According to Article 19 of the Interim Measures for Dynamic Supervision of Safety Production License of Construction Enterprises, after the safety production license of construction enterprises is revoked, it is not allowed to re-apply for safety production license within one year from the date of revocation decision.
Article 20 Before the expiration of the temporary suspension period of the safety production license of a construction enterprise 10 working days, the enterprise shall submit an application for returning the safety production license to the issuing authority. After receiving the application, the issuing authority shall review the conditions for safe production of the enterprise that has been withheld, and if it passes the examination, it shall return the safety production license at the expiration of the withholding period; If the examination is unqualified, the withholding period will be increased until the safety production license is revoked.

Interim Measures for Dynamic Supervision of Safety Production License of Construction Enterprises Article 15 If a construction enterprise has a production safety accident for the second time within 12 months, it shall be punished according to the following standards, depending on the reduction of accident level and different conditions for safe production:
(a) in the event of a general accident, the time limit for withholding is increased by 30 days on the basis of the last time.
(2) In case of a major accident, the withholding period shall be increased by 60 days on the basis of the last time.
(3) In the event of a major accident, or in accordance with the provisions of Items (1) and (2) of this Article, the penalty period for withholding punishment exceeds120th, the safety production license shall be revoked.
