely manner. Article 7 The Convention and Exhibition Industry Association (Chamber of Commerce) shall formulate industry norms, guide its members to standardize their operations, establish and improve the industry self-discipline mechanism, strengthen the coordinated management of conventions and exhibitions, carry out training for professionals in convention and exhibition management, assist the municipal commercial department in establishing an evaluation system for conventions and exhibitions, organize statistics on convention and exhibitions, and release exhibition information. Chapter II Exhibition Services Article 8 The municipal commerce department may coordinate with relevant departments to provide joint examination and approval services for exhibitions that require the permission of more than two departments according to national laws and regulations. The relevant registration and approval procedures should be completed within twenty days.

The departments that carry out public security fire inspection according to law shall issue inspection opinions within the statutory time limit. Article 9 The municipal competent department of commerce and the administrative department for industry and commerce shall cooperate with the exhibition industry association (Chamber of Commerce) to establish a brand exhibition evaluation and certification system. An exhibition with high popularity, good scale efficiency and standardized service can be recognized as a brand exhibition. Article 10 The municipal commercial department shall establish an exhibition consultation service system to provide consultation services for exhibitors. Establish the integrity file of the organizer and announce it to the public regularly. Statistics exhibition activity data, release exhibition activity dynamic information. Article 11 The municipal administrative department of commerce shall strengthen the guidance to the exhibition industry associations (chambers of commerce), guide the exhibition industry associations (chambers of commerce) to formulate industry norms and standards, and establish and improve the industry service and industry self-discipline system. Chapter III Exhibition Management Article 12 An organizer shall meet the following conditions:

(1) Having the qualification of a legal person and being able to bear civil liability independently;

(2) Having a management organization, funds, personnel and relevant systems suitable for undertaking exhibition activities;

(3) Other conditions stipulated by laws and regulations.

Exhibitors must have legal business qualifications, and their business activities shall comply with the provisions of national laws, regulations and rules. Thirteenth exhibition can be held with the permission of the relevant departments, the organizer shall obtain the corresponding approval documents. Article 14 The organizer shall report the relevant information of the exhibition to the competent commercial department of the host city or county for the record.

The following materials shall be submitted for the record of the exhibition:

(a) the legal person qualification certificate of the organizer. If two or more units jointly hold an exhibition, they shall also submit a written contract such as a joint holding agreement, and if there are co-organizers and supporting units, they shall also submit corresponding documents;

(two) the approval documents or filing certificates issued by the relevant departments;

(three) the implementation plan and emergency plan of the exhibition activities;

(four) the conditions that exhibitors should have;

(5) Proof of the lease agreement of the site or the site itself;

(6) A plan of intellectual property protection measures.

The commercial department shall publish the relevant information of registered exhibition on its government website in time. Fifteenth organizers, exhibition name, holding time or place need to be changed, the organizer shall obtain the consent of the organ that made the decision on administrative licensing. If it has been filed, it shall go through the filing formalities at the original filing department and notify the exhibitors in time. Article 16 An exhibition that has not been put on record by the commercial department shall not release the invitation information.

Exhibitor information shall be published in the name of the exhibition organizer. If an exhibition is jointly held, the exhibitor information shall be released. Seventeenth exhibitors information should be true and legal. The name of the exhibition, the full name of the organizer and the undertaker, the time and place of the exhibition shall be consistent with the matters licensed or filed by the relevant departments.
