After the document was issued, the Ministry went deep into the military and local departments for investigation and visit, made overall research, and scientifically designed the issuance, use and service of preferential treatment cards to ensure the realization of core functions such as "showing honor and implementing treatment". At present, the issuance of discount cards is progressing as planned.
China has initiated the renewal of four certificates: disabled soldiers Certificate, Disabled People's Police Certificate, Disabled Reserve Militia Migrant Workers Certificate and Disabled Persons Certificate. Disabled soldiers can take buses, trams and rail vehicles in the city for free with the disabled soldiers Certificate, and enjoy the preferential service of halving the normal fare by taking trains, ships, long-distance buses and civil aviation flights. Disabled people's police enjoy the same preferential treatment in disabled soldiers with the disabled people's police card.
This time, it is mainly considered that the relevant pension and preferential treatment functions have been adjusted from the civil affairs department to the Veterans Affairs Department, and the certificates can be renewed in time, which can better and more accurately serve disabled soldiers and other objects. At the same time, printing anti-counterfeiting technology has also made great progress in recent years. Timely renewal of certificates, strengthening anti-counterfeiting technology and improving the quality of certificates can better guarantee the implementation of preferential treatment and safeguard the legitimate rights and interests of related objects. The new certificate is uniformly printed by the Department of Veterans Affairs, using more environmentally friendly paper, using a variety of anti-counterfeiting technologies, and implanting high-frequency chips to write basic information of the disabled, which improves the quality of the certificate as a whole.
