Rabies bacteria only exist in the saliva of cats and dogs during the onset period. As long as your cat is healthy, it is not poisonous. Even carriers, as long as they are not in the onset period, will not pass the virus to you.
Wash the wound with soapy water.
If you are scratched by an unknown stray cat, get vaccinated within 24 hours.
