Measures of Wuhan Municipality on Implementing the Circular Economy Promotion Law of the People's Republic of China (202 1 Revision)

Chapter I General Provisions Article 1 In order to promote the development of circular economy and accelerate the construction of a resource-saving and environment-friendly society, these Measures are formulated in accordance with the Law of the People's Republic of China on the Promotion of Circular Economy and other relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the development of circular economy within the administrative area of this Municipality. Article 3 The development of circular economy shall follow the principle of giving priority to reduction on the premise of being technically feasible, economically reasonable, saving resources, protecting the environment and ensuring product quality. Article 4 The municipal and district people's governments (including the administrative committees of development zones, scenic spots and chemical zones, the same below) are responsible for organizing and leading the development of circular economy within their respective administrative areas, establishing and improving the working mechanism, and making overall plans to solve major problems in the development of circular economy.

When reporting the implementation of the national economic and social development plan to the people's congresses at the corresponding levels and their standing committees, the municipal and district people's governments shall report the contents of developing circular economy. Article 5 The municipal and district development and reform departments are the departments in charge of developing circular economy within their respective administrative areas, and are responsible for the specific guidance, organization, coordination, supervision and management of developing circular economy.

The relevant competent departments of the municipal and district people's governments shall, in accordance with their respective responsibilities, study and formulate policies and measures to develop circular economy, popularize circular economy technologies and products, and promote the development of circular economy. Sixth newspapers, radio, television, Internet and other news media should strengthen the publicity and reporting on the development of circular economy and popularize the knowledge of circular economy. Article 7 State organs and other organizations that use financial funds shall practise economy, put an end to waste, and take the lead in observing the relevant provisions on developing circular economy.

Encourage units to use energy-saving, water-saving, land-saving and material-saving products, equipment and facilities that are conducive to environmental protection. Article 8 Citizens should enhance their awareness of circular economy, rationally consume and save resources. Citizens have the right to know, suggest and criticize the work of developing circular economy, and have the right to discourage and report acts that waste resources and destroy the environment. Ninth encourage and support enterprises, institutions of higher learning, scientific research institutions, trade associations, intermediaries and other social organizations to carry out scientific research, technology promotion, information consultation, exchanges and cooperation in circular economy. The government can entrust qualified trade associations, intermediaries and other social organizations to carry out public services to promote the development of circular economy. Tenth to encourage and support social welfare organizations and volunteers to carry out public welfare activities to promote the development of circular economy. Chapter II Management System Article 11 The municipal and district development and reform departments shall, jointly with environmental protection departments and other relevant departments, formulate a circular economy development plan for their respective administrative areas, which shall be submitted to the people's government at the corresponding level for approval and promulgated for implementation. The preparation of circular economy development plan shall organize experts to demonstrate and listen to public opinions.

The municipal and district development and reform departments shall regularly evaluate the implementation of the circular economy development plan and report the evaluation results to the people's government at the corresponding level. Twelfth municipal and district development and reform departments shall establish the following systems in the work of circular economy:

(1) Establish a system of joint departmental meetings to solve problems in the development of circular economy;

(two) the establishment of circular economy information disclosure system, the establishment of public information platform, timely release of information about the development of circular economy to the public;

(three) to establish a system to promote the implementation of major projects in the development of circular economy;

(four) the establishment of reports, complaints, consulting service system, timely handling of reports and complaints, providing consulting services. Article 13 The municipal and district people's governments shall, according to the energy consumption, water use, construction land and total emission control indicators of major pollutants issued by the people's governments at higher levels, plan and adjust the industrial structure and layout of their respective administrative regions, form a circular industrial chain and promote the development of circular economy. Article 14 The municipal and district people's governments shall, according to the conditions of resource distribution, urban planning, environmental capacity, ecological and economic functional zoning, make overall plans for the construction of industrial parks and guide enterprises to gather in the parks.

Industrial park management institutions shall, according to the requirements of circular economy development planning, prepare the implementation plan for circular economy development in industrial parks, and organize the implementation after reporting to the competent department of development and reform for the record.

Enterprises entering the park in the industrial park shall meet the requirements of the implementation plan for circular economy development in the industrial park. Fifteenth Municipal People's Government shall establish and improve the evaluation system of circular economy according to the national evaluation index system of circular economy.

The Municipal People's Government shall assess the development of circular economy in the relevant departments of the District People's Government and the Municipal People's Government, and take the assessment results as the content of the assessment of the relevant departments of the District People's Government and the Municipal People's Government and their responsible persons. Chapter III Emission Reduction Article 16 The Municipal People's Government and the Municipal Development and Reform Department shall, in accordance with the relevant provisions of the state and the province on energy conservation and emission reduction, respectively issue annual energy conservation targets and carbon dioxide emission reduction targets to the people's governments of all districts and units whose annual comprehensive energy consumption reaches the national standard (hereinafter referred to as key energy-using units). The municipal environmental protection department shall, according to the relevant provisions of the total pollutant control, issue annual pollutant emission control indicators to key pollutant discharge enterprises.

The people's governments of all districts, key energy-using units and key pollutant discharge enterprises shall take effective measures to reduce energy consumption, carbon emissions and pollutant emissions.

Encourage the implementation of paid transactions for approved energy conservation, carbon dioxide emission reduction and pollutant emission reduction. The specific measures shall be formulated by the municipal development and reform department and the municipal environmental protection department respectively.
