Article 1 In order to standardize the bid evaluation and calibration activities of various housing construction and municipal infrastructure projects and promote fair competition, these Measures are formulated in accordance with the Bidding Law of People's Republic of China (PRC), the Regulations on Bidding in Gansu Province and the Measures for the Administration of Bidding in Housing Construction and Municipal Infrastructure Projects in Gansu Province (No.2001] 201). 2005 109), combined with the actual situation in our province.

Second in the administrative area of this province engaged in all kinds of housing construction and municipal infrastructure projects bidding, bid evaluation and calibration activities, the application of this approach.

Article 3 The bid evaluation and calibration activities shall follow the principles of fairness, impartiality, scientificity and merit selection, and no unit or individual may illegally interfere with or influence the bid evaluation process and results.

Article 4 The bid evaluation committee established according to law shall be responsible for bid evaluation activities. If the number of members of the bid evaluation committee is more than 5, two thirds of the bid evaluation experts shall be randomly selected from the bid evaluation expert database set up by the government in the tangible construction market (the number of engineering cost engineers shall not be less than 3). One-third of the experts recommended by the tenderer shall be persons with professional titles of engineering technology and economy. Experts can be drawn at the same time when opening bids. Projects with special technology shall be directly determined by the tenderee after being audited by the construction project bidding management office.

Article 5 Before the bid opening, the tenderee will not accept the bid documents under any of the following circumstances:

(a) overdue or not delivered to the designated place;

(two) not sealed according to the requirements of the tender documents;

(3) The legal representative or authorized agent of the bidder fails to attend the bid opening meeting or the authorized agent is unable to produce the power of attorney and resident identity card.

Article 6 Under any of the following circumstances, the bid evaluation committee will reject its bid after preliminary examination:

(a) without the seal of the unit, without the signature or seal of the legal representative or the agent authorized by the legal representative; The official seals of two or more legal persons are inconsistent or the seals of legal representatives are inconsistent;

(two) the agent entrusted by the legal representative of the enterprise outside the province (must be a first-class project manager registered in the enterprise) did not attend the bid opening meeting;

(three) not according to the prescribed format, the content is incomplete or the key handwriting is vague and illegible;

(4) The bidder submits two or more bid documents with different contents, or there are two or more quotations for the same project subject to tender in one bid document, and it is not stated which one is valid. Except for submitting alternative bidding schemes in accordance with the provisions of the tender documents;

(five) the project management organization composed of bidders, authorized agents, project managers, technical leaders or engineering and technical personnel is inconsistent with the record registration or pre-qualification;

(six) failing to submit the bid bond or guarantee issued by the bank or guarantee company as required by the tender documents;

(seven) the consortium bid is not attached to the consortium agreement;

(eight) using the construction drawing budget or bill of quantities quotation, the bidder fails to submit a complete project cost document;

(nine) other conditions stipulated by laws and regulations.

Article 7 The bid evaluation committee may regard the bidding documents of different bidders as collusive bidding or collusive bidding. If there are obvious errors in revision, calculation and written expression, the bid evaluation committee shall investigate their legal responsibilities.

Article 8 The total score of bid quotation is 100.

(1) quotation evaluation procedure

Bidding quotation (must be at least five) is within +4% ~ -8% (including +4% and -8%) of the target price controlled by the tenderer. On the basis of removing the arithmetic average of the highest and lowest quotations, the tenderee randomly draws floating points in public (floating points are+1% and +0.5% respectively). Bid evaluation index = arithmetic average of bidders' quotations excluding the highest and lowest quotations /( 1+ floating point absolute value). Compared with the bid evaluation index, the tender offer will be deducted by 0.5% 1 minute for every upward fluctuation and 0.5% for every downward fluctuation (above 0.5% 1%, below 0.5%, 0.5%). When the tender offer is the same as the bid evaluation index, the full score is 100.

(2) When the tender control index price is higher or lower than +4% ~ -8% quoted by most bidders (including +4% and -8%), the bid assessment committee shall review the tender control index price. Only after passing the evaluation can you enter the evaluation of the "(1) quotation evaluation procedure" in this article.

(3) If the bid evaluation committee finds that the total quotation and total price of the bidding documents are wrongly calculated, it shall adjust them according to the unit price. With the consent of the bidder, the adjusted tender offer is binding on the bidder. If the bidder does not accept the revised quotation, its bid will be rejected and the bid bond will not be returned.

In case of any discrepancy between the numerical amount and the literal amount in the bidding documents, the literal amount shall prevail. If the product of unit price and engineering quantity is inconsistent with the total price, the unit price shall prevail. If the decimal point of the unit price is obviously misplaced, the total price shall prevail and the unit price shall be revised.

(four) the tenderer shall provide the project cost control index to the bid evaluation committee. The project cost control index refers to the construction drawing budget price. The construction drawing budget shall be prepared by a qualified engineering cost consulting agency, and stamped with the official seal of the legal person of the preparation unit, the seal of the legal representative and the seal of the qualification of the preparation personnel.

Ninth construction capacity, construction scheme or construction organization design points.

(A) the construction capacity points

1. The bidding project manager has not undertaken the construction task in collapsible loess area, so 1.5 points will be deducted;

2. The bidding project manager who has not undertaken similar projects (referring to similar area, total height and floors, subject to the original construction contract and bid-winning notice filed in recent three years) will be deducted 1.0;

3. If the technical director of the bidding project cannot reach the intermediate (including intermediate) or above engineering technical title, score 0.0;

4. Will allocate machinery and equipment can't meet the requirements of engineering construction, 2.0 points;

5. If the arrangement of main technical jobs in construction is unreasonable and cannot meet the construction requirements, the score will be 1.5.

(2) Key points of construction scheme or construction organization design:

1. If the construction scheme or construction organization design cannot guide the builder, deduct 1.5 points;

2. If specific measures of national, industrial and local mandatory standards and norms are not implemented, 1.0 will be deducted;

3. No measures to ensure the engineering quality will be deducted 1.0;

4. If there are no measures to ensure safety in production or the cost of safety measures is not listed separately, deduct 1.0 points;

5. In the cross diagram or network diagram, the construction period of a partial project is unreasonable or inconsistent with the total construction period, and 1.0 points will be deducted;

6. If there is no reasonable construction site plan, score 1.0;

7. No civilized construction guarantee measures, 1.0 points;

8 did not use the national and provincial construction administrative departments to promote new technologies, new processes, new materials deducted 0.5 points.

Article 10 The construction capacity specified in Item (1) of Article 9, and (2) If the contents reviewed in the construction scheme or construction organization design meet the engineering requirements, it shall be deemed as qualified and no points shall be deducted. Involving deduction items, members of the bid evaluation committee shall submit them to the collective evaluation of the bid evaluation committee before deduction.

Eleventh safety accident points.

(1) Within 3 months from the date of notification, if a serious safety accident of Grade IV occurs on the construction site of a bidder and is notified by the construction administrative department, 0.5 point will be deducted for each bidder, and 0.8 point will be deducted for the responsible project manager in the bid evaluation.

(2) If a bidder has a major safety accident above Grade III on the construction site and is notified by the construction administrative department, within 6 months from the date of notification, each bidder will be deducted 0.8 points in the bid evaluation, and the responsible project manager will be deducted 1.2 points.

(3) If a bidder has a major safety accident of Grade II or above at the construction site or conceals an accident, and is notified by the construction administrative department, within 12 months from the date of notification, the bidder will be deducted 1.0 points each time in the bid evaluation, and the responsible project manager will be deducted 2.0 points each time.

Article 12 Key points of engineering quality accidents

(1) If a bidder has a Class IV major engineering quality accident and is notified by the construction administrative department, within 3 months from the date of notification, the bidder will be deducted 0.5 points and the project leader will be deducted 0.8 points in the bid evaluation.

(2) If a bidder has a major Grade III engineering quality accident and is notified by the construction administrative department, within 6 months from the date of notification, each bidder will be deducted 0.8 points in the bid evaluation, and the responsible project manager will be deducted 1.2 points.

(3) If a bidder conceals after a major quality accident of Grade II or above and is notified by the construction administrative department, within 12 months from the date of notification, the bidder will be deducted 1.0 points each time in the bid evaluation, and the responsible project manager will be deducted 2.0 points each time.

Thirteenth bad records in the construction market will be deducted.

(1) The bidder is investigated by the municipal and state construction administrative departments (including notification, economic punishment, suspension of work for rectification, etc. ), 1.0 will be deducted from the bid evaluation within 6 months from the date of investigation.

(2) The bidder is investigated by the provincial construction administrative department (including notification, economic punishment, shutdown for rectification, etc.). ), within 12 months from the date of investigation, the bidder 1.5 points will be deducted from the bid evaluation.

Article 14 After deducting all scores, the bidder with the highest score is the first successful candidate. After the first successful candidate gives up winning the bid, the second successful candidate is the successful candidate, and so on. When the scores of bidders are absolutely equal, the winning bidder shall be determined according to the principle of low quotation priority.

Fifteenth in the process of bid evaluation, except the members of the bid evaluation committee and the bid evaluation supervisor, other personnel shall not enter the bid evaluation room, and shall not participate in the relevant work of bid evaluation and selection.

Article 16 If the bid evaluation committee fails to conduct bid evaluation in accordance with Article 9 of these Provisions, the bid evaluation shall be invalid and the responsibility of the bid evaluation committee shall be investigated.

Article 17 The list of members of the bid evaluation committee shall be kept confidential until the bid winning result is determined. Members of the bid evaluation committee shall perform their duties objectively and fairly, abide by the discipline of bid evaluation, abide by professional ethics, and take personal responsibility for the bid evaluation opinions put forward.

Members of the bid evaluation committee shall not contact bidders or interested parties privately, and shall not accept property or other benefits from bidders.

Members of the bid evaluation committee and relevant personnel who supervise the bid evaluation activities shall not disclose the evaluation and comparison of bid documents, the recommendation of successful candidates and other relevant information before announcing the bid evaluation results.

Eighteenth after the bid evaluation, the bid evaluation committee shall submit a written bid evaluation report to the tenderer. All members of the bid evaluation committee shall sign the bid evaluation report. If members of the bid evaluation committee have different opinions on the bid evaluation report, the bid evaluation report shall be formed according to the principle that the minority is subordinate to the majority.

Nineteenth these Provisions shall be interpreted by the Gansu Provincial Construction Project Bidding Management Office.

Twentieth the provisions shall come into force as of the date of promulgation. If other relevant provisions in the province are inconsistent with these Provisions, these Provisions shall prevail.
