According to the notice, the free objects of basic funeral services include the dead residents in Dezhou, and the free items include the transportation fee of the remains (including the corpse carrying fee and disinfection fee in the museum), the storage fee of the remains within 3 days (including refrigeration), the cremation fee of the cremator, and the ashes storage fee within one year.

In addition, if residents with permanent residence in this city die in different places and are cremated on the spot, they will be subsidized by the local funeral home fee voucher, and the subsidy standard will not exceed the four basic service subsidy standards for residents' funeral in Dezhou.

The notice requires that the funds needed to exempt the basic funeral service fees be included in the government budget. City, county (city, district) finance is shared according to the ratio of 2:8, and Decheng District, Dezhou Economic and Technological Development Zone and Dezhou Canal Economic Development Zone are all borne by the municipal finance. Where the domicile cannot be confirmed, it shall be borne by the county (city, district) where the deceased lived or found.

In addition, the basic funeral service fee is exempted by means of "pre-allocation first, then settlement". The financial departments of cities and counties (cities, districts) calculate the funds needed to exempt the basic funeral service fees according to the number of cremators provided by the civil affairs department in the previous year and the charging standards stipulated by the price department in the previous year, and allocate funds in advance before the end of April each year. At the beginning of the following year, according to the exemption items and charging standards stipulated by the price department, the funeral parlour verified the actual exemption amount of the previous year and reported it to the local civil affairs department for review. The financial departments at all levels shall, according to the audit results of the civil affairs departments, settle the pre-allocated funds in accordance with the principle of refunding more and making up less.

The notice shall come into force on September 7, 20 18 and shall be valid until September 6, 2023.
