1. Recognize the new situation of basic education development in our province. Compulsory education has been fully popularized, the funding guarantee mechanism has been gradually improved, and new steps have been taken in balanced development; Ordinary high schools have maintained steady development, the gross enrollment rate of high schools has continued to increase, and the bottleneck of high school education has basically eased; The curriculum reform of basic education has been smoothly promoted, the reform of the entrance examination evaluation system has been deepened, and new achievements have been made in quality education. In recent years, in order to strengthen the management of primary and secondary schools, our province has successively issued a series of systems, and various localities have also carried out active and beneficial exploration and practice, and achieved certain results. However, in the process of standardizing school-running behavior and promoting quality education, there are still some outstanding problems to be solved: one-sided pursuit of enrollment rate and excessive academic burden of students have not been effectively solved, and there is a tendency to increase in some places and aspects; The tendency of attaching importance to intellectual education over moral education, physical education over aesthetic education, imparting knowledge over cultivating ability, and attaching importance to book knowledge over cultivating innovative spirit and practical ability has not been fundamentally reversed. The reform of examination evaluation and enrollment system needs to be further deepened; The social atmosphere and institutional mechanism conducive to standardizing school-running behavior and promoting the implementation of quality education have not really formed. Strengthening the management of primary and secondary schools, standardizing school-running behavior and vigorously promoting quality education have become an important and urgent task for basic education to achieve comprehensive, coordinated and sustainable development in the new period.

2. Raise awareness of the significance of standardizing school-running behavior and promoting quality education. Further standardizing the school-running behavior of primary and secondary schools and vigorously promoting quality education are the important contents of establishing and implementing Scientific Outlook on Development, adhering to people-oriented, promoting educational equity and building harmonious education; It is an inevitable requirement to fully implement the party's educational policy, face all students, promote their all-round development and build a strong province of human resources; It is a realistic need to solve the hot and difficult problems in education, promote the connotation development of basic education and comprehensively improve the level of running schools and the quality of education. Governments at all levels and relevant departments should stand at the height of building an innovative Henan, accelerating the rise of the Central Plains and building a harmonious society, further improve their understanding of the great significance of standardizing school-running behavior in primary and secondary schools and promoting quality education, enhance their sense of responsibility and mission, and take effective measures to improve the management and quality education level of primary and secondary schools in the province and promote the sound and rapid development of basic education.

3. Clarify the general requirements for standardizing school-running behavior and promoting quality education: with Deng Xiaoping Theory and Theory of Three Represents as the guidance, thoroughly implement Scientific Outlook on Development, focus on the goal of comprehensively implementing quality education and comprehensively improving the quality of education, focus on solving the outstanding problems in the school-running behavior of primary and secondary schools that the people are most concerned about, adhere to the principle of "government-led, departmental linkage, overall promotion, key breakthroughs, strengthened supervision, strict accountability, tackling both the symptoms and root causes, and seeking practical results", and establish and improve standardized school-running behavior. Deepen the curriculum reform of basic education, gradually improve the scientific and reasonable education evaluation system, run every school well, effectively curb the wrong tendency of one-sided pursuit of enrollment rate, effectively reduce the excessive academic burden of students, and promote the all-round and healthy development of young students.

Second, grasp the key points and focus on solving the outstanding problems that currently affect students' all-round and healthy development.

4. Scientifically arrange the schedule of work and rest, and effectively reduce students' heavy academic burden. Strictly control students' study time at school, reasonably arrange students' study life, resolutely correct the practice of arbitrarily occupying students' rest time, and protect students' right to rest according to law. Ensure that students' sleep time is not less than 10 hour, 9 hours and 8 hours respectively in primary school, junior high school and senior high school. Day students concentrate on studying at school every day, and primary school, junior high school and senior high school shall not exceed 6 hours, 7 hours and 8 hours respectively. Day students are not allowed to arrange self-study in the morning and evening. Boarding students should not study for more than 2 hours every night. Arrange winter and summer vacations and other legal holidays in accordance with regulations, and do not work overtime or make up classes collectively. No school may mobilize or organize students to participate in various tuition-based remedial classes organized by social forces. Fully control students' written homework. Homework is not allowed in the first and second grades of primary school, and the total amount of homework written by students in the middle and senior grades, junior high schools and senior high schools is controlled within 1 hour, 1.5 hour and 2 hours respectively.

5. Strictly implement the curriculum plan and comprehensively improve the quality of education and teaching. Education administrative departments at all levels should urge primary and secondary schools to fully implement national and provincial curriculum plans and plans, start classes in strict accordance with regulations, and resolutely correct any phenomenon that violates educational laws, arbitrarily deepens the difficulty of courses, increases or decreases courses and class hours, fails to catch up with teaching progress, and ends courses ahead of schedule. Adhere to health first, pay attention to the cultivation of innovative spirit, do not occupy the time of physical education class, art class, team activities and comprehensive social practice activities, and ensure that students exercise 1 hour every day. Deepen the curriculum reform of basic education, change the educational concept, innovate the teaching mode, optimize the teaching process by using modern educational technology, improve the efficiency of classroom teaching, and actively explore effective ways to reduce burdens and increase efficiency. Encourage and commend advanced schools and excellent teachers who improve the quality of education by improving classroom teaching effect and students' learning efficiency within the specified teaching time, and vigorously promote the successful practices of reducing burdens and increasing efficiency in some places and schools.

6. Strengthen examination management and strictly regulate examination subjects and time. All localities, relevant departments and schools should standardize examination subjects and strictly control the number of examinations. Resolutely stop the phenomenon of randomly organizing students to participate in various unified examinations, joint examinations or other competitions and grades. In addition to the junior high school entrance examination and the senior high school level examination, the provincial cities shall not organize other forms of unified examinations in principle; Sampling for the purpose of quality control shall not exceed/kloc-0 per semester, and the proportion of students randomly selected shall not exceed 30% of this grade. The school-level examination is strictly regulated by the provincial cities, the examination proposition is scientific and reasonable, the examination content meets the basic requirements of the curriculum standards, and it is not allowed to increase the difficulty or the number of examinations at will. Students' examination results shall not be published, and students shall not be ranked or seated according to the examination results.

7. Strengthen enrollment management and strictly regulate enrollment order. In the compulsory education stage, the school adheres to the principle of free entrance examination. In addition to the professional skills test approved by the administrative department of education, schools in any compulsory education stage shall not take or take examinations, tests, interviews and other forms to select students. According to the changes of students, the enrollment scope of schools should be adjusted in a timely and reasonable manner, and the enrollment scope, enrollment time, enrollment plan and related requirements of schools in each compulsory education stage within their respective administrative areas should be announced to the public every academic year. In the compulsory education stage, public schools may not refuse to accept the children of migrant workers assigned by the education administrative department.

Ordinary high school enrollment should adhere to the principle of comprehensive evaluation and merit-based admission, and be admitted according to the academic test scores and comprehensive quality evaluation results of junior high school graduates, and gradually expand the proportion of public ordinary high school enrollment indicators allocated to junior high schools in a balanced way, and tilt toward weak junior high schools. All ordinary high schools (including private high schools) should strictly enforce the discipline of enrollment, and must not conduct enrollment propaganda in violation of regulations, enroll students before the entrance examination, enroll students outside the prescribed areas, and recruit students who violate the "three limits" (limited number of students, limited scores and limited amount) policy to choose schools. Public ordinary high schools may not hold repeat classes, and may not jointly hold repeat classes or off-campus repeat schools with any institutions. Provincial and municipal demonstration high schools should play a leading role and implement the regulations in an exemplary manner.

8. It is strictly forbidden to issue high school (middle school) entrance examination indicators and strengthen high school (middle school) information management. All localities, relevant departments and schools shall not issue high (middle) entrance examination indicators in any form, and shall not rank and reward according to the high (middle) entrance examination rate or examination results, so as to effectively reduce the pressure on schools and teachers to enter higher schools. It is necessary to strengthen the information management of the high (middle) examination and stop all kinds of hype about the results of the high (middle) examination. 9. Strengthen school safety management to ensure the safety of teachers and students. All localities, relevant departments and schools should establish and improve emergency plans for major emergencies, conscientiously implement safety projects in primary and secondary schools, establish and improve various safety management systems and safety emergency mechanisms in schools, conscientiously implement various safety precautions, and promptly report and eliminate all kinds of potential safety hazards. We should focus on the safety management of student dormitories, canteens, toilets and the surrounding campus, establish and improve the management system of boarding schools, and promote the standardized and scientific management of boarding schools. Pay attention to the hygiene of food and drinking water and put an end to food safety accidents. Do a good job in health and epidemic prevention to prevent the epidemic of infectious diseases.

Three, overall consideration, accelerate the establishment of a long-term mechanism to standardize school-running behavior and promote quality education.

10. Increase investment in education to provide necessary guarantee for the implementation of quality education. Strengthen the overall planning of education funds, and implement the "three growth" of education funds according to law (the growth of education funds at all levels is higher than the growth of recurrent income at the same level, the per capita education funds of school students are gradually increasing, and the teachers' salaries and the per capita public funds of students are gradually increasing). We will further improve the funding guarantee mechanism for compulsory education and raise the level of guarantee. The surcharge for education should be levied in full and used to improve the conditions for running schools. Governments at all levels should increase investment in high school education, preschool education and special education to promote the comprehensive, coordinated and sustainable development of basic education. Seriously investigate and deal with all kinds of illegal acts of interception, misappropriation and misappropriation of education funds.

1 1. Strengthen the construction of primary and secondary schools and effectively solve the problem of large class size. All localities should coordinate the construction and renovation of urban and rural schools in accordance with the basic school-running standards stipulated by the state and the province, combined with the implementation of special projects such as the adjustment of primary and secondary school layout, the safety project of primary and secondary school buildings, and the renovation project of rural junior high schools. We should be cautious in withdrawing and merging schools, proceed from reality and prevent "one size fits all". In remote rural areas and mountainous areas, necessary teaching points should be reserved appropriately to avoid problems such as difficulty in attending school and large class size caused by school merger. Strengthen the construction of rural boarding schools and give priority to meeting the boarding needs of rural left-behind children in primary and secondary schools. It is necessary to incorporate the construction of primary and secondary schools into the overall planning of urban construction, and reserve land for school construction in the transformation of old cities and the construction of new urban areas, so that primary and secondary schools can plan and construct simultaneously with new urban areas and new residential areas. Carry out the activities of establishing advanced counties (cities, districts) with balanced development of compulsory education, accelerate the balanced development of compulsory education within counties, allocate public education resources fairly and tilt towards rural schools and weak schools, and accelerate the improvement of running conditions for weak schools in urban and rural areas. Strive to use 3-5 years to control the class size of primary and secondary schools in the province below 45 and 50 respectively.

12. Attach great importance to the construction of teachers and improve their ability to implement quality education. Further improve the teacher qualification system and strictly control the entrance of teachers. It is strictly prohibited to supplement, empty, occupy or misappropriate the establishment of primary and secondary school faculty. To make full use of the existing staffing, the vacant staffing should be supplemented in time every year, with strict standards, open recruitment and merit-based recruitment. Improve the dynamic management mechanism of staffing and rationally allocate teachers' resources. The staffing of primary and secondary schools in the same county can complement each other, and the staffing adjustment should give priority to rural schools and weak schools in cities and towns, and fully consider the staffing needs of boarding school managers and health professionals. If it is really necessary to increase the staffing in accordance with the regulations, it shall be submitted for approval in accordance with the prescribed procedures. No place or unit may add substitute teachers for any reason. Actively implement the special post plan for school teachers in rural compulsory education stage, and guide and encourage college graduates to engage in rural education. Strengthen the communication between principals and teachers, and improve the system of urban teachers supporting rural education.

Effectively strengthen the management and training of teachers, strive to improve teachers' professional ethics and teaching ability, and give full play to teachers' main role in standardizing school-running behavior and promoting quality education. Conscientiously implement the "Code of Professional Ethics for Primary and Secondary School Teachers" and strengthen teachers' teaching and educating responsibilities and job requirements. Strengthen the management of teachers' professional behavior and prohibit paid tutoring. Strengthen the construction of class teachers in primary and secondary schools and improve the treatment of class teachers. Improve the teacher evaluation system and incorporate the implementation of students' burden reduction requirements into the important content of the work assessment of primary and secondary school teachers and class teachers.

13. Insist on running schools according to law and scientifically standardize the internal management of schools. Primary and secondary schools should strictly abide by national laws and regulations, improve various school systems, and form a self-discipline management mechanism for running schools according to law. Strengthen teaching management and improve teaching routine. Strengthen the school's financial and asset management, scientifically prepare the budget, and strictly implement the financial system. Adhere to the openness of revenue and expenditure, take the initiative to accept the audit, and resolutely put an end to the establishment of small treasury and off-balance-sheet accounts in schools. Schools shall not charge students in any form in violation of the relevant provisions of the state and the province. It is necessary to implement and rationalize the selection, appointment and management system of primary and secondary school principals, and select and strengthen primary and secondary school principals in accordance with the principle of expert governance. Implement the principal responsibility system according to law. The headmaster is the first responsible person to standardize the school-running behavior, and should take the lead in observing and implementing the relevant provisions of the state and the province, strictly demanding and standardizing management. Improve the staff congress system, implement democratic management, adhere to the openness of school affairs and accept social supervision.

14. Deepen the reform of education evaluation system and establish and improve a comprehensive evaluation system that meets the requirements of quality education. We should change the traditional evaluation method with examination results and enrollment rate as the main evaluation criteria, adhere to the principles of development, comprehensiveness and encouragement, formulate scientific and reasonable evaluation objectives, evaluation standards and evaluation methods, and comprehensively, objectively and fairly evaluate students, teachers, schools and regional education. 15. Develop and utilize educational resources inside and outside the school to create a social environment conducive to the healthy growth of students. Open school libraries, laboratories, computer classrooms, physical education, art education and other places, and organize students to carry out colorful extracurricular cultural and sports interest activities and social practice activities. Pay attention to the use of community education resources, give full play to the educational function of students' comprehensive practice bases and extracurricular activities places for teenagers, and open patriotic education bases, revolutionary traditional education bases, science and technology museums, museums, libraries, gymnasiums and other social welfare facilities to primary and secondary school students free of charge according to regulations. Pay attention to optimizing family education, run parents' schools well, correctly guide parents to care about their children's physical and mental health, educate and manage their children with scientific methods, and reasonably arrange their extracurricular study and life. Further purify the social and cultural environment and vigorously rectify the surrounding environment of primary and secondary schools.

16. Strengthen organizational leadership and give play to the leading role of governments at all levels. In accordance with the principles of "territorial management" and "who is in charge and who is responsible", we will intensify the investigation and punishment of all kinds of illegal school-running behaviors. For illegal schools, according to the seriousness of the case, give a warning, informed criticism, order rectification, revoke the advanced title, cancel the evaluation qualification, etc.; For local governments and their education administrative departments that fail to stop and correct many irregular school-running behaviors within their administrative areas due to poor supervision, depending on the seriousness of the case, they shall be given informed criticism, ordered to make rectification, revoked the title of education-related advanced, and disqualified from appraising. At the same time, the relevant responsible persons will be dealt with seriously according to relevant regulations.

19. Strengthen publicity and guidance to create a good public opinion atmosphere. The news media should adhere to the correct direction of public opinion, vigorously publicize the advanced models and successful experiences of standardizing school-running behavior and promoting quality education, do not speculate on the top students in high (secondary) examinations and the enrollment rate of schools, guide parents and society to understand and support the work of standardizing school-running behavior, establish a scientific view of talents and education, and create a good public opinion atmosphere for implementing quality education.
