Primary and secondary school students are forbidden to bring smart phones into campus? The Ministry of Education responded.
Recently, the Ministry of Education, in reply to recommendation No.4883 of the Third Session of the 13th National People's Congress, said that the Ministry of Education will establish and improve a long-term network security mechanism with relevant departments for the proposal of "prohibiting primary and secondary school students from bringing smart phones into campus".
Actively promote the revision of the law on the protection of minors, strengthen the legal publicity and authoritative interpretation of the contents of the chapter on "network protection", and ensure and guide minors to use the network safely and reasonably. At the same time, we should intensify our work, further strengthen positive guidance, strengthen the education guidance for primary and secondary school students to surf the Internet healthily and use smart phones rationally, encourage local schools to actively innovate educational methods and means, improve school facilities and equipment, and strengthen the daily management of primary and secondary school students' network and smart phone use. In addition, we will work with relevant departments to carry out special actions to clean up the network environment of minors. Your bureau's "Proposal on Prohibiting Primary and Secondary School Students from Carrying Smartphones into Campus" has been received, and we hereby reply as follows:
Building a green grid and guiding primary and secondary school students to surf the Internet reasonably and healthily is an important content to strengthen the network protection of minors. The Ministry of Education has always attached great importance to moral education under the network environment, and guided primary and secondary school students to surf the Internet reasonably and healthily, and achieved good results.
First, strengthen policy guidance.
2065438+In August 2008, the Implementation Plan for Comprehensive Prevention and Control of Myopia for Children and Adolescents issued by the Ministry of Education and the National Health and Wellness Committee clearly stated that it is strictly forbidden for students to bring personal mobile phones, tablets and other electronic products into the classroom and bring them into the unified custody of the school.
In school education, electronic products are used reasonably according to the principle of demand, and teaching and homework do not depend on electronic products. In principle, the teaching time of using electronic products should not exceed 30% of the total teaching time, and paper homework should be used in principle.
During the period of "suspension of classes without stopping studying", the Ministry of Education requires all localities to reasonably arrange online teaching time, control the use time of students' electronic products, scientifically guide students to use information technology products, and guide students to develop good study and eye hygiene habits.
Second, strengthen network literacy education.
In order to solve the problem of students' addiction to the Internet and irrational consumption, in school education and teaching, students are required to "know the harm of unhealthy behaviors such as addiction to the Internet and video games and resist unhealthy lifestyles", strengthen information technology teaching, and recommend comprehensive practical courses such as "I am an Aboriginal in the information society" and "Introduction to Fun Programming" to guide schools to guide students to use the Internet reasonably.
